Council present: Council absent: Halley, Drago, Nicolopulos, and Addiego. Teglia. AGENDA REVIEW City Manager Birkelo presented the subject report to the Council (a copy is attached and a permanent part of the record of this meeting). Discussion followed: that comments on the LAFCO report would be mailed under the City Manager's signature; that the suggested option was to support the LAFCO recommendation; that Councilman Haffey was not ready to make a decision on the report; that if the Water Board and the City agreed to the Board being a subsidiary to the City or the Westborough residents voted on a measure to that effect which was successful - then only would it cease to be a District, etc. Councilwoman Teglia arrived at 4:50 p.m. Councilman Halley questioned the City Attorney: could the Council vote on Planning Commission applicants tonight when it had not been so noticed on the Agenda. City Attorney Armento stated that the Council could discuss the applicants, however, it should vote only at a pro- perly noticed meeting. Walter Birkelo, City Manager Valerie Armento, City Attorney 4/28/87 Page la GENERAL COMMENTS: 4/22/87 The City of South San Francisco supports the objectives of LAFCO to establish Spheres of Influence which will provide local government structures best designed to eliminate overlapping agency authority and to provide citizens with the best opportunity to have their service needs made available in the most democratic and efficient manner possible. It, therefore, follows that, apart from very unusual circumstances, there should not be independent governmental units operating within the boundaries of the primary local government agency. It should be emphasized that the City of South San Francisco, in recognition of the historical background which led to the establishment of the "Westborough County Water District" does not have any current plans or ambitions to arrogate unto itself the control and operation of the "District." The City does not suggest that the "District" is not serving that limited portion of the City of South San Francisco in a manner detrimental to the citizens of that area. It does, however, believe that LAFCO has provided an opportunity to give some consideration to the longer term interests of both the "District" and the "City's" constituents. SPECIFIC COMMENTS: Designation of a Sphere of Influence does not automatically change the existing governmental relationships. To implement any such change would require the agreement of the respective governing bodies or a vote of the residents of the area and approval of the County Board of Supervisors. It is highly unlikely that either the "Board" or the citizens of the area would agree to any implementing action unless they believed that such action would be economically and politically beneficial to them. The City of South San Francisco did not initiate the Sphere of Influence change and cannot, therefore, be accused of planning any immediate change in existing government relationships. The comparison of current water a~-sewe~ rates provides an indication that the "District" is serving its clients in an efficient manner but does not guarantee that the net cost (of all services) to the service area recipients in the longer term will continue to be in their best interests· 4/28/87 Page lb The "District" comments have indicated a number of assumptions relating to the perceived costs of providing sewer service that suggest that no economies could be effected in that area. The "buy in" costs to an area of the "existing city" could be dramatically different from that of a newly annexed area to the City. The "overhead" charges to an existing subsidiary district would not necessarily be the same as those applicable to redevelopment projects where the City has waived its property tax revenues for a specific period to foster development infrastructure to support such projects. In any event, neither the District Board or its clients, would be likely to approve any implementing plan which did not provide reasonable long-term benefits to them. The assertion that the Westborough community has little social, economic, and political integration within the greater South San Francisco municipal context flies in the face of the City's efforts to overcome such perceptions. The-e~y-ee~ne~-has-made-~eae-~eeeee-e~e~s-~e %wes~bere~h-eemmmn~y-ee~ee-eemp~e~T The City Council has made substantial efforts to provide greater municipal services to the Westborough area such as development and operation of Sellick Park, underground drainage rehabilitation, street light renovation, and undergrounding, street resurfacing, and planning and funding for a new Westborough community center building. The City Council has already indicated its intent to involve more Westborough citizens into its fabric of community advisory and regulatory agencies such as the Planning Commission and the Parks and Recreation Commission. Ce The City cannot, in good conscience, support decisions which would tend to perpetuate the idea of community division. CONCLUSION: The City of South San Francisco has-ne-eb~ee~e~-ee supports the LAFCO recommendation to change the Sphere of Influence of the Westborough County Water District from "Status Quo" to a "Subsidiary District of the City of South San Francisco." 4/28/87 Page lc AGENDA ACTION TAKEN 0000 CLOSED SESSION 2.
