The Pledge was recited.
Father Healey, All Souls Church, gave
the invocation.
PRESENTATIONS
Mayor Drago read the Proclamation aloud
and presented it to the Organization.
AGENDA REVIEW
City Manager Armas stated that he had
nothing to add or delete from the Agenda.
ORAL COMMUNICATIONS
No one chose to speak.
COMMUNITY FORUM
Councilman Nicolopulos stated that he had
attended a scrub basketball game in con-
nection with the 75th Diamond S.S.F. High
School festivities, and had tried to make
a basket and had hit the floor injured
somewhat.

Mayor Drago stated that the Council was
going to use a different format, a low
key transition because the Vice Mayor
felt that was best since it wasn't a
Council election year, and invitations
had only been sent out to members and the
like.
He opened nominations for Mayor.

M/S Haffey/Nicolopulos - To nominate
Roberta Cerri Teglia as Mayor.
Councilman Nicolopulos stated that he had
served on Council since 1980, and that in
1981 he had served as Mayor. He stated
that he considered his mayorship as the
highest honor bestowed on people, and was
very grateful to have served his term.
M/S Addiego/Haffey - To close the nomina-
tions.
Carried by unanimous voice vote to close
the nominations.
Carried by unanimous voice vote to nomi-
nate Roberta Cerri Teglia as Mayor.
Councilman Drago passed the gavel to the
new Mayor. He stated that it had been a
very exciting year for him, and felt that
he had given all he had both physically
and mentally to keep our City on the top
in this bay area, both in financial sta-
tus and respectability. He stated that
somehow through all the crises that came
up during the year, he felt the Council
managed to all pull together and come out
on top. He stated that a Mayor could
only do what two other members of the
Council allow them to do.
He made the following suggestion: that
the Council in future consider the
Mayor's term to be a two year term, and
either the selection be made by the voters
or by Council action in order to do the
job justice.
Mayor Teglia stated that Councilman Drago
had done an absolutely stellar job on
keeping this City on top, and she had
absolute respect for people of this
Council because people don't realize the
work that goes into sitting on the
Council.
She stated that this year was a year of

crises for the City, and that transpor-
tation was a high priority in San Mateo
County, and our City has transportation
problems as well, and it looked as if our
City might be one of the major generators
of monies to improve the transportation
systems of this County. She continued,
but the City was going to be overlooked
in the allotment of monies and expen-
ditures for problems in the north end.
She stated that Councilman Drago took it
on and single handedly made this City
have a standing in San Mateo County's
transportation plans today.
She stated that Councilman Drago was a
gentleman with a tremendous sense of
humor, and she had enjoyed working with
him.
She presented red roses to Mr. Drago, and
spoke of the hours spent handling City
business in the last year that had kept
Mr. Drago away from his family. She pre-
sented the outgoing Mayor with a mounted
gavel from the City, and a gold gavel tie
tack and a silver goblet saying, "Don't

worry be happy, on one side, and
""Nothing wrong with a man sitting in a
bar having a beer while his wife is out
spending his hard earned money."
Councilman Addiego stated that Mayor
Teglia hit upon the major issue that
Councilman Drago had excelled in,
but, never have our relations with other
Council people in the county been better
due to his personal talents and the per-
sonal people talent that he possesses.
Councilman Haffey stated that Councilman
Drago had set a high standard that other
Mayors were going to have to work hard to
emulate. He stated that the Council
fights in public, and Councilman Drago
did a good job in bringing the Council
together.
Councilman Nicolopulos stated that he had

in the City Council Conference
Room, City Hall, for the following
purposes: Closed Session for
personnel matters, labor relations,
property negotiations and
litigation; 7:00 p.m. for a joint
session with the Planning
Commission to discuss items of
mutual concern; and a study session
to review and discuss the business
development program.
ITEMS FROM COUNCIL
known Councilman Dra§o going back to the
days when he was a fireman, and would
fill his police car with gas while both
were on duty.
He stated that he used to make requests
of the City Manager and not get a
response, yet Councilman Drago sent
memos, which he called a Dragograms, and
received responses from staff in a quick
manner.

Richard A. Haffey as Vice Mayor.
M/S Addiego/Nicolopulos - To close the
nominations.
Carried by unanimous voice vote to close
the nominations.

nate Richard A. Haffey as Vice Mayor.

Council chose not to hold a Closed
Session.

meeting to Wednesday, 11/30/88, at 5:30
p.m., in the City Council Conference
Room, City Hall for the purposes cited in
the agenda.
