Call to Order: 6:06 p.m. 2. Roll Call: Present: 3. Agenda Review: Councilmembers Datzman, Mullin and Penna, Mayor Pro Tem Fernekes and Mayor Matsumoto City Manager Wilson requested that the Closed Session item be pulled from the agenda Oral Communications: None Discussion: Consideration of report regarding Westborough Swimming Pool Staff report presented by Parks, Recreation and Maintenance Services Director Nagel. Mrs. Anne Waters, 2266 Shannon Drive, stated she is the chairperson for the swimming pool fundraising committee and expressed her commitment to the project. She informed Council that she is currently working on two grant proposals and she will report back to Council if she is successful or not. She urged Council to consider the committee's desire to continue its fundraising efforts. Mr. Gerald Simotas, 2760 Tipperary Avenue, stated he is the vice chair of the committee and felt there was a need for a therapeutic pool in the community which will benefit other communities as well. Mrs. Ruth Sack, 2248 Shannon Drive, asked whether the City funded Orange Park Pool or if the community was asked to hold fundraisers. She also asked if the City of San Bruno was ever asked to participate in a joint agreement. She felt some funding should come from the City and asked for a response to her questions. Mr. Albert Waters, 2266 Shannon Drive, asked that the quality of life for residents of Westborough be considered. He felt there was a need for a therapeutic pool and supported staff's suggestion that a bond be pursued for financing the pool. Ms. Nina Richardson, 127 Cherry Avenue, stated her support for Mrs. Waters comments, and that the committee be allowed to continue its fundraising. She felt the pool would be a benefit to the entire community. Mr. Jerry Twentyman, 2415 B antry Lane, president of the Westborough Homeowners Improvement Association, felt that residents of Westborough contribute to the City, but do not receive its share of benefits as other neighborhoods do. He discussed the committee's efforts to raise funds and that most of the fundraising has been through the WHOIA. He felt the City has the revenue to finance the pool and urged Council's support. Councilman Datzman questioned the operating cost of a second pool in the community, the revenue it might generate, and the possibility of scaling back on its size. Councilman Mullin asked if Orange Park Pool's usage suggested the need for another pool and if there was data to support it. Director Nagel stated that the information will be researched, but felt another community pool was not warranted. Council discussed with City Attorney Mattas Proposition 218, and the issue regarding a city-wide assessment or a Westborough-only assessment. Councilman Mullin commended the committee for its efforts and stated that the City must consider the need of the pool for the community. He stated he was open to suggestions for funding. Mayor Matsumoto stated she has met with the pool committee twice to discuss their concerns. She questioned the original conceptual plan for the Westborough Recreation Building and what was finally built. Staff stated that, conceptually, a swimming pool was proposed, but the project was scaled back due to economics. Mrs. Waters stated that before Westborough was annexed, the original developer gave the community minimal benefits and the residents felt South San Francisco had more to offer than San Bruno. Mayor Matsumoto asked that Orange Park Pool's usage be quantified and staff agreed to research the information. She felt that the need for a pool may have changed and the possibility of a learning center may be more appropriate. She stated that the Colina swimming pool, which is under-utilized, was offered to the pool committee as a gauge to determine a need, but the offer was rejected. Councilman Datzman discussed Resolution 21-86 and the assurances that were made at that time by Council. He listed the capital improvement projects that the City is undertaking today, the commitment that must be made to see that they go forward while existing facilities are still maintained. He stated his support for the resolution to be extended, that the committee goes forward with its grant funding applications, and in the meantime, the City will assess the need for a pool. Councilman Mullin stated his support for extending Resolution 21-86. He further stated that the needs for a community pool be assessed, that the Colina pool option be explored, that the general obligation bond discussions include funding the Westborough pool, and a final decision be made whether or not there be a pool. SPECIAL CITY COUNCIL MEETING JANUARY 12, 2000 MINUTES PAGE 2 Councilman Penna stated his support for the pool and asked if there was a need in the community for a therapeutic pool. Staff stated that information needed to be researched. Councilman Penna asked the Colina pool option also be pursued. Mrs. Waters favored the GO bond, and stated that when the Colina pool was offered the committee did not think it was official, but only for discussion. She supported the use of the pool temporarily. Mrs. Sacks stated a pool was needed to address the needs of teenagers in the Westborough area due to Junipero Serra not being pedestrian-friendly. She felt the use of the Colina pool should be explored but favored the GO bond. Mayor Pro Tem Fernekes supported that the Colina pool option being explored, and that discussions by the Council GO bond subcommittee include the pool, but there is the possibility that the needs of the community have changed. He supported the request that staff' s recommendations come back to Council for a final determination. Councilman Datzman discussed with staff an appropriate time frame to explore all the issues that were directed to staff to follow-up on. It was agreed to extend the resolution for one year. City Manager Wilson stated that a resolution for a one year extension will be agendized for Council's consideration at the January 26 meeting. Mayor Matsumoto will explore the option of the Colina swimming pool being made available for public use. 5. Closed Session: Pursuant to Government Code Section 54956.9, City of South San Francisco vs. Union Pacific Railroad Company Item pulled from agenda at the request of the City Manager. 