Public Comments Ms. Jackie Williams, 242 Longford Drive, asked if the opening up of the Clay Avenue and Junipero Serra Boulevard intersection is included in the one year CIP or the five year CIP. Mayor Matsumoto responded that it was not included in the one-year CIP and suggested Ms. Williams discuss the five-year CIP with Director Gibbs. Following a lengthy dialogue regarding the CIP process and public comment opportunities, Assistant City Attorney Lindgren stated he would further discuss Council policy with Ms. Williams following the meeting. Mr. Dan Shattuck, 111 Belmont Avenue, requested a copy of the draft CIP budget, but agreed to wait until the document was finalized. He briefly commented on the Sunchase Development (Terrabay) and Mayor Matsumoto informed him that comments are limited to the CIP budget document only. Study Session: Review of Capital Improvement Program (CIP) Budget for 2000-01 Director Gibbs stated that on June 15, the Planning Commission found the CIP in conformance with the General Plan. Director Steele described the cost impacts and the funding. Total CIP for this fiscal year, including prior appropriation, will be $76,840,000. Councilman Mullin asked for a line by line description of page 3, Schedule of Available Fund Balance. Mayor Matsumoto requested a description of each fund be included in future documents. Interim City Engineer Chuck, responsible for the report, reviewed appropriations and each of the sections: Streets, Railroad Crossings, Storm, Sanitary, Public Facilities, Parks, Traffic, Technology Information, and Debt. Mayor Pro Tem Femekes asked that the description for Public Facilities Section, Page 25, Item No. 21, Portable Classroom Exits be amended to read, "This project provides an additional exit for portable classrooms, which are utilized for City uses at various locations throughout the city." Interim City Engineer Chuck amended Public Facilities Section, Page 4, Item No. 26, Oyster Point Landfill Monitoring appropriation by reducing Solid Waste (SW) to $112,000 and adding $128,000 to Capital Improvement Funds (CI). Councilman Gonzalez asked that the lighting of the Orange Park soccer field be reviewed for a future CIP project. Director Van Duyn stated a neighborhood survey will be conducted. Councilman Gonzalez stated a concern is traffic speed along Linden Avenue and suggested a signal be placed mid-way between Hillside Boulevard and Miller Avenue rather than at Lux Avenue intersection, as suggested in the FY 2001-02 CIP. He also suggested a stop sign be placed at Arden and Hillside Boulevard rather than at the School/North Spruce Avenue intersection. Interim City Engineer Chuck stated both items will be studied.
