Pledge of Allegiance: The colors were presented by the South San Francisco Police
Department Explorers Post
The Pledge of Allegiance was led by Mayor Matsumoto's brother, Mr. Kent
Matsumoto
Invocation: Given by Reverend Bill Justice, Pastor of All Souls Church
Reorganization of the City Council
a. Nominations for Mayor, close of nominations, selection of Mayor
Motion-Matsumoto/Second-Mullin: To nominate Mayor Pro Tem Fernekes as
Mayor. Unanimously approved by voice vote.
Motion-Penna/Second-Gonzalez: To close the nominations and select Mayor Pro
Tem Fernekes as Mayor. Unanimously approved by voice vote.

Remarks from Outgoing Mayor passing of gavel to Incoming Mayor and a
presentation to Outgoing Mayor
Outgoing Mayor Matsumoto reflected on her past year as Mayor, the events and
meetings attended with the support and assistance of staff. She called upon the
department heads to come forward to the dais and she acknowledged each person
for their efforts and presented a gift in appreciation of their work.
(Outgoing Mayor Matsumoto exchanged seats with Incoming Mayor Fernekes.)
Mayor Fernekes presented Outgoing Mayor Matsumoto with Council gifts,
including a commending resolution that included mementos from her term as
mayor, the traditional gavel and a framed aerial of South San Francisco.

Motion-PennaJSecond-Matsumoto: To nominate Councilman Mullin as Mayor Pro
Tem. Unanimously approved by voice vote.
Motion-Penna/Second-Matsumoto: To close the nominations and select
Councilman Mullin as Mayor Pro Tem. Unanimously approved by voice vote.
Mayor Pro Tem Mullin thanked Council for its nomination and selection.
d. Incoming Mayor's remarks
Mayor Fernekes, stated that this is his third term as Mayor and thanked Council for
their confidence and those citizens who have encouraged and supported him. He
listed his goals for the coming year, including maintaining a balanced budget with
ample reserves, seeking new revenue sources, and prudent spending. He stated his
support for providing senior and affordable housing and child care facilities and
further discussed community involvement and the growth of the bio-science
industry in South San Francisco. He recognized dignitaries in the audience,
introduced his family, and presented bouquets of roses to his wife Denise and to
Outgoing Mayor Matsumoto's mother.
Mayor Fernekes announced a reception following adjournment.

Motion-Penna/Second-Gonzalez: To adjourn the meeting at 7:40 p.m. Unanimously
approved by voice vote.
