HomeMy WebLinkAboutMinutes 2001-04-18MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING April 18, 2001 CITY HALL CONFERENCE ROOM 400 GRAND AVENUE o Call to order: 6:09 p.m. (Cassette Tape No. 1) Roll Call: Present: Councilmembers Gonzalez, Matsumoto and Penna*, Mayor Pro Tem Mullin and Mayor Fernekes Absent: None Staff Present: City Manager Wilson, City Attorney Mattas, Assistant City Manager Moss, Directors Bower, Steele and Van Duyn, Housing and Community Development Manager Fragoso, Chief Planner Sparks and Senior Planner Lappen *Councilman Penna amved at 6:19 p.m. Public Comments: None Motion to adopt an ordinance of the City Council of the City of South San Francisco authorizing an amendment to the contract between the City Council of the City of South San Francisco and the Board of Administration, California Public Employees' Retirement System, to provide Section 20965 (credit for unused sick leave) for local police members and local miscellaneous members and Section 20042 (one-year final compensation) for local miscellaneous members Motion-Mullin/Second-Gonzalez: To adopt Ordinance No. 1287-2001, authorizing an amendment to the contract between the City Council of the City of South San Francisco and the Board of Administration, California Public Employees' Retirement System, to provide Section 20965 (credit for unused sick leave) for local police members and local miscellaneous members and Section 20042 (one-year final compensation) for local miscellaneous members. Approved by voice vote. ABSENT: Councilman Penna 5. Housing Policies Report and visual presentation given by Director Van Duyn and Housing and Community Development Manager Fragoso. The presentation reviewed Council's direction from the January 17 meeting. Director Van Duyn proceeded to discuss the ABAG Fair Share Housing Allocation Plan and how the City is to implement housing policies that have to be updated every five years. Manager Fragoso outlined the points that Council chose to take: Inclusionary Ordinance requiring 15% affordable units in every residential development in redevelopment projects areas. Council determined that 25% affordable units are to be in every new residential and redevelopment project areas. · Target affordable units to City and SSFUSD employees (in redevelopment areas). Council decided to also include other residents of the city. Requirement that all residential developments (citywide) meet the ABAG required percentages for affordability (20.6% very low, 11.6% low, 25.9% moderate, 41.9% above moderate). Council concluded that all new residential developments meet the ABAG required percentages for affordability. Requirement that all residential developments in TOD areas meet the ABAG required percentages for affordability (20.6% very low, 11.6% low, 25.9% moderate 41.9% above moderate). Council also concluded that all new residential developments in TOD areas meet the ABAG required percentages for affordability. Inclusionary Ordinance requiring 15% of all residential developments (citywide) of at least 10 units to be affordable. Council determined that the Inclusionary Ordinance is to require 25% of all residential developments of at least 10 units to be affordable. In lieu option for less than 10 units to pay 6% fee with building permit as contribution to housing trust fund. Council requested that staff return with other options and/or recommendations. Requirement that all parcels be developed to the maximum density allowable by zoning ordinance. A discussion developed as to which vacant lots were still available in the city and downtown housing issues regarding density, parking, and eminent domain. SPECIAL CITY COUNCIL MEETING April 18, 2001 MINUTES PAGE 2 Impose Affordable Housing Mitigation Fee for all commercial development (similar to Oyster Point or Child Care Mitigation). Staff has requested an analysis to establish the basis and amount of the fees. The comparison is to include San Mateo County, as well as, the North Bay, South Bay, and East Bay. · Establish housing trust fund. Staff will prepare trust fund parameters. Require hiring of local employees. The city attorney determined that this option may not be feasible and staff is no longer pursing this issue. · Rent Control Ordinance Council did not favor adopting a rent control ordinance. Establish rent arbitration/mediation board. Staff will report back to Council regarding possibilities for proposed new services to address this concern without duplicating existing services.
