Call to Order 6:10 p.m. 2. Roll Call Present: Councilmembers Datzman and Penna, Mayor Pro Tem Fernekes and Mayor Matsumoto Absent: Councilman Mullin (out of town, due to Airport Roundtable related business) Staff Present: City Manager Wilson, Assistant City Manager Moss, Assistant City Attorney Lindgren, Director of Economic and Community Development Van Duyn, Chief Planner Sparks, Project Planner Lapin, Finance Director Steel, Police Chief Raffaelli, Police Captain Haskin, Police Sergeant Wilborn, Director of Information Technology Jones, Library Director Sommer Others Present: Messrs. David K. O'Neil and Steve Davies, Project for Public Spaces; Mr. Larry Tarter, Pinnacle DB, Inc.; Mr, Jim Metz, Downtown Merchants/Chamber of Commerce 3. Public Market Staff report presented by Director Van Duyn. He reported that a tour was made of Central Fire Station today with Messrs. O'Neill and Davies as a possible location for a public market. Other sites included in the study were Grand Avenue, Oyster Point Marina, and Giorgi's property at 210 Baden Avenue. A visual presentation and a review of "South San Francisco Public Market: Site and Feasibility Analysis" was given by consultants, Messrs. O'Neil and Davies, that included slides of farmers markets and public markets in the United States and Europe. The consultants further discussed the costs involved, how a market is started, getting the community involved, and the amount of space/area required for a market. Council discussed with the consultants their concerns including wind that would effect an outdoor market if held in the evening; a start up date, which may be as soon as August if held along Grand Avenue; size of a market to begin with, comparing the public market to the art and wine festival; getting downtown merchants involved and having them agree to the market concept; and finding a person to operate and manage the market. Mayor Matsumoto expressed her commitment for a public market and the amenities it would offer the community. She felt that a successful farmers market could expand into a public market. Council discussed a possible test period in August/September, the products to be sold, a local coordinator, a strategy for approaching the merchants, Chamber's involvement, and forming a Council subcommittee. The consultants offered their assistance in coordinating a start-up market for September that would end in October/November. The market would then be assessed for reopening in Spring. (Cassette Tape No. 2) Mayor Matsumoto appointed herself and Councilman Datzman to the subcommittee, and invited Messrs. Metz and Tartar to the first meeting to be scheduled by staff. The City Manager stated an outline will be drafted and a local contact to coordinate the market will be explored by the consultants. (Recess: 7:50 p.m.-8:00 p.m.) 4. Presentation: Information Technology Division An introduction was given by Chief Raffaelli summarizing the need for a re- organization plan and additional support staff. The Director of Information Technology, Daryl Jones, presented a slide presentation reviewing the conceptual plan for Information Technology (IT) Services. The conceptual plan includes various recommendations including using non-traditional employees (contractual), IT developing into its own division or department, and a budget for city-wide technology phased over five years. Council discussed with staff the incremental replacement of hardware, and systems being looked at including the permitting/planning system, financial management, GIS, and document imaging. There was also a discussion of the IT department structure, the phasing of projects and hiring personnel as needed. Council stated their support for technology and the importance of moving ahead, but yet wanting more specific information before budget time. Staff indicated that a unbiased consulting firm has looked at the plan and found it to be complete, although the budget is conceptual and conservative. City Manager Wilson stated that staff will keep Council updated on its plan and will come back with more detail regarding an operating budget.
