City Clerk Battaya stated that Mayor
Teglia was in Southern California, and
Councilman Addiego had informed her
Office that he would not be in attendance
because he had to work.
City Manager Armas stated that staff had
developed some information that had been
presented to the Council, and the reason
staff wanted to have a study session was
that should the Council elect to modify
the assessments there would not be a
hearing in July. He continued, rather
than notice the property owners, draw
them out and bring them to the Council
chambers before there was indication of
Council interest in doing this supplement
assessment. He stated that staff wanted
to review the subject with the Council,
get some reaction and direction on addi-
tional maintenance work and addressing
the long term capital needs of the
District.
Acting Deputy City Manager/City Engineer
Wong cited the background of the common
greens and the formation of the
assessment districts: that they were
developed prior to Proposition 13; that
the revenues from the County were fixed
in terms of the value of the land; that
the augmentation revenue was $59,000;
difficulty in maintaining levels of ser-
vice; surface tree roots made maintenance
of the lawns difficult; that much of the
contractor's time was taken up by

removing debris from the common greens; a
deficit of funds in some of the
districts, etc.
He described the various options: 1)
continuing the present maintenance level
would require the distribution of the
Augmentation Fund to offset district
expenses and negative fund balances; 2)
additional assessments have to be levied
against the properties .in the three
districts, or the fund balance would have
to be tapped; 3) increasing the main-
tenance in Option 2, and replacing
existing facilities (a copy of the staff
report is on permanent file in the City
Clerk's Office).
Discussion followed: that Willow Gardens
was the poorest district; that Prop. 13
created a loss of revenue in the Special
Districts; maintenance needs of the
districts; additional costs for a typical
unit or home for assessments of the
various options; an added assessment
would pay for the improvements needed in
the DistriCts for irrigation, land-
scaping, and to remedy the deterioration
and corrosion of existing equipment;
that staff recommended Option 3; that it
would be helpful to Council if staff
cited their recommendation in the staff
report; concern by Councilman Drago that
an added assessment would be passed on to
the renters; who set the standards for
the maintenance of the common greens by a
contractor; that the Willow Gardens
District was the most severely impacted
by the lack of augmentation funds.; that
the Districts should not be subsidized by
the General Fund; that there had been a
meeting a year ago with property owners
on the subject, however, very few owners
had attended; that if the fund balances
were used they would be soon dissipated;
that unsafe.conditions existed in the
common greens; that Councilman Drago
wanted meetings in the various districts
before any new assessment was scheduled
for consideration; that $300,000 for
landscaping was more than appropriate;

RECALL TO ORDER:
that it was important to find out if the
property owners were satisfied with the
level of maintenance; Councilman
Nicolopulos questioned the level of main-
tenance last year vs. this year; that
Willow Gardens had contract maintenance
services, but was cluttered with debris;
whether the City had specified contractor
services to be performed; services that
the Council had requested in the previous
year to be done by the contractor; that
Council had voiced previous dissatisfac-
tion with the level of contractor ser-
vices; to set the standards and then see
what the bids are; that Councilman
Nicolopulos wanted control and accoun-
tability of the maintenance services on
the common greens; upgrading the stan-
dards; improvements needed; Councilman
Nicolopulos wanted the residents put on
notice, and receive input on maintenance
service levels; Mayor Pro Tem Halley pre-
fecred Option 3; Councilman Drago would
prefer something between Option 1 and
Option 2; Councilman Nicolopulos agreed
with Councilman Drago but wanted Willow
Gardens brought into an acceptable con-
dition.
City Manager Armas summarized the direc-
tion given: pursue Option 2, but use
both the augmentation fund and fund
balances to cover the deficits; not deal
with an supplemental assessment in the
coming year; get a better handle on main-
tenance service in terms of frequency and
type of maintenance that will be per-
formed; and meet with the property
owners to discuss the options.
Council adjourned to a Closed Session at
7:57 p.m. to discuss the items noticed.
Mayor Pro Tern Halley recalled the meeting
to order at 9:15 p.m., all Council pre-
sent, no action taken.

Councilman Drago stated that he would not
be in attendance at the 6/14/89 meeting
due to his vacation.
