Councilman Penna reported attending the Monterey Progress Seminar and an interesting workshop
on the energy crisis. He distributed a flyer announcing the Santa Clara County Housing Action
Coalition's Annual Whistle Stop Housing Tour, on May 18, 2001, 12:00 p.m. - 4:30 p.m.
Mayor Pro Tem Mullin reported attending the ABAG General Assembly on April 12 that focused
on housing and transportation. He stated he observed the demolition of the Hilton/Hickey
pedestrian over-crossing and the Copacabana structure on Grand Avenue. He reported that the
Kaiser subcommittee (Fernekes/Mullin) met to discuss parking and that he attended a Airport
/Community Roundtable subcommittee meeting on April 17 to discuss issues dealing specifically
with noise in classrooms, expanding the noise footprint to include schools outside the noise
footprint, and insulating portable buildings that have been relocated within the noise footprint.
Mayor Pro Tem Mullin reported attending the open house for the renovated 339-341 Commercial
Avenue aftbrdable housing project on April 17, and the South San Francisco Job Fair at the
Conference Center on April 19 that was well attended by high school seniors.
Councilwoman Matsumoto recognized Administrative Professionals Week, April 22-28, and
acknowledged the continual support Council receives from the City Manager's administrative staff.
She reported receiving many calls that RCN Cable TV is not televising Council meetings and asked
for a status report. She reminded the audience of the upcoming BART Art workshop on April 28
at the Municipal Services Building. She reported attending the Monterey Progress Seminar's
workshoP on how to build high density housing while preserving our values, and participating on a
Census 2000 panel discussion. She reported on several census figures, including South San
Francisco's population increasing from 54,300 to 60,500.
Councilman Gonzalez reported attending the City's Health Fitness Fair, the 339-341 Commercial
Avenue renovation project, the Conference Center Job Fair, and a seminar entitled, "Water - Protect
and Conserve", on April 19 at the College of Notre Dame. He further reported on the critical issue
of water conservation and the distance drinking water travels to get to the Bay Area. He suggested
a community program be held to discuss water conservation measures.
Mayor Femekes reported on attending the Monterey Progress Seminar and that he received
beneficial information from the transportation panel discussion. He reported on subcommittee
meetings, including the Kaiser subcommittee (Fernekes/Mullin) meeting with top Kaiser officials to
discuss the expansion of Kaiser's parking facility and to look at other options. He reported that the
Historical Society subcommittee (Fernekes/Mullin) held a preliminary meeting with the Historical
Society Board of Directors to discuss a permanent museum site. Mayor Fernekes met with the
Sister City committee to plan visits to Mexico in June, 2001 and Italy in September, 2001. He
commented that the Job Fair was successful and advantageous for high school students to meet with
businesses. Lastly, he reported attending the 339-341 Commercial Avenue open house, which will
house residents from the Willow Gardens project when it begins renovation.

Councilman Gonzalez requested Item No. 4 be pulled from the Consent Calendar and
Mayor Pro Tem Mullin requested Item No. 5 be pulled.
Motion-Matsumoto/SecondoPenna: To approve Consent Calendar Item Nos. 1, 2, 3, and 6.
Unanimously approved by voice vote.
Consent Calendar Item No. 4: Councilman Gonzalez requested the Rail-Trail project be explained
for the television audience. Public Director Gibbs and City Manager Wilson explained that
the proposal is to acquire Union Pacific abandoned tracks/spurs, link them with the Bay trail
for hiking, and eventually for different modes of transportation, including bicycles, shuttle
buses or motorized carts.
Motion-Gonzalez/Second-Penna: To approve Resolution 35-2001, in support of the
Industrial City Rail-Trail Project. Unanimously approved by voice vote.
Consent Calendar Item No. 5: In response to Mayor Pro Tem Mullin, Director Gibbs stated the
work will be interior painting only.
Motion-Mullin/Second-Penna: To approve Resolution No. 36-2001, awarding the
construction contract for the painting of the Siebecker Center, Magnolia Center, and
MSB/Recreation Department to Able Painting & Construction Company in the amount of
$44,100. Unanimously approved by voice vote.
LEGISLATIVE BUSINESS

Motion to waive reading and introduce an ordinance adding Title 15, Chapter 15.58 related
to real estate disclosure of aircraft noise
Staff report presented by City Attorney Mattas.
Mr. George Mazingo, Governmental Affairs Director for San Mateo County Association of
Realtors, stated his support for the ordinance. He asked for a clearer copy of the noise
exposure map that includes addresses of homes affected.
Mayor Pro Tem Mullin suggested posting the Airport's noise exposure map on the City's
website, and possibly the Airport's and Roundtable's websites. City Attorney Mattas stated
staff will work with Mr. Mazingo and that the 1983 map is the specific map identified for
reference.
Motion-Mullin/Second-Gonzalez: To waive reading and introduce an ordinance of the City
Council of the City of South San Francisco regarding real estate transfer disclosure of
Airport Noise. On the question: Councilman Penna asked if he was permitted to vote on
the matter and City Attorney Mattas responded to the affirmative. Motion continued:
Unanimously approved by voice vote.
8. Motion to adopt an ordinance amending Municipal Code Chapter 20.63 (Terrabay Specific
Plan District) for the remaining parcels of Phase II and Phase III of the Terrabay
Development

City Attorney Mattas explained that the item was placed under Legislative Business due to
the 4-1 vote when introduced.
Councilwoman Matsumoto stated she is withdrawing her nay vote and that her concerns
have been addressed by staff.
Motion-Matsumoto/Second-Mullin: To adopt Ordinance No. 1288-2001, amending
Municipal Code Chapter 20.63 (Terrabay Specific Plan District) for the remaining parcels of
Phase II and Phase III of the Terrabay Development. Unanimously approved by voice vote.
