Haffey - Gus Nicolopulos MINUTES City Council City Council Conference Room City Hal 1 June 21, 1989 0 01 AGENDA ADJOURNED REGULAR MEETING CALL TO ORDER: (Cassette No. 1) ROLL CALL: Consideration of a request from the Chamber of Commerce for a waiver of fees for the use of the Social Hall in the MSB for their annual Gourmet Deli event to be held Tuesday, 9/12/89. 2. Study session on the Budget. ACTION TAKEN ADJOURNED REGULAR MEETING 7:04 p.m. Mayor Teglia presiding. Council present: Council absent: Halley, Nicolopulos, and Teglia. Addiego and Drago. City Manager Armas stated that this item would be acted upon at the 6/28/89 meeting. City Manager Armas gave an overview of the Budget for 1989-90: reflected satis- factory and sound conditions; maintains the current levels of service, as opposed to other jurisdictions; sales and pro- perty taxes were dependent on the econo- my; assumptions made in the revenue estimates; increase in sales tax by 4% due to the Price Club, and other business transactions; anticipated increase in property tax of 8%; that there was an overall projected increase in revenues of 41/2%; $1,500,000 had been set aside in the catastrophic fund for emergencies; vehicle replacement fund; capital outlays; long term financial planning for projects such as Orange Park and others which the Council Subcommittee was working on; that the Subcommittee was also interested in park maintenance ser- vice levels; sister city alliance with Kishiwada and money to be set aside for new ventures; emergency service programs with the County; composition of the vehicle fleet, etc. Mayor Teglia stated that absent from the budget and a direction to staff there had been discussion in Closed Session in pre- 6/21/89 Page I A G E N D A A C T I O N T A K E N C!~'~ Study session on the Budget. paration for various negotiations with several bargaining units, and Council wanted the nine millimeter semi-automatic weapons and related training expenses removed from the labor relations arena and put in the appropriate category in the bud§et. Discussion followed: how the $500,000 economic contingency fund was derived; the difference between an economic con- tingency fund and the catastrophic fund; a community needs assessment; Councilman Nicolopulos wanted to go through each Department's budget, and was overruled; information on the climate for shopping centers; to add $6,000 to the budget for the Chamber of Commerce publications; levels of maintenance, etc. City Librarian Goodrich gave justifica- tion to add 20 hours a week of staff time for children services in teaching good reading skills to children and their parents. Discussion followed: whether this par- ticular request was to maintain services or to provide a higher service level; this would allow maintenance of the cata- logue collection, and book ordering which had slid because of the increased workload; that this would be a new part- time position of 20 hours a week; poten- tial of consolidating some part-time positions to full time positions should be addressed in a study session in the fall; look at service levels; why the schools did not provide reading skills to students, etc. Fire Chief Feuerstein justified the requested new part-time intern position to do a task of research for the develop- ment of an implementation plan for hazar- dous materials legislative mandates, and write training and policy manuals. Discussion followed: cost of the posi- tion was $7,000 for one year; what work had been done thus far on policy manuals; 6/21/89 Page 2 AGENDA ACTION TAKEN Budget - Continued. RECALL TO ORDER: ADJOURNMENT: how long it would take for the hazardous waste and policy manuals to be written; Vice Mayor Haffey was supportive of the new position; that there was a large industrial chemical firm in the City; Councilman Nicolopulos questioned why the policy manual was not the responsibility of the training officer, and why the Fire Department didn't use the resources of ABAG and other Agencies on legislation; identification of chemicals used by busi- nesses in the event of fire; how to fight the chemical fire; that fire fighting of chemicals was a highly tech- nical and sophisticated training; that the Council wanted accountability in regards to some of its expenditures; that Council wanted a time frame on when the manuals would be completed before including the $7,000 in the budget. Mayor Teglia introduced Deanna Urton, and complimented her for filling in for the City Clerk. GOOD AND WELFARE No one chose to speak. CLOSED SESSION Council adjourned to a Closed Session at 8:20 p.m. to discuss the items noticed. Mayor Teglia recalled the meeting to order at 8:38 p.m., all Council present, no action taken.
