AGENDA REVIEW
City Manager Armas stated that he had
nothing to add or delete from the Agenda.
Mr. Samir S. Habash was interviewed for
the Personnel Board.
Councilman Addiego stated that Mr. Habash
would be a good applicant for the Housing
Authority, based upon his background in
property management, and urged him to
attend one of their meetings.
Discussion followed: complaints from
residents of the Westborough area where
Mr~ Habash was on the Board of the Home
Improvement Assn.; that one applicant
serves as Deputy City Treasurer, and
whether there was a conflict if she was
appointed to the Personnel Board; that
her name should be included in the voting
slate; that the City Clerk's deceased
husband had been her Deputy, as well as a
Housing Authority Commissioner; whether
to agendize appointment to the Board at
the next meeting, etc.
City Manager Armas stated that two staff
reports had been prepared: the first
deals with capital improvements to bring
those up to date; and the second deals
with the ramifications of that scheduling
which impacted rates.

matters, labor relations, property
negotiations and litigation.
RECALL TO ORDER:
Wong spoke in detail of the Capital
Improvement Program: that the current
year was essentially carried forward to
the coming fiscal year; plans to upgrade
the plant and increase the life of the
equipment; key on-going projects; that it
reflected certain changes to allow for
current estimated construction costs;
Basin 4 sewer replacements; Shaw Road
Pump Station Diversion; cogeneration (gas
utilization); sludge thickener; dech-
lorination conversion, etc.
Councilman Addiego suggested that Mr.
Wong have graphics made available to the
public, which would help justify the
need for the sewage treatment plant
improvements through increased sewer
rates.
Discussion followed: on the methods used
to inform the commercial users of the
rate increases; that there had been a
small number of sewer rate protests last
year; the five year process of rate
increases; informing all users of the
rate increase and the improvements to be
made; using the Chamber's bulletin to
inform businesses of the rate increase;
Councilman Nicolopulos wanted a report on
the seven year repair history on Shaw
Road Pump Station and what the items
covered and the results; staff investiga-
tion of complaints of unfair sewer rates
for restaurants; that there were 16
restaurants in the City, and there was
insufficient staff to monitor their
discharge grease and oil into the sewers;
if there was a protest from a restaurant,
then staff should monitor the business;
improvements made in the current year;
Council adjourned to a Closed Session at
7:30 p.m. for a discussion of the items
listed.
Mayor Teglia recalled the meeting to order
at 8:57 p.m., all Council present, no
action was taken.

p.m., in the Municipal Services Building
Community Room, 33 Arroyo Drive, for the
purpose of interviews of Planning
Commission applicants.
Carried by unanimous voice vote.
