CALL TO ORDER TIME: 7:01 PM ROLL CALL PRESENT: Councilmembers Normandy, Gupta and Matsumoto, Vice Mayor Addiego and Mayor Garbarino. ABSENT: None. PLEDGE OF ALLEGIANCE Led by Mayor Garbarino. AGENDA REVIEW Item 15 postponed to a future meeting. PRESENTATIONS • Presentation by Commissioner of the California Highway Patrol recognizing the South San Francisco Police Department's receipt of Third Place for the 2014 "California Law Enforcement Challenge." (Chief of Police Azzopardi). Chief Paul Fontana of the Golden Gate Division Highway Patrol for Bay Area Counties presented Police Chief Azzopardi with an award recognizing the South San Francisco Police Department's receipt of Third Place for the 2014 "California Law Enforcement Challenge." Council congratulated the Police Department on receipt of this honor and thanked the Department for its diligent work. • Certificate of Recognition for Citizen Andrew Peterman presented by Chief of Police Azzopardi. Police Chief Azzopardi presented this certificate in recognition of the heroic efforts of local resident Andrew Peterman who rescued two young victims from drowning. • Certificate of Meritorious Conduct for Officer Mark Kosta presented by Chief of Police Azzopardi. Chief Azzopardi presented Officer Kosta with a Certificate of Meritorious Conduct for his exceptional, self-initiated investigative efforts in solving two shootings, an attempted murder, and a residential burglary. Chief Azzopardi emphasized that none of these cases were assigned to Officer Kosta, further highlighting his diligence and strong sense of service to the community. • Certificate of Recognition honoring Rejuvi Labs- presentation by Dr. Wade Cheng and Mr. Dave Rosprm. (Mike Lappen, Economic Development Coordinator). Economic Development Coordinator Mike Lappen presented this Certificate of Recognition to Dr. Cheng and Mr. Rosprm representing Rejuvi Labs, a South San Francisco skin product company. The recipients spoke briefly about their products and research, and thanked the City for the acknowledgement. • Citizen's Academy Graduation. (Rosa Acosta, City Manager's Office). Community Liaison Acosta presented the 2015 Graduates of the Citizens Academy as follows: Jeannette Acosta, Gerardo Alarcon, Niceforo Alarcon, Betty Battaglia, Letty Beard, Rhonna Belland, Jackie Buckley, Kathleen Butler-Tom, Kristy Camacho, Steve Carey, Graham Chase, Amanda Cotla, Arnoldo Diaz, Angela Dulduloa, Angie Escalante, Juan Escalante, Anthony Estrada, Laura Fanella, David Flores, Sandra Flores, Susan Freeman, Joie Garrett, Anne Malik Grindy, Zhouhong Heacock, Jeannette Kortys, Kalani Kotrys, Thomas Lien, Daina Lujan, RoseMarie Mallamo, Marilyn Mueda, Joseph Oates, Olma O'Neill, Christine Qiu, Rhonda Shaw, Kamala Silva Wolfe, Dave Silva, Kath Tejano, Alex Tzang, Diedra Walker, Marilyn Weger and Gale Yip. PUBLIC COMMENTS Resident Michael Harris requested representatives from South San Francisco attend the upcoming Earthquake Summit in San Francisco. Bob Richardson brought attention to issues concerning Buri Buri Elementary School and the surrounding neighborhood. Mina Richardson encouraged the public to vote in the upcoming election. Resident Kristy Camacho urged support for Measure W. Steve Carey expressed support for Measure W. COUNCIL COMMENTS/REQUESTS Vice Mayor Addiego advised of the Sister Cities trip to Kishiwada, Japan. He stated that he attended a meeting at Buri Buri Elementary School designed to connect with residents and discuss concerns. REGULAR CITY COUNCIL MEETING OCTOBER 28,2015 MINUTES PAGE 2 Regarding the situation at Buri Buri School, City Manager Futrell reiterated that the South San Francisco School District is a separate entity from the City. He advised that staff has been in conversations with the District regarding its concerns and was looking at Code Enforcement angles to address the concerns. Councilwoman Matsumoto mentioned illegal dumping and the importance of discouraging litter. City Manager Futrell recommended a City-wide clean up and public relations campaign to help address the issue since a significant amount of staff time and money are spent ameliorating this problem regularly. Councilman Gupta detailed the gracious reception bestowed by Kishiwada, Japan on the members of the Sister City delegation from South San Francisco. Mayor Garbarino announced the upcoming Veterans Film Festival, encouraging the community to take advantage of this learning opportunity and to support Veterans. He also announced his continued service on the San Francisco State University President's Task Force, drawing similarities between the University and the City's present concerns and future expectations. CONSENT CALENDAR 1. Motion approving the Minutes of meetings of September 16, 2015 and September 23, 2015. 