Call to Order: 5:34 p.m. 2. Roll Call: Present: o Absent: Staff present: Public Comments: None (Cassette Tape No. 1) Councilmembers Gonzalez, Matsumoto and Penna*, and Mayor Fernekes Mayor Pro Tem Mullin City Manager Wilson, Assistant City Manager Moss, Human Resources Director Bower *Councilman Penna arrived at 5:39 p.m. Interview applicants for Boards and Commissions Director Bower introduced each applicant to Council. Applicants were interviewed in the following order and responded to questions from each Councilmember (questions are consistent with those asked at the December 13, January 10, January 24 and February 14 meetings): · Mr. Richard Noftsger- 5:34 p.m., applicant for Conference Center Authority · Mr. Greg Cochran - 5:45 p.m., applicant for Conference Center Authority Mayor Fernekes informed each applicant that appointments will be made at the March 14 meeting. 5. Minister Bob Foerster, Grand Avenue Baptist Church PRESENTATIONS Customer Service Recognition Award Recipients - Human Resources Director Bower explained the program that has been in effect since August 2000, and that ten awards have been presented to date. Parks, Recreation and Maintenance Services Director Nagel introduced his department recipients: Community Services Site Coordinator Laura Gigi, Senior Equipment Mechanic Mike Aquilina and Equipment Mechanic Randy Speller. Director Nagel recognized Recreation Supervisor John Wong and Senior Building Maintenance Custodian Wade Lewkowitz who were unable to attend the meeting. Library Literacy Program Manager Holly Fulgram-Nutters introduced Office Manager for Project READ Vivian Padua; City Clerk Payne introduced Office Specialist Angela Byrne; Police Chief Raffaelli introduced Police Officer James Portolan; and Fire Chief Lee recognized Code Enforcement Officer Tom Carney (not present). AGENDA REVIEW No changes. PUBLIC COMMENTS None. ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports As a follow-up to the February 28 discussion on the United Golden Gate Power Project, Councilman Penna requested City Attorney Mattas further research what authority the City of South San Francisco has regarding the building of a power plant on property owned by the City and County of San Francisco, but within South San Francisco's jurisdiction. He also requested that the City Council revisit the proposal by AES to build a power plant at their Jamie Court site or near the Water Quality Control Plant. City Manager Wilson stated AES is still interested in South San Francisco and is looking for directions from Council. There was consensus from Council to schedule a study session with AES. <al Councilwoman Matsumoto reported on recent events she attended, including the PTA Founders' Day celebration with other Councilmembers, a Westborough community meeting to discuss a learning center and additional child care facilities in the Westborough neighborhood, and the February 27 child care facilities fee nexus study. Councilman Gonzalez reported attending the San Mateo County Historical Society's exhibit on the early history of Japanese-Americans in San Mateo County, and the Police Department's badge ceremony on February 23. Mayor Fernekes reported that he attended the events previously mentioned by Councilmembers, and the Chamber of Commerce's February mixer at the Back Doctors on Grand Avenue that included a celebration of Chinese New Year's, the SAMCEDA presentation on the 20 year outlook for San Mateo County, the annual little league's pancake breakfast, a celebration recognizing resident and volunteer Gerald Simotas, the eagle scout ceremonies for Glenn Madrone and Steve Usher, and the groundbreaking ceremony for Genentech's new five story office building. Councilwoman Matsumoto announced that the next nexus study on childcare will be April 10. CONSENT CALENDAR 1. Motion to approve the minutes of February 12, 14 and 21, 2001 2. Motion to confirm expense claims of February 28, 2001 in the amount of $2,290,416.74 Resolution No. 14-2001, approving purchase and sale agreement for the acquisition of property from Hines Development Resolution No. 15-2001, approving purchase agreement for an easement deed and the temporary construction easement with John M. Malcolm for the Oyster Point Grade Separation right-of-way (property located at 200 Oyster Point Boulevard) Motion to approve Ordinance No. 1285-2001, amending SSFMC Chapter 2.60, regarding proposed change of meeting time and location for the Parks and Recreation Commission and Personnel Board Motion to accept the Magnolia Avenue Storm Drain Phase II Project as complete in accordance with the plans and specifications Resolution No. 16-2001, authorizing the installation of stop signs at the intersection of Linden Avenue and Pine Avenue 8. Acknowledgement of proclamation issued to Yolanda Teani, February 13, 2001 Motion-Gonzalez/Second-Penna: To approve the Consent Calendar as presented. Abstain: Councilwoman Matsumoto - Item No. I, February 21 minutes. Absent: Mayor Pro Tern Mullin. ADMINISTRATIVE BUSINESS o Review of City of South San Francisco mid-year 2000-01 financial status, and resolution approving budget amendment to adjust various revenues and expenditure items Staff report and visual presentation given by Finance Director Steele. He requested Exhibit A, Page I, be corrected to read "Litigation Budget" and the word "Personnel" be removed. REGULAR CITY COUNCIL MEETING FEBRUARY 28, 2001 MINUTES PAGE 2 Councilman Penna asked if there are guidelines or policies for cities to follow that recommend a certain percentage of funds be maintained in reserve accounts. Director Steele suggested Council develop reserve level guidelines and mentioned that the City's only policy is for maintaining an emergency reserve. After further discussion Mayor Fernekes stated he will bring the issue forward for discussion to the budget subcommittee (Fernekes/Mullin). Councilwoman Matsumoto stated her concern that the emergency reserve will only last five weeks and she asked if this was normal. Mayor Fernekes stated that the School District maintains a 3% reserve, and the City is at 10%. In response to Mayor Fernekes' question regarding other cities' reserves, Director Steele stated that he will survey other cities in the County and will bring that information to the subcommittee. Councilwoman Matsumoto asked if vacant Police and Fire positions were funded when the budget was adopted, and City Manager Wilson stated all billeted positions were fully budgeted. Councilman Penna stated his concern that the report did not show the amount of overtime being spent nor other department expenditures. Councilwoman Matsumoto requested that a quarterly report on overtime be submitted to Council. City Manager Wilson stated an in-depth study session will be scheduled to review overtime next month. Motion-Matsumoto/Second-Gonzalez: To approve Resolution No. 17-2001, approving various revenue and expenditure changes as shown in Exhibit A of the 2000-01 Mid-Year Financial Report and the acceptance of a one-time grant from the Area Agency On Aging in the amount of $13,81 I and approving an amendment to the 2000-01 operating budget (01-26). Approved by voice vote. Absent: Mayor Pro Tern Mullin. Councilman Gonzalez invited the public to attend the Historic Old Town Homeowners and Renters Association meeting on March 5, 2001, 7:00 p.m., at Martin School.
