Study Session: Bay West Cove - Presentation by Hines Development and Slough BTC,
LLC
Staff report presented by Principal Planner Kalkin.
Ms. Lisa Burke informed Council that Hines Development has entered into a contract with
Western International for a full service, eight or nine story, 350 room, Marriott Hotel.
Councilman Mullin stated his concern regarding Marriott's union problems in San
Francisco and other Bay Area cities, and asked that these issues be resolved beforehand.
Mr. Korte gave a visual presentation of the site' s master plan and responded to Council' s
questions regarding the design of the garage structure and its visibility from Oyster Point
Boulevard and the freeway. Mr. Paul Lettieri, landscape architect, discussed the variety of
trees to be planted for filtering wind and the different landscape materials to be planted
along the frontage, Bay trail and amphitheater areas. Ms. Burke stated the parking ratio for
the site is below City standard and that charging a $20 a month parking garage fee will set
a precedent on the Peninsula.
Hines Development concluded their presentation by showing a computerized video
montage.
Mr. Rogallo introduced Slough's design team. Mr. Chamorro gave a brief overview of the
master plan that will include a childcare center and restaurant. Renderings of the master
plan were submitted to Council.
Mr. LaRocco reviewed the landscaping plan and informed Council that the landscaping
materials and parking lot light fixtures will be coordinated with Hines Development.
Slough Development concluded their presentation with a computerized video montage of
the proposed development.
Council stated their support for each of the developments and felt the projects
complemented each other. Council discussed with Mr. Rogallo and Mr. Chamorro the
maintenance of the garage, coordinating a color scheme between the developments,
developing a master sign program, addressing wind conditions in the design, and the
relocation of service entrances. Mayor Matsumoto discussed with Ms. Burke the site-
serving retail uses and the possibility of incorporating non-traditional uses.
Council thanked the applicants for their presentation.

Reconvened into Open Session: 8:24 p.m., all Councilmembers present.
Report from Closed Session:
City Attorney Mattas reported that the City Council, by
a vote of 5-0, approved a settlement agreement related
to the Valdez claim.

approved by voice vote.