2. Motion confirming payment registers for October 28, 2015. 3. Motion to cancel the regular City Council meetings of November 11, 2015 and November 25, 2015. 4. Motion to waive reading and adopt an Ordinance approving a Development Agreement to operate a bus driver training facility at 30 Tanforan Avenue in the Business and Professional Office (BPO) Zoning District in accordance with SSFMC Chapters 19.60, 20.090, 20.300, 20.330, 20.460, 20.480 &20.490. (Billy Gross, Senior Planner). 5. Motion to waive reading and adopt an Ordinance amending chapter 20.090 ("Commercial, Office, and Mixed-Use districts"), Chapter 20.110 ("Employment Districts"), Chapter 20.280 ("Downtown Station Area Specific Plan District"), Chapter 20.350 ("Standards and requirements for specific uses and activities"), and Chapter 20.620 ("Commercial Use Classifications") of the South San Francisco Municipal Code to reflect changes to the Downtown Station Area Specific Plan District Area to conditionally allow Pawnbrokers in the Downtown Transit Core Zoning Sub-District, to make Pawnbrokers a separate use classification, update land use regulations tables City Wide, and to add specific performance standards for Pawnbroker uses. (Sailesh Mehra, Planning Manager). 6. Resolution No. 126-2015 awarding the construction contract to Interstate Grading and Paving, Inc. of South San Francisco, California, for the Junipero Serra Boulevard Asphalt Repair/Root Barrier Project (Project No. 131506) in an amount not to exceed $193,800. Resolution No. 127-2015 rejecting all bids for the West Orange Avenue and Centennial Way Pedestrian Crossing Improvements Project (Project No. tr1402). (Lawrence Henriquez, Associate Civil Engineer). 8. Resolution No. 128-2015 authorizing the acceptance of$40,000 in grant funding from the Silicon Valley Community Foundation to support Project Read's Financial Well Being Program and amending the Library Department's 2015-2016 Operating Budget. (Valerie Sommer, Director). 9. Motion to accept the US 101 Ramp Improvements Project as complete in accordance with the plans and specifications (Total Construction Cost $6,070,379.67). (Sam Bautista — Principal Engineer, Public Works Department). 10. Resolution No. 129-2015approving execution of a services contract with JDI Electrical Services, Inc. of Manteca, California for the replacement of the K3 Transformer at the Water Quality Control Plant in an amount not to exceed $111,046.20. (Brian Schumacker, WQCP Superintendent). 11. Motion to accept the Fire Station No. 62 Roof Replacement Project as complete in accordance with the plans and specifications. (Total construction cost $149,672.40). (Sam Bautista, Principal Engineer). 12. Resolution No. 130-2015 approving an Amendment to the Purchase Agreement with Terex Utilities, Inc. to pay an additional $13,554.48, for a total amount not to exceed $161,652.48 for the purchase of one HI-RANGER LTM40 Articulating-Telescoping Aerial Device. (Dave Bockhaus, Public Works Maintenance Program Manager). 13. Resolution No. 131-2015 approving the Memorandum of Understanding for the International Association of Firefighters, Local 1507 Unit dated July 1, 2014 through June 30, 2017. 