OF SOUTH SAN FRANCISCO ON NOVEMBER
7, 1989
AN ORDINANCE AMENDING CHAPTER 4.20
OF THE SOUTH SAN FRANCISCO MUNICIPAL
ACTION TAKEN

colors, and the Pledge was recited.
Monsignor Pernia, Associate Pastor of All
Souls Catholic Church gave the invoca-
tion.

City Manager Armas stated that he had
nothing to add or delete from the Agenda.

ADMINISTRATIVE BUSINESS
City Clerk Battaya submitted the
following certification of election
results of the 11/7/89 General Municipal
Election: there were 22,847 registered
voters; 6,769 votes were cast; percentage
of voter turnout was 29.62%; votes cast
for Council candidates - John "Jack"
Dra§o 4,773, Gus Nicolopulos 4,133, John
R. Penna 3,185, Donald J. Arndt 2,817,
James C. Elmore 1,606, and Glenn R.
Madara 564; 5,333 votes were cast for
Barbara A. Battaya as City Clerk; 5,305
votes were cast for Beverly Bonalanza
Ford as City Treasurer; Measure C
required a 66-2/3 vote for passage and
received 5,033 votes or 79.74%, and a no
vote of 1,279 or 20.26%.

Comments from Councilmember Addiego.
ADMINISTRATIVE BUSINESS
She stated that campaign statements had
been filed with the Clerk's Office by all
candidates as required by Elections and
Government Codes, and as the election
official for the City recommended the
Council adopt the resolution.
M/S Addiego/Nicolopulos - To adopt the
Resolution.
RESOLUTION NO. 154-89
Carried by unanimous voice vote.
ORDINANCE NO. 1066-89
Councilmember Addiego stated that he had
mixed emotions in stepping down after his
nine year tenure in elected office, and
proceeded to congratulate the newly elected
Councilmembers.
He stated that the work had been terribly
rewarding in seeing the fruition of
parks, projects, buildings, and various
programs during his tenure; and that the
real benefit had been the interaction
with the public since age twenty four.
He stated that one of his most telling
observations of this Council, as compared
to other cities councils, was that this
Council gave much of themselves and was
committed to the good of this City.
He concluded his remarks by saying that
he felt gratified by the cards and let-
ters from the public that thanked him for
his contribution to this City.
Councilman Nicolopulos stated that he and
Councilman Addiego had entered politics
together in 1980 after his own retirement
from the Police Department with twenty
five years service, and at that time Mark
was less than twenty five years old. He
proceeded to present Councilman Addiego
with a plaque that he related had been
purchased with his City stipend.

of election.

ADMINISTRATIVE BUSINESS
Councilman Dra§o stated that the past
four years had been a pleasant experience
because Mark was an intelligent and
knowledgeable person, but would have pre-
ferred having another four years of his
being on the Council.
State Senator Kopp reflected on the
record of public service by Jack Drago
and Gus Nicolopulos by each serving over
two decades in the Fire and Police
Departments. He stated that all of that
knowledge had come to fruition in benign
circumstances that enabled their fellow
citizens in South San Francisco to give
them the privilege and the responsibility
of being important parts of the governing
board of this City.
He stated that this was a special night
for all who either live in or respect the
City of South San Francisco as the
premier community which it was.
He proceeded to administer the oath of
office to Councilman Jack Drago, and pre-
sented him with a certificate of
election.
Mayor Teglia presented Mrs. Jackie Drago
with a bouquet of roses.
State Senator Kopp stated that he wanted
the record to show that what he said
about Councilman Drago be incorporated by
reference with respect to Councilman
Nicolopulos. He proceeded to administer
the oath of office to Councilman
Nicolopulos, and presented him with a
certificate of election.
Mayor Teglia presented Mrs. Ada
Nicolopulos with a bouquet of roses.
State Senator Kopp stated that City Clerk
Battaya was ineffably cheerful, conspic-
uously conscientious, not only earnest
in the performance of her duties, but was
one of the most sincere persons that any

of us will ever have the privilege of
knowing. He proceeded to administer the
oath of office to City Clerk Battaya, and
presented her with a certificate of
election.
Mayor Teglia presented a bouquet of roses
to City Clerk Battaya.
State Assemblywoman Jackie Speier spoke
of the deep roots of the elected
officials in this community, and their
commitment to public service in this
City. She stated that John Penna's
family had been in the City for genera-
tions, and would be for generations to
come. She proceeded to administer the
oath of office to Mr. Penna, and pre-
sented him with a certificate of
election.
Mayor Teglia presented a bouquet of roses
to Mrs. Fran Penna.
State Assemblywoman Jackie Speier stated
that the Bonalanza family had the same
roots of which she had previously spoken,
wherein Beverly's father had served as
City Treasurer for a generation. She
stated that she had grown up across the
street from the Bonalanza home, and knew
the dedication to public service by her
friend. She proceeded to administer the
oath of office to City Treasurer Beverly
Bonal anza Ford.
Mayor Te§lia presented roses to City
Treasurer Bonalanza Ford and to her
mother Mrs. Bonalanza.
Councilman Drago expressed appreciation
to Senator Kopp for taking time out of
his busy schedule to administer the
oaths of office.
He introduced his family, thanked his
friends and supporters, and assured the
community that he would continue in his
efforts to make this City an even better

