Council present: Council absent: Addiego, Drago, Nicolopulos, and Teglia. Haffey. Recited. Rev. Lynn Bowdish, St. Elizabeth's Episcopal Church, gave the invocation. PRESENTATIONS Councilman Nicolopulos read the Proclamation aloud and presented it to Mr. Anthony Cook of Rides for Bay Area Communities. AGENDA REVIEW City Manager Armas stated that he had nothing to add or delete from the Agenda. ORAL COMMUNICATIONS Mr. Jake Jones commended the Mayor, Council, and staff on their successful efforts to have the proposed jail located on the bayfront property rather than on Mission Road in a residential district. COMMUNITY FORUM Mayor Te§lia stated that yesterday the Board of Supervisors, in their wisdom, decided to site the North County Jail site out on the bayfront, and away from the Mission Road site. She stated that many citizens, Council, and Staff had spent considerable time and effort to convince the Board to take this action, and commended all concerned. She stated that she also wanted to thank the County Manager, and the Sheriff for their pro- fessional manner in dealing with this 9/27/89 Page I AGENDA ACTION TAKEN COMMUNITY FORUM CONSENT CALENDAR Approval of the Minutes of the Adjourned Regular Meeting of 9/6/89, and Special Meeting of 9/13/89. __ 2. Approval of the Regular Bills of 9/27/89. COMMUNITY FORUM matter. She also gave credit to State Senator Quentin Kopp, Supervisors Mary Griffin and Anna Eshoo for their special involvement, as well as Assemblywoman Jackie Speier for going far out to assist the people of this community. Councilman Addiego stated that some people look at the Council and think they are conducting business and losing sight of what is important to their consti- tuents, however, this was an example where the City put dollars second and put the quality of life for a significant portion of the community at the very top. Mayor Teglia stated that a reporter interviewing her had said that it appeared to be an expensive decision to fight the proposed jail site. She had replied that this was a special com- munity, and may be expensive in one manner of speaking but this issue was more important than dollars for this City. She stated that the Council had held a meeting Saturday evening at 8:00 p.m. to work out a good defense with latitude, and Councilman Drago had been prepared to address any environmental problems on the bayfront such as chlorine. Councilman Nicolopulos spoke of an Examiner interview with the Mayor wherein there was the following quote, "tough apples, people should make a point of staying out of jail". He presented the Mayor with a basket of apples. CONSENT CALENDAR Approved. Approved in the amount of $1,463,564.45. 9/27/89 Page 2 AGENDA ACTION TAKEN CONSENT CALENDAR Resolution of award of contract ~o for custodial paper supplies to Zellerbach Paper Co. in the amount of $24,406.81 as the lowest res- ponsible bidder. A RESOLUTION OF AWARD OF CONTRACT (CUSTODIAL PAPER SUPPLIES) Resolution of award of contract for printing the Quarterly Leisure Activities Brochure to Alonzo Printing Co. in the amount of $13,806 as the lowest responsible bidder. A RESOLUTION OF AWARD OF CONTRACT (LEISURE ACTIVITIES BROCHURES) Resolution amending the 1989-90 Operating Budget to reflect current salaries for Management and Confidential Employees. A RESOLUTION APPROVING BUDGET AMENDMENT 89-3 TO THE 1989-1990 OPERATING BUDGET 6. Motion to adopt an ordinance on ~l~.~ private security companies. AN ORDINANCE AMENDING CHAPTER 6.62 OF THE SOUTH SAN FRANCISCO MUNICIPAL CODE TO MAKE IT CONSISTENT WITH PROVISIONS OF STATE LAW ADMINISTRATIVE BUSINESS ~o&~ 7. Resolution approving the San Mateo County Hazardous Waste Management Plan as submitted to the California Department of Health Services. A RESOLUTION APPROVING THE SAN MATEO COUNTY HAZARDOUS WASTE MANAGEMENT PLAN CONSENT CALENDAR RESOLUTION NO. 135-89 RESOLUTION NO. 136-89 RESOLUTION NO. 137-89 ORDINANCE NO. 1061-89 M/S Addiego/Drago - To approve the Consent Calendar. Carried by unanimous voice vote. ADMINISTRATIVE BUSINESS Director of Planning Smith stated that the San Mateo County Hazardous Waste Plan was reviewed by the Council, and had indicated support for the plan and con- cerns about the formation of a new bureaucracy that might be formed in order to enforce the Plan. She stated that action needed to be taken by all of the 9/27/89 Page 3 ADMINISTRATIVE BUSINESS 7. Resolution - Continued. ITEMS FROM COUNCIL GOOD AND WELFARE CLOSED SESSION ® Closed session for the purpose of discussion of personnel matters, labor relations, property nego- tiations and litigation. RECALL TO ORDER: ADJOURNMENT: ADMINISTRATIVE BUSINESS cities to approve the Plan prior to its submittal to the California Department of Health Services for review. She stated that when the Plan came back the cities would be asked to certify the EIR. Councilman Drago stated that he was responsible for this item being continued until after the jail issue was resolved with the County. He stated that he had read the comments on the Plan from other cities on the funds, however, he did not feel that this City would fall into the same category. M/S Drago/Nicolopulos - To adopt the Resolution. RESOLUTION NO. 138-89 Carried by unanimous voice vote. ITEMS FROM COUNCIL No one chose to speak. GOOD AND WELFARE No one chose to speak. CLOSED SESSION Council adjourned to a Closed Session at 7:58 p.m. to discuss the items noticed. Mayor Teglia recalled the meeting to order at 8:55 p.m., all Council present, no action taken.