14. Acknowledgment of Proclamations issued: 1) recognizing Lead Poisoning Prevention Month; 2) supporting a Bully-free Workplace and 3) Acknowledging Edgewood Children's Center's Anniversary. Motion — Vice Mayor Addiego/Second — Councilman Gupta: to approve Item Nos. 1, 2, 3, 4, 5, 6, 7, 11, 12, and 13 of the Consent Calendar. Unanimously approved by roll call vote. Item No. 8 — Library Director Valerie Summers explained this program helps support and promote financial literacy, assisting in creating budgetary guidelines for residents seeking to improve managing their monetary resources and expenditures. Item No. 9 — Councilwoman Matsumoto requested photo references of the project and Councilman Gupta inquired about an item on the funding table. Principal Engineer Bautista clarified PG&E had to de-energize a particular section of the overhead transmission line and raise it higher in order to install the new signal pole at Utah and South Airport Boulevard. Item No. 10 — Councilman Gupta briefly detailed intricacies of transformer design, usage, maintenance, and life cycles. He encouraged adding a back-up transformer to better serve the Water REGULAR CITY COUNCIL MEETING OCTOBER 28,2015 MINUTES PAGE 4 Quality Control Plant (WQCP). WQCP Superintendent Brian Schumacker stated hope that the new technology, coating, and location placement would assist with extending the life of the new transformer. Item No. 14—Councilwoman Matsumoto emphasized the importance of Lead Poisoning Awareness given many homes in South San Francisco are quite old and may have lead paint. Vice Mayor Addiego expressed approval of this item, commenting he felt it was an efficient way to handle proclamations. He proceeded to recommend including a list of names in the Consent Calendar to acknowledge and honor people in the community who have passed away as opposed to raising such references during the Community Comments section of the Agenda. Motion — Councilwoman Matsumoto/ Second — Councilman Gupta: to approve Item Nos. 8, 9, 10 and 14 of the Consent Calendar. Unanimously approved by roll call vote. LEGISLATIVE BUSINESS 15. An interim Ordinance of the City of South San Francisco making findings and establishing a Moratorium on the issuance of use permits, building permits, business licenses, or any other applicable entitlements for any warehouse, distribution, wholesaling, freight forwarding, and customs brokering uses in the transit office / R&D core (TO/RD) zoning district of the Downtown Station Area Specific Plan (DSASP). (Adena Friedman, Senior Planner). Item not heard. ADMINISTRATIVE BUSINESS 16. Study Session: Discussion regarding modifications to Chapter 20.280, Downtown Station Area Specific Plan District. (Tony Rozzi, Senior Planner). Senior Planner Rozzi presented the staff report and provided a PowerPoint presentation suggesting the following changes to the Downtown Station Area Specific Plan (DSASP): provisions allowing clean-tech custom manufacturing and research and development; clarifications regarding the zoning district and landscaping issues; inclusion of the El Camino Real and Chestnut Development Plan; and potentially expanding design review authority to City Council particularly when height restrictions and density are concerned. As members of the Housing Subcommittee, Councilmembers Gupta and Matsumoto explained the importance of Council's role in shaping the Downtown in conjunction with the Planning Commission. Senior Planner Rozzi replied to a question from Councilwoman Matsumoto, confirming there are requirements established to define sidewalk widths, among other design guidelines for the Downtown Plan. He further suggested staff provide a refresher on these guidelines to help Council get reacquainted with different elements of projects. REGULAR CITY COUNCIL MEETING OCTOBER 28,2015 MINUTES PAGE 5 Discussion ensued regarding providing Planning Commissioners with City email addresses for direct communication with the public. Councilwoman Matsumoto requested to see notes from the Planning Commission Meetings included in staff reports. Councilwoman Normandy recommended scheduling Joint City Council and Planning Commission meetings in addition to the existing subcommittee meetings. ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCEMENTS Councilman Gupta advised of the ABAG Administrative Committee Meeting. Councilwoman Normandy provided information regarding the HEART Board meeting she attended. Councilwoman Matsumoto congratulated staff on impressive pumpkin carving submissions.