place to live and raise a family at a
price that they could pay.
Councilman Nicolopulos also thanked
Senator Kopp, and introduced his family
in the audience. He thanked his consti-
tuents for permitting him to serve them
for another term.
City Clerk Battaya recalled that four
years ago, this date after a hard fought
and won election with her husband beside
her, how truly proud he was at how well
the voters had responded and endorsed
her. She stated that she was only sorry
that he was not here tonight to see an
uncontested race, as well as, such a
beautiful vote of confidence.
City Treasurer Ford stated that four
years ago her father had been sworn in
for the last time, and because her mother
had been ill and not present at that
time, it was very special that she had
stood with her this evening during the
oath of office. She thanked the voters
for their vote of confidence in this past
election.
She reflected on having her two dearest
friends, Mayor Teglia and Assemblywoman
Speier, being a party to this honor and
thanked them for their encouragement
during the last two campaigns.
Councilman Penna thanked Assemblywoman
Speier, his wife, family, and friends
for their efforts in making this campaign
successful. He stated that it was an
honor and a privilege to represent the
people, and he would do his best for the
next four years.
Mayor Teglia stated that there had been
some hard issues in the past year, and
proceeded to recap the major events:
final action on the South Slope Project;
relocation of the County jail; a
devastating earthquake with minor damage
to this City; reemergence of Shearwater

Addiego for his service to the City
as a Councilmember.
ADMINISTRATIVE BUSINESS
as an alive project; endorsement of
Measure C at the election.
She thanked the members of Council for
their cooperation, support and respect
during this past year as Mayor. She made
the following comments to individual
Councilmembers: Gus, she would always
remember his "sempre avante", always look
forward and full speed ahead; Jack had
her respect, admiration and friendly
affection; Rich for fighting with her and
showing her where she was wrong, but was
very supportive as Vice Mayor; thanked
Mark for many past moments ol: debate that
made her think, and she wished him the
very best.
She stated that she hoped to devote time
now to developing a cultural arts fund,
and to improving the quality of life
inside the parks and neighborhoods for
the people who live here.

Richard A. Halley as Mayor.
M/S Nicolopulos/Drago - To close the
nominations.
Both Motions and Seconds were carried by
unanimous roll call vote.
Councilwoman Teglia presented the Mayor's
mother, and wife Carol with bouquets of
roses.
M/S Nicolopulos/Teglia - To nominate Jack
Drago as Vice Mayor.
M/S Nicolopulos/Teglia - To close the
nominations.
Both Motions and Seconds were carried by
unanimous roll call vote.
M/S Teglia/Nicolopulos - To accept the
commending resolution.

8. Presentation to out-going Mayor
Roberta Cerri Teglia.
ADMINISTRATIVE BUSINESS
Carried by unanimous roll call vote.
Mayor Halley read the commending resolu-
tion aloud.
Mayor Halley stated that he had known
Roberta for two decades, through numerous
campaigns, and many ups and downs.
He stated that they shared a similar
vision for this community, but did not
always agree on specific issues.
He stated that in the three times that
she had served as Mayor, this was the
best term, for she had grown and had the
ability to work with all five members of
the Council. He continued, not just to
try to engineer three votes, but include
all members in the process whether they
agree or not.
He stated that in this past year her
leadership and tenacity had resulted in
the following: relocation of the County
jail; and passage of Measure C.
He stated that six years ago he had been
asked his opinion of Roberta by a
reporter, and he had said that she was an
example of what is good and right in this
community. He stated that the comment
still stood today, and was magnified.
He stated that it was historic for the
new Mayor to give a plaque to the out-
going Mayor, however, Roberta had ordered
three plaques last year: one for Jack,
one for herself, and probably had ordered
one for him for next year. He presented
the plaque to the out-going Mayor with a
sense of fond humor.
He stated that Councilwoman Teglia's
major fault was that she doesn't believe
in punctuality, and presented her with a
purse with a clock. He then proceeded in
a serious vein and presented her with a
crystal clock from the Council.

9. Comments from new Mayor Richard A.

ADJOURNMENT
ADMINISTRATIVE BUSINESS
Mayor Haffey stated that he was looking
forward to the following challenges in
the coming year: implementation of
Measure C after a major mandate by the
voters; a goal of having the conference
center in place by the end of next year;
increased code enforcement; a proactive
approach to code enforcement in the com-
munity; Council subcommittees being
reorganized, with staff and Council
time used more efficiently; the Master
Plan with improvements to Orange Park,
and the sports fields for both youth
baseball and soccer.
He stated that the City had much to
celebrate: in the reelection of the City
Treasurer, and City Clerk; ten years of
service by Mr. Addiego; the reelection of
Councilmember Nicolopulos for a third
term; the election of John Penna; the
reelection to a second term and elevation
to Vice Mayor of Jack Drago; and an
outstanding year as Mayor by Roberta
Tegl i a.
