HomeMy WebLinkAboutMinutes 2001-05-30 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING MAY 30, 2001 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE o Call to Order Roll Call 6:06 p.m. Present: Councilmembers Gonzalez, Matsumoto and Penna*, Mayor Pro Tem Mullin and Mayor Femekes Absent: None Staff Present: City Manager Wilson, City Attorney Mattas, Assistant City Manager Moss, Fire Chief Lee, Department Directors Gibbs, Sommer, Van Duyn, Nagel, Steele, and Bower, Interim City Engineer Chuck, Assistant Finance Director Mezak, Police Captains Haskin and Guglielmoni, Manager of Housing & Community Development Fragoso, Finance Auditor Neal, Assistant Fire Chief Lucia, *Councilman Penna arrived at 6:10 p.m. Public Comments Ms. Jackie Williams, 242 Longford Drive, questioned why the Debt Service line item for the Price Club in the FY 2001~02 CIP budget is no longer shown and whether any items were being transferred from FY 2000-01 CIP budget to the FY 2001-02 CIP budget. Mayor Fernekes stated her questions will be answered as staff reviews the operating budget. Study Session: Review of 2001-02 Operating Budget City Manager Wilson and Director Steele reviewed the Budget Message and gave highlights of the proposed FY 2001-02 Operating Budget. Staff responded to Council questions and items that needed clarification. Corrections and requests for information were made as lbllows: In reference to the first page of the Budget Message, Mayor Pro Tem Mullin suggested the word "recession" be substituted. Mayor Pro Tem Mullin suggested the Organizational Chart be revised so that Police and Fire are parallel. He will submit to staff another type of format for consideration. Summaries: Councilwoman Matsumoto requested staff provide detailed information on Revenue Table 1, Fines. City Council: Councilwoman Matsumoto requested staff provide detailed information on City Council Section. Non-Departmental: Councilwoman Matsumoto requested staff provide detailed information on the Non-Departmental Section. Non-Departmental: Staff indicated that the C/CAG allocation for 2000-01 needed to be corrected from $24,000 to $46,647. Non-Departmental: Noting the lack of service from Peninsula TV, Mayor Fernekes asked staff to follow up on the status of Peninsula TV broadcasting in South San Francisco. Non-Departmental: Mayor Pro Tem Mullin noted that NOISE is an acronym. Non-Departmental: Councilwoman Matsumoto questioned the accuracy of the section and that it did not include all designated accounts. Staff will verify and get back to Council with further information. Economic and Community Development: Mayor Fernekes asked for the Parking District's total revenue and staff will provide that information in the final budget. Parks, Recreation & Maintenance Services Department: Mayor Femekes noted a typo on the Parks, Recreation & Maintenance Services Department organizational chart that does not delineate Park Maintenance with the other divisions. Parks, Recreation & Maintenance Services Department: With the expansion of the parks and common green areas, Councilwoman Matsumoto expressed concern relative to funds available to maintain these spaces as some areas of the City are not being maintained, such as medians being neglected. Staff suggested the locations be brought to staffs attention. (Recess: 7:45 p.tn. - 7:55 p.m.) Police Administration: Mayor Pro Tern Mullin asked staff to verify if the School District will be providing matching revenues for the North County Family Alternative elementary school counseling program. SPECIAL CITY COUNCIL MEETING MAY 30, 2001 MINUTES PAGE 2 - Mayor Pro Tem Mullin requested a pie chart on expenditures be included to indicate each department's percentage of the General Fund. Councilman Penna suggested a comparison report of the Parks, Recreation & Maintenance Services Department before and after its 1995 merger be prepared to indicate the efficiency level of the maintenance crews. - Redevelopment Funds: Mayor Pro Tem Mullin requested a map be included to indicate each of the redevelopment areas. - Equipment Replacement Fund, Vehicle Purchases: Mayor Pro Tem Mullin suggested sport utility vehicle purchases be reviewed by Council before they are purchased. Mayor Fernekes concluded the study session stating that the budget subcommittee (Fernekes/Mullin) is satisfied with the budget proposal and questions and concerns have been addressed. 5.
