Led by Mayor Matsumoto Pastor John Song, St. Paul's and Aldersgate Methodist Churches PRESENTATIONS · Public Safety Awards Police Chief Raffaelli awarded Certificates of Recognition for heroic conduct to South San Francisco residents Ms. Laura Armanino, Mr. Roneel Sharma and Mr. Sergio Guzman. Also receiving certificates, but not present, were Mr. Juvenito Delgadillo and Mr. Modesto Guzman. A bouquet of flowers was presented to 8 year old Ms. Costanza Cortez, victim of an automobile accident. Certificates of Commendation were awarded to Detectives Doug McCool and Beth Helmer. Fire Chief Lee awarded Certificates of Commendation to South San Francisco residents Mr. Roshni Lai, Mr. Sean Harrold, Ms. Rachel Hefler and Ms. Katryn Wises. Also receiving certificates, but not present, were Mr. Yanelly Ibarra, Mr. Marvin Martinez, and Mr. Grant Underwood. A Certificate of Excellence was awarded to Fire Captain Bob Green and the annual Chief's Award was presented to Fire Education Specialist Susan Kennedy. BART Update - Ms. Jaymie Steen - City Manager Wilson announced that BART Liaison Representative Jaymie Steen requested her presentation be rescheduled for March 8. He indicated that she will be forwarding a memo to Council regarding a timeframe for the re- paving of Chestnut Avenue. In an effort to conserve time, Mayor Matsumoto informed the audience of recent modifications to the agenda format. She announced that Oral Communications and Good and Welfare have been consolidated under Public Comments, and Community Forum and Council Subcommittee Reports have been consolidated under Items from Council. AGENDA REVIEW: No changes. PUBLIC COMMENTS Mr. Nick Paterson, 103 Cherry Avenue, discussed a police report regarding an intruder into his home and documents that were removed from his premises. He stated he has had problems with prowlers and questioned "law and order" in South San Francisco. Ms. Nico Bloom, AT&T Cablevision representative, clarified an interconnection agreement between AT&T and RCN to install equipment that will allow RCN to produce AT&T programming. Ms. Jan Pont, 111 Belmont Avenue, complained about recent junk mail she received by WalMart and she objected to the San Bruno Mountain Watch lawsuit being discussed in Closed Session. She also suggested additional handicap parking spaces be installed at Terrabay Recreation Center. City Attorney Mattas responded to Ms. Pont's comment related to the San Bruno Mountain Watch litigation and indicated that when Council considers final resolution it will be acted on in an open session. Mr. Bill Johnson, 219 El Campo Drive, stated his opinions in opposition to Measure B and discussed various controversial issues regarding the Costco development. Mr. Mark Addiego, 888 O'Farrell Street, San Francisco, former councilman and mayor, stated his opinions in opposition to Measure B, briefly discussed the debate that occurred on February 22, and the benefits of the agreement made with the Price Company in 1986, when he served on Council. Mrs. Sophie Mason, 10 Arlington Drive, stated her opinions in opposition to Measure B and Costco. She urged voters to vote no on the measure. Mr. Richard Korte, 755 Camaritas Avenue, stated his opinions in opposition to Measure B, emphasizing Costco's traffic impacts, and urged voters to vote no on the measure. Ms. Jackie Williams, 242 Longford Drive, stated her support for a school zone designation. She questioned Council's position on the issue and when they will taken action on the item. Ms. Cynthia Marcopulos, 106 Sutton Avenue, stated her opinions in opposition to Measure B, responded to statements made at the February 22 debate, Costco's Measure B mailers, its gas station hours of operation, and its impact on the community. Mr. Dotson Louie, 699 Freesia Drive, and Mr. Sam Patel, 700 Freesia Drive, stated they oppose Measure B, but their major concern is regarding Greenridge, the housing development next door REGULAR CITY COUNCIL MEETING FEBRUARY 23, 2000 MINUTES PAGE 2 to where they live and the City giving an easement to Greenridge to access Alta Loma Park through Promenade. They asked that Council reconsider this easement, and that Greenridge residents seek another means to access the park. Councilman Penna and Mayor Pro Tern Fernekes directed staff to prepare a report responding to this concern. Mr. Alan Beers, 226 E1 Campo Drive, stated his opinions in support of Measure B, responded to previous speakers' remarks, and statements made at the February 22 debate. He stated his support for Costco and urged voters to vote yes on the measure. Mrs. Helen Hedlee, 115 Duval Drive, stated her opinions in opposition to Measure B, and felt the campaign has become divisive. ITEMS FROM COUNCIL · Community Forum · Council Subcommittee Reports Councilman Penna stated he will be attending the Conference Center Authority's meeting on Thursday, February 24, 8:00 a.m. Mayor Pro Tem Fernekes asked for an update from staff on the Alta Loma Park renovation and status of the Promenade development. He also requested information regarding Mr. Louie's and Mr. Patel's complaints. In response to Ms. Williams, he reiterated the discussion and plan that was decided at the February 9 meeting regarding the "S" school zone designation. He stated that the designation is for all schools and that the item will come before Council for action once representatives from the Winston Manor HOA have met with the School Board. A recommendation will then be presented to the Council subcommittee (Fernekes/Datzman) for its consideration. Councilman Datzman responded to comments made by speakers regarding Measure B, which he felt were valid from their perspective. He recalled Ms. Simas' comments made at the February 9 meeting regarding Council's violation of the Brown Act, and Mr. Simas' concern from June, 1999 claiming that competition from Costco's gas station will drive independents out of business. He felt Ms. Simas' statements were a smokescreen rather than focusing on the issues, and that their money is being spent to stop competition. Councilman Mullin stated he attended the International Airport Noise Conference and has information and notes that he will share with members of the Airport/Community Roundtable and residents, who may call the City Manager's office for a copy. He also stated that residents who are subjected to aircraft noise should call (650) 876-2219 to complain. (Cassette Tape No. 2) Regarding the North County Emergency Homeless Shelter, Councilman Mullin stated that the shelter has not yet been found, the Burlingame site has been eliminated, but other sites in the North County area are still being pursued. Lastly, there will be re-broadcasts of the February 22 debate on Channel 26 on March I and 6. A pro and con debate hosted by Messrs. Mark Simon and Bill Marks will be broadcast on Channel 26 on March 3, 5 and 6. REGULAR CITY COUNCIL MEETING FEBRUARY 23, 2000 MINUTES PAGE 3 CONSENT CALENDAR 1. Motion to approve the minutes of the February 9, 2000 regular meeting 2. Motion to confirm expense claims of February 23, 2000 in the amount of $4,652,712.24 3. CLOSED SESSION 4. Pursuant to Government Code Section 54957.9, existing litigation, San Bruno Mountain Watch v. City of South San Francisco Entered into Closed Session: Reconvened into Open Session: Report from Closed Session: ADJOURNMENT 9:00 p.m. 9:58 p.m., all Councilmembers present.
