Roll Call 6:08 p.m. Present: Councilmembers Gonzalez and Matsumoto, Mayor Pro Tem Mullin and Mayor Fernekes Absent: Councilman Penna (excused, out of town attending a conference) Staff Present: City Manager Wilson, City Attorney Mattas, Assistant City Manager Moss, Human Resources Director Bower, Police Chief Raffaelli, Fire Chief Lee, Public Works Director Gibbs, Economic & Community Development Director Van Duyn, Parks, Recreation & Maintenance Services Director Nagel, Finance Director Steele, Assistant Fire Chief Lucia; H&CD Manager Fragoso, Senior Planner Lappen Others Present: Glenn Davis, AES representative; John Shannon, Shannon & Assoc., consultant 3. Public Comments Ms. Jackie Williams, 242 Longford Drive, asked to speak under Item 4c. Mayor Fernekes requested she state her questions at this time for AES to respond to. City Manager Wilson suggested Ms. Williams contact Mr. Davis directly after his presentation. Ms. Williams asked how the power will be distributed and if it is going to be sold on the open market. She expressed frustration that she was not able to obtain information on AES's proposal and that her main concern is the pollution caused by power plants. She suggested the public be kept informed beforehand rather than after the fact. City Manager Wilson suggested the AES presentation be moved up on the agenda. Ms. Natalie Cardenas, Tri-County Apartment Association, reviewed TCAA's policies for increasing the supply of housing throughout the Bay Area and policies that TCAA opposes, including rent control, eviction controls, and inclusionary zoning. Mayor Pro Tem Mullin asked that Ms. Cardenas provide Council with information on the studies cited in her presentation. Councilwoman Matsumoto asked if TCAA has any solutions to price gouging which Ms. Cardenas stated TCAA has had great success with working with tenant rights organizations, and through mediation. A form will be forwarded to Council that explains the process. Mr. John Delena, business owner on East Jamie Court, speaking with concern regarding the AES power plant, asked how much power is needed in our backyard. He submitted a Chronicle newspaper article on power companies and that the demand for electricity is a myth. 4. Study Session: c) AES Power General Plant - Mr. Glenn Davis gave background on AES and the current energy crisis on the Peninsula. He stated that no activity has been occurring and AES is open and eager if the City is receptive. In response to Councilwoman Matsumoto Mr. Davis explained that other than the Jamie Court site, AES has looked at the Tillo site and Bel Aire Island site. The latter two sites would be smaller projects, and are not economically feasible for AES. In response to Mayor Pro Tem Mullin, Mr. Davis explained that the Bel Aire site would be a 60-100 megawatts plant and the Tillo site would be a 200+ megawatts. He also stated that a site becomes economically feasible is at 350 megawatts. Councilman Gonzalez stated he wanted to hear about the benefits of the power plant, and that residents' concerns are health, environment, and air quality. He stated that the public must be made aware of the benefits. Mr. Davis responded that electric reliability is the benefit. In response to Mayor Fernekes, Mr. Davis further explained reliability, the possibility of the City benefiting financially, and what AES has done in other communities. Mayor Pro Tem Mullin stated his support to further study the possibility of having a power plant in South San Francisco, his preferred location is adjacent to the treatment plant, he opposes the East Jamie Court site, and he would like to see a design proposal. Councilwoman Matsumoto stated her support for further study, to see if there are alternate sites, and that she does not oppose the East Jamie Court site as an option. Councilman Gonzalez stated his support for further study and that nearby communities be kept informed of what South San Francisco decides to do. Mayor Fernekes stated he does not oppose further discussions, and he is interested in the benefits of a power plant in South San Francisco. a) Overtime -Human Resources Director Bower made the opening comments and explained that the visual presentation will cover the reasons and the issues associated with overtime and what the overtime numbers mean. Presentations were given in the following order: · Parks, Recreation and Maintenance Services - Director Nagel · Public Works - Director Gibbs · Fire Department - Chief Lee · Police Department - Chief Raffaelli SPECIAL CITY COUNCIL MEETING MARCH 21,2001 MINUTES PAGE 2 Council discussed scheduling overtime, department reorganizations, overtime comparison to other cities, overtime based on seniority, employee retention, competitive recruitment, hiring local, affordable housing, overtime being part of the labor negotiation process, programs to attract prospective candidates, etc. Mayor Pro Tem Mullin stated his concern that overtime is not equally spread and that there is a fatigue factor. With regard to the bulk of overtime being taken by only a few employees, Mayor Pro Tem Mullin requested both Fire Chief Lee and Police Chief Raffaelli report back to Council on whether this same trend is characteristic in other communities. Mr. John Shannon discussed the current state of recruitment and retention. b) Housing Policies - presentation postponed. 5. Adjournment Motion-Matsumoto/Second-Gonzalez: To adjourn the meeting at 9:10 p.m. Unanimously approved by voice vote.
