Halley Gus Nicolopulos Roberta Cerri Teglia MINUTES 0008 City Council City Council Conference Room City Hal 1 January 4,1988 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Monday, the 4th day of January 1988, at 5:15 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California. Purpose of the meeting: A general discussion of the transportation issue, and Council policy or direction to be given to the Mayor on future Transportation Committee meetings. 0 Closed Session for the purpose of the discussion of personnel mat- ters, labor relations, property negotiations and litigation. ack Drago, M~ayor~ sco ~ty of South San Franci Dated: November 30, 1987 AGENDA CALL TO ORDER: (Cassette No. 1) ROLL CALL: A general discussion of the trans- portation issue, and Council policy or direction to be given to the Mayor on future Transportation Committee meetings. ACTION TAKEN 5:20 p.m. Mayor Drago presiding. Council present: Council absent: Addiego, Haffey, Nicolopulos, Teglia and Drago. None. Mayor Drago stated that he was looking for direction from Council on the half- cent sales tax which had failed to get on the Supervisors proposal list of pro- jects. He stated that he had written a letter to Mr. Gee, SamTrans, submitting a request to include the Oyster Point Boulevard Grade Separation/Hwy 101 Interchange Project in the County Transportation Expenditure Plan for the Half-Cent Sales Tax Proposal, however the subject did not come up at the meeting. He stated that Councilman Haffey had per- 1/4/88 Page I AGENDA ACTION TAKEN Transportation - Continued. sonally appeared and made the proposal, but he did not believe that a vote had been taken. He stated that John Aguillar had made a presentation at the last meeting on the City's behalf, however during the vote the Mayor could only get five votes, and one questionable vote and had withdrawn his request for a vote. He stated that Thursday night there would be a meeting and a vote taken. He stated that even if the vote was negative he wanted direction from Council for a public statement on whether to oppose the plan or say that the City will go against the action. Councilman Nicolopulos suggested the Mayor try again and solicit Deputy City Manager/City Engineer Yee's help in a presentation of all the facts to prove that it was not a local issue, but a regional issue. Mayor Drago stated that his letter had spelled out whether the project did or did not merit consideration, and he had asked the Planning Staff to put together further information. He spoke of how the sales tax was broken up in the County for the various projects, and felt that a visual graph of the sales tax projection would be useful. Discussion followed: that the Burlingame Council had taken a vote on a new deve- lopment being included in the funding; that the project was regional and fell into different regions of the County with problems along Highway 101; that South San Francisco was the third largest generater of sales tax in the County; on other benefits locally funded that are based on the assessed valuations per capita; that the Deputy City Manager/City Engineer and Planning Director should accompany the Mayor to the next meeting; that soliciting votes outside of the meeting would be of greater aid than the experts at the meeting; that individual Councilmembers should approach supportive 1/4/88 Page 2 -- 1. Vice Mayor Teglia left the meeting: CLOSED SESSION Closed Session for the purpose of the discussion of personnel matters, labor relations, property negotiations and litigation. _~l RECALL TO ORDER: cities for their vote; soliciting support from Mr. Gee to put the project on the list in that it qualifies; if the project was put on the list, what project would it eliminate; that the City could give up the Linden Avenue over-crossing to get on the list as a last resort, etc. Mayor Drago stated that he was satisfied with the direction given by the Council. Vice Mayor Teglia left the meeting at 5:57 p.m. due to the fact that the Closed Session discussion concerned her. CLOSED SESSION Mayor Drago declared a Closed Session at at 5:58 for the discussion of a prospec- tive lawsuit by Roberta Cerri Teglia vs. the City of South San Francisco. Mayor Drago recalled the meeting at 6:30 p.m., all Councilmembers present except Vice Mayor Teglia, no action was taken. M/S Haffey/Addiego - To adjourn the meeting. Carried by unanimous voice vote.
