Interview applicants for City Council vacancy
City Clerk Payne informed Council of the following: 1) Mr. Arthur Tognazzini withdrew
his application; 2) Mr. John Bader is a registered voter, and 3) an additional application
was received from Mr. Teodoro Quiban on Monday, May 22, after the deadline, and he is
presently out of town. City Attorney Mattas advised Council that there are no statutory
provisions related to the acceptance of an application and Council is under no obligation to
interview Mr. Quiban. In response to Mayor Matsumoto's question regarding the voting
status of other applicants, City Clerk Payne stated all applicants are registered voters.
Mayor Matsumoto announced that thirteen applicants will be interviewed, twenty minutes
per applicant, and Councilmembers will be allowed to ask two questions.
Council agreed to ask the following questions:
1)
Excluding housing and traffic, what are the most significant issues facing the City/
Community? (Councilman Mullin)
2)
Describe your opinion on housing and transportation issues facing South San
Francisco now and in the next decade. (Mayor Matsumoto)
3)
How would you ensure that the revenue stream for the City continues? (Councilman
Penna)
4) What are your visions for South San Francisco? (Mayor Pro Tern Fernekes)
5)
How are you affected by thoughts and philosophies that are contrary to your own?
And, if you are so affected, how do you handle those contrary thoughts.

6)
California law requires Councilmembers to abstain from voting when the decision
before the Council may have a certain financial effect on the Councilmember.
Other than owning or renting your own personal residence, do you have an
employment or other property interests that may require you to abstain from
participating in hearing matters before the City Council? (Mayor Matsumoto)
7)
You could have up to 300 City Council events/contacts/meetings per year,
excluding telephone calls, e-mail and faxes; as well as substantial amount of
reading. Could you accommodate such a schedule? (Councilman Mullin)
8)
If you are appointed, do you plan to run for Council in the November 2001
election? If you are not selected for appointment, do you plan to run in the next
election? (Mayor Pro Tern Fernekes)
Mayor Matsumoto stated that each applicant will be given an opportunity at the end of their
interview to tell Council any additional information they may wish to share.
Council agreed that the same eight questions will be asked to each applicant, no additional
questions will be allowed even if the twenty minutes has not elapsed.

7) Ms. Colleen Bedrosian (7:40 p.m.)
8) Mr. Mark Teglia (7:50 p.m.)
9) Mr. Ray Green (8:16 p.m.)
10) Mr. Collin Post (8:34 p.m.)

Upon completion of the interviews, Mayor Matsumoto asked Councihnembers to
assimilate the information they heard and a vote by ballot will be taken at the May 25
meeting.
5. Adjourmnent
Motion-Mullin/Second-Fernekes: To adjourn the meeting at 9:44 p.m. Unanimously
approved by voice vote.