6. PG&E has received the necessary permits and approval for a helicopter landing zone and lay-down yard at an area near South San Francisco Drive. Melodie Kircheval, PG&E Senior Associate Planner, further explained the repair process and how helicopters will be hauling steel up the mountain to two towers that cannot be reached by road. Ms. Fisicaro responded to issues of concern and assured Council that work will cease each night by 8:00 p.m. In response to Mayor Pro Tem Fernekes, City Manger Wilson explained that the work yard and landing pad will be located in the Phase II "spoils area". Ms. Fisicaro stated the work is scheduled to be completed by February 4, weather permitting. Councilman Penna discussed the hours of operation and traffic in and out of the Terrabay area. Ms. Fisicaro stated the truck- hauling schedule can be adjusted and a guard will be posted at the site at night. (Project information packets were submitted for Council distribution.) Mr. Nick Paterson, 103 Cherry Avenue, discussed his complaint that was communicated to Council at the December 15, 1999 meeting and what has transpired since then. Mayor Matsumoto requested that Mr. Paterson submit his copy of the police report to the City Clerk for Council distribution. (Cassette Tape No. 2) Ms. Jackie Williams, 242 Longford Drive, engaged in a lengthy discussion with Council and reiterated her frustration with the school zone issue and obtaining information regarding the current status of the Serra Vista school site. She wanted to know if the property is surplus for lease or surplus for sale. Ms. Williams also stated her opposition to the opening up of Clay Avenue, which Councilman Mullin stated that it was his request that a community meeting be held to obtain information from the residents of West Winston Manor and to listen to their concerns and opinions. Councilman Datzman stated that as a member of the School Liaison Subcommittee (Datzman/Fernekes) Ms. Williams is invited to attend the subcomittee's January 25 meeting. Mayor Pro Tern Fernekes requested that staff agendize for the January 25 subcommittee meeting a discussion of the surplus property process. PRESENTATION May 6 City-wide garage sale: Ms. Tonya Light and Community Outreach Director Quinn reviewed the program. Ms. Light explained the advertising campaign and how residents must sign agreements to participate in the program. She stated that South San Francisco Scavengers is cooperating and an announcement will be in their newsletter. Information will be on the City's website and on Channel 26. Director Quinn stated that her office can be contacted for further information. (Information packets were distributed to Council.) COMMUNITY FORUM Councilman Mullin introduced is extern, USF student Holly Hogan, who has been spending the last three days learning about the City's operation. COUNCIL SUBCOMMITTEE REPORTS Mayor Pro Tem Fernekes announced the Community Theater Subcommittee (Matsumoto/ Fernekes) met to discuss the current status of the ArtRise Theatre's Quonset hut. Staff has been directed to prepare a financial analysis of costs related to demolishing the Quonset hut and building a new theater. He also reported on the preliminary meeting of the Bond Issue Subcommittee (Fernekes/Mullin). Staff has been directed to report back to the subcommittee with recommendations regarding the need for two new fire stations and a state of the art library. Councilman Datzman announced the School Liaison Subcommittee (Fernekes/Datzman) is meeting on January 25. Councilman Mullin reported on the homeless shelter committee meeting and a tour that was made of four areas of the GSA building on San Mateo Avenue. Cost estimates are being developed and another meeting is scheduled for Friday, January 14. He stated the REGULAR CITY COUNCIL MEETING JANUARY 12, 2000 MINUTES PAGE 2 SFO/Community Roundtable met on January 5 and it was reported that there has been a substantial decrease in the number of Runway 28 aircraft departures for superfluous flights. He announced that he will be traveling to Washington DC to meet with the head of the FAA, Ms. Jane Garvey, to discuss landing patterns. He also announced that the ABAG General Assembly will be held in April to discuss smart growth. He encouraged Councilmembers to attend. And, lastly, he announced that he will be serving on the ABAG Executive Board as a result of the San Mateo County Council of Mayors Selection Committee. Mayor Matsumoto thanked staff and residents for their participation at the first community meeting held in Westborough on January 6. CONSENT CALENDAR Motion to approve the minutes of the December 8 regular meeting December 2 and December 15, 1999 (two) special meetings, and January 3, 2000 special joint meeting Motion to confirm expense claims of January 12, 2000 in the amount of $8,137,610.29 o Resolution No. 1-2000, accepting additional grant funding from Peninsula Community Foundation for South San Francisco Partnership in an amount of $29,550 Resolution No. 2-2000, accepting grant funding from Kaiser Permanente Medical Center for children and senior service programs in the amount of $6,000 ° Resolution No. 3-2000, authorizing the execution of necessary documents to secure HUD Section 108 Loan Guarantee for Willow Gardens and the Community Learning Center in the amount of $3.7 million o Motion to accept the Orange Park Pool Re-Plastering and Repair Project as complete in accordance with plans and specifications and contract documents ° Motion to approve sale of 368 Conmur Street, residential property, and authorize sales agreement re 368 Conmur Street Motion-Penna/Second-Fernekes: To approve Consent Calendar as presented.
