Study Session: Housing Issues - Department of Economic and Community
Development
Director Van Duyn brought Council up-to-date on what has transpired regarding housing
in the past year and that housing activity must be accelerated in the community to
increase housing stock. He outlined what the study session will cover. He stated that
staff is looking for a consensus of direction regarding the proposed housing mitigation
measures.
Staff report and visual presentation given by Housing and Community Development
Manager Fragoso. The presentation reviewed current housing trends and conditions,
additional housing opportunities, including City owned properties and ABAG
requirements for affordable housing, and housing mitigation measures. She stated staff
will come back to Council with further information and recommendations on the
measures that Council is interested in.
Councilwoman Matsumoto stated that the Council Housing Subcommittee (Fernekes/
Matsumoto) and staff are in sync. Information on the development E 101 is of interest to
her because commercial developments will require more housing. The subcommittee
endorses medium- to high-density housing and realizes that increased traffic may be a
result, but not in all cases. She further stated that the subcommittee wants to see housing
for teachers and public safety employees. ABAG requirements and planned growth are
supported by the subcommittee, and that planned growth will eliminate confusion for
developers. She asked Council to give direction tonight so that staff can prepare
guidelines.
Councilman Penna stated a scarcity of housing exists because of the tremendous boom
in jobs and office complexes. He felt a policy is needed to match the types of housing
being built with the types of jobs that are being created in the city. He stated he opposes
rent control because it kills housing from being built, it gives a false sense of security,
and is not a solution to the housing problem. He felt the City will exceed the
requirements ABAG has set based on the housing built during 1999-2000. He further
discussed increasing the density factor, increasing quality products, and maintaining a
balance in the types of housing that is built. He felt that low-income housing and high
paying jobs will force workers to look elsewhere for housing, and it will not alleviate
traffic congestion problems and the re-building of commercial areas. He suggested a
Council subcommittee be involved in discussions regarding City-owned property and
where parking will be relocated. He felt housing El01 should also be considered and
that the agreement with the airport should once again be reviewed.
Councilman Gonzalez stated he supports rent control, suggested a five-year period or
possibly less to begin with. He stated he is concerned that low-income residents are
leaving South San Francisco due to the recent increases in rent.
Councilwoman Matsumoto felt there won't be a shortage of housing due to all the
proposed developments down the Peninsula. She stated that the Planning Commission
and City Council will assure that high density housing will also be of quality. She stated
her support for work-force housing and that the requirement for affordable housing and
density be city-wide. She stated she does not support rent control, but will support a
mediation board.
Mayor Fernekes stated he supports quality housing, a balance supply of housing and
further exploring the ABAG formula. He suggested staff explore in-fill in the
downtown area. He supports looking at housing in the E 101 and requested the City
Attorney research provisions in the airport agreement. He asked for clarification on the
subarea listed as "Winston-Serra". Staff stated it is an area designation and the list is not
broken down by subdivisions. He requested the title be changed to El Rancho so that the
reference is not mistaken for West Winston Manor. Mayor Fernekes stated he opposes
rent control.
In response to Councilman Penna, City Manager Wilson clarified that the "Button Hole"
property is at Westborough and Junipero Serra, it is under County's jurisdiction. He
informed Council it would need to be incorporated and that there has been an inquiry
from the current owner for a commercial development, but it is presently designated
open space.

Councilman Gonzalez felt it was possible to preserve parking in the downtown area if
developers come in with good plans.
Mayor Fernekes asked for a consensus from Council on each housing mitigation
measure. Director Van Duyn reviewed the Action Plan Checklist, explaining each of the
measures and responded to questions.
Councilman Penna asked staff to come back to Council with information on where the
City currently stands regarding affordable housing and quality housing. City Manager
Wilson informed Council that the Housing Element is being updated and it will be
implementing ABAG's numbers.
Inclusionary ordinance requiring 15% affordable units in every residential
development in redevelopment project areas.

Target affordable units to City and SSFUSD employees (in redevelopment areas).

Director Van Duyn explained the relationship of the next three bullets.
Requirement that all residential developments (citywide) meet the ABAG required
percentages for affordability. (20.6% very low, 11.6% low, 25.9% moderate, 41.9%
above moderate)

In lieu option for less than xx units to pay 6% fee with building permit as
contribution to housing trust fund.

Inclusionary ordinance requiring xx% of all residential developments (citywide) of
at least xx number of units to be affordable.

Requirement that all residential developments in TOD areas meet the ABAG
required percentages for affordability (20.6% very low, 11.6% low, 25.9% moderate,
41.9% above moderate).

Requirement that all parcels be developed to the maximum density allowable by
zoning ordinance.

Impose Affordable Housing Mitigation Fee for all commercial development (similar
to Oyster Point or Child Care Mitigation Fee)

Director Van Duyn asked for direction on City-owned properties, as follows:
City-owned parking lot options: surplus parking below with residential above; not
site specific.

· 616 and 700 Linden Avenue properties
Consensus to further explore for possible trade-ups.
200 Linden Avenue and Community Garden site - Director Van Duyn stated the 200
Linden Avenue site is being worked on with Terranomics and the Community
Garden site is a potential site for a fire station.
Consensus to continue with the current strategies for 200 Linden Avenue and the
Community Garden, with the caveat that the Community Garden be re-located when
the time comes.
TDM (Transporations Demand Management) Measures - relax parking and
development standards in maximum density projects.
Consensus to further explore.
5. Adjournment
