Ms. Jackie Williams, 242 Longford Drive, asked for clarification on where the
January 25 School Liaison Subcommittee meeting is being held and
subcommittee members (Femekes/Datzman) confirmed it is being held at the
School District office. She reiterated her concern that her questions regarding the
current status of the Serra Vista School site be addressed at that meeting.
Consideration of proposed uses at Bay West Cove
Staff report presented by ECD Director Van Duyn. A slide presentation was
shown of the Bay West Cove site, the surrounding developments, and campus-
type developments with mixed land uses in the cities of Redwood City and Foster
City.
Councilman Penna questioned the development of a hotel along the bay front, and
why a marina is not being developed in Plan Area 5. Staff stated development is
not being pursued at this time due to issues and concerns with the Regional Water
Quality Control Board and BCDC.
Councilman Fernekes stated he did not support big box retail for the development,
but does support R&D, hotels, office/retail, and high-rise buildings.
Councilman Datzman stated his skepticism that a four star hotel can be attracted
to Bay West Cove and concern that a significant transportation management plan
is developed. He discussed amending the owner participation agreement and
emphasized that his areas of concern include amending payment of Oyster Point
Overpass fees, penalty for failure to complete construction, and implementation of
migration measures and conditions of approval.
Councilman Mullin reviewed staff's presentation and stated his support for a
signature development for the site. He questioned if a four star hotel could be
enticed to build there, a traffic management plan for the area, if a revenue
generating development was important, and that the planning areas should be
linked together. He felt the permit process should be fast tracked and that
requirements be bundled. Councilmen Mullin stated his concerns also include
restaurants and other uses that will affect west of 101. He stated he will visit the
campuses referred to in staff's presentation and let staff know his opinions.
Mayor Matsumoto stated her support for a master plan and that it be of a high-
quality design. She also stated her support for high-rise, diversified revenue,
mixed retail and restaurants, a five star hotel, public art, open space, landscaping,
but that traffic impacts was a major concern. Staff felt R&D developments
attracted less traffic than office buildings.
Councilman Penna reiterated his concern that Plan Area 5 be cleaned up, and that
a transportation incentive program be implemented by the developer, to include
shuttle or public transportation, bicycling to work, living in close proximity, etc.
Director Van Duyn summarized the presentation by reviewing the next steps and
appropriate actions.

City Manager Wilson briefly discussed with Council the issue of the developers
providing day care for employees and Council agreed it should be pursued.
Mr. George Morris, Bay West Cove property owner, stated he was not interested
in developing a master plan with the property owners of Area 1. He asked for
land use direction from Council and questioned the proposed modification to the
OPA regarding paying additional fees.
(Councilman Penna excused himself from the meeting at 7:45 p.m.)
Councilman Mullin asked if a master plan for the development can be worked
around with the property owners in an effort to expedite the development.
Director Van Duyn stated the property owners can not be forced to do a master
plan.

Mr. Bill Rogalia, Slough Estates, informed Council that his company is acquiring
the easterly portion of the site for an R&D development. He stated that this
development would like to move quickly and not be tied to a master plan with
other property owners.
Mr. Dave Connor, Bay West Cove property owner, stated his agreement with Mr.
Morris' remarks but there were the environmental issues for the area that needed
to be considered.
Mr. Bob Berndt, Staubach Retail Services (parent company to Auto Nation) stated
that he did not support having his development linked with the other four
planning areas, and that Auto Nation is currently in negotiations with Britannia
Development.
Mr. Bill Poland, Bay West Cove partner, stated his opposition to a master plan for
the entire development and felt Planning Division staff should monitor the
compatibility of proposals when they're submitted.
Council discussed their concerns with staff and agreed with the recommendations
in the staff report. Council directed the Planning Division to work with the
developers to meet objectives in an expeditious manner.
City Manager Wilson concluded the meeting and stated that if further discussions
are necessary another meeting will be scheduled.
5. Adjournment
Motion-Femekes/Second-Mullin: To adjourn the meeting at 8:12 p.m. Approved
by voice vote. Absent: Councilman Penna.
