Rolando Caverte, Mater Dolorosa Church · Library Children's Summer Reading Program costume pageant for "Catch a Dragon by the Tale" was presented by Library employees Meg Cupman, Ann Mahon, Wendy Sinclair- Smith, and Ann Kerin. The program begins June 18 and ends July 27. · Proclamation to South San Francisco Rotary Club was presented by Mayor Fernekes to Rotary President Bruce Wright in honor of the Rotary's 50th anniversary. AGENDA REVIEW Acting City Manager Moss requested the public hearing for Item No. 10 be opened and continued to June 27. Mayor Fernekes requested Item No. 10 be moved forward on the agenda. PUBLIC HEARING 10. Consideration of appeal of the Planning Commission denial of UP-00-026, a gasoline facility at 451 South Airport Boulevard; Applicant: Costco Request that item be continued to June 27, 2001. Mayor Fernekes opened the public hearing and continued the public hearing to June 27. /43 Motion-Mullin/Second-Matsumoto: To continue the public hearing for UP-00-026 (Costco) to June 27, 2001. Unanimously approved by voice vote. PUBLIC COMMENTS Ms. Jackie Williams, 242 Longford Drive, asked if there will be another community meeting to discuss the proposed power plant in South San Francisco. She reported on recent activities concerning the proposed San Francisco Potrero Hill Power Plant. Ms. Williams asked for an update on the Serramonte Corporate Center development and stated her objection to the proposed gas station at the South Airport Boulevard Costco facility. Acting City Manager Moss responded that the next scheduled community meeting to discuss the power plant will be July 17, 7:00 p.m., in the Municipal Services Building, Community Room, and will be hosted by the Chamber of Commerce. Mayor Fernekes advised Ms. Williams that the Serramonte Corporate Center ad hoc subcommittee (Fernekes/Mullin) has not held any meetings or rendered any decisions. Mr. James Lineberger, Housing Authority Commissioner, thanked Council for appointing him to the Housing Authority, ITEMS FROM COUNCIL * Community Forum · Subcommittee Reports Mayor Fernekes reported on the recent activities he attended, including the Crossing Guards Safety Awards Presentation (noting that Martin School received the Mayor's Trophy) a committee meeting (Fernekes/Mullin) with residents of the Treasure Island Mobile Home Park, and a reception at the Airport celebrating the Roundtable's 20th Anniversary. Councilwoman Matsumoto stated she attended the Mayor's State of the City Address on June 6 before the Chamber of Commerce, the Boards' and Commissions' annual training session on June 5, the Historical Society's dinner/fashion show on May 25, and that the Cultural Arts subcommittee (Matsumoto/Gonzalez) had their first meeting with the Cultural Arts Commission subcommittee to discuss the proposed sculpture garden. Councilman Gonzalez stated that he attended the annual American Heart Association luncheon in April and St. Augustine Church's renovation celebration on June 2. He informed the public of several telephone numbers for reporting lost/stolen credit cards. Councilman Penna reported that he attended the Chamber's Annual State of the City Address and complimented the Mayor on his presentation. Mayor Pro Tem Mullin stated that the Kaiser subcommittee (Fernekes/Mullin) recently met with Kaiser staff to discuss parking issues. He attended the Read California Program dedication at Orange Park, organized by First Lady of the State, Sharon Davis, and that he served as a judge for the Senior Exit Project at South San Francisco High School. CONSENT CALENDAR Motion to approve the minutes of the May 23 regular meeting and May 30, 2001 special meeting 2. Motion to confirm expense claims of June 13, 2001 in the amount of $3,002,908.84 o Motion to adopt Ordinance No. 1290-2001, amending SSFMC Chapter 11.68.010 and 11.68.015 to change the radar enforced speed limit on Railroad Avenue from 30 mph to 25 mph Motion to adopt Ordinance No. 1291-2001, amending SSFMC Chapter 20.40 to modify development and parking standards in the Genentech Research and Development Overlay District and rezoning five existing parcels from Planned Industrial to Genentech Research & Development Overlay District Motion to accept Orange Park Pool Re-roof project as complete in accordance with plans and specifications Resolution authorizing an agreement for the Philippine American Friendship Celebration on July 7,2001 in Orange Memorial Park Pulled from Consent Calendar, see below for discussion. Motion to approve the placement of two modular classrooms behind the Westborough Park building for pre-school and Community Learning Center activities Pulled from Consent Calendar, see below for discussion. o Resolution No. 48-2001, accepting $5,500 in revenue to support the South San Francisco Community Partnership's Community Health Initiative and Library children's and literacy programs Acknowledgement of proclamations issued: Atotonilco el Alto, June 7-13; and Flag Day, June 14, 2001 Mayor Fernekes requested Item No. 6 be pulled from the Consent Calendar and Mayor Pro Tem Mullin requested Item No. 7 be pulled. Motion-Mullin/Second-Penna: To approve Consent Calendar Item Nos. 1, 2, 3, 4, 5, 8 and 9. Unanimously approved by voice vote. Consent Calendar Item No. 6: Staff report presented by Parks, Recreation and Maintenance Services Director Nagel. REGULAR CITY COUNCIL MEETING JUNE 13, 2001 MINUTES PAGE 3 Mr. Matias Varela, 1219 Ralston Avenue, Belmont, representing the San Mateo County Arts Council, stated his support for the celebration festivities and his concern that the City was over estimating the number of people planning to attend the event. He discussed the various requirements being made and requested that the fees for City services be adjusted. Ms. Malou Mariano, 426 Dolores Court, San Mateo, stated the purpose of the celebration and that the admission is free. She stated her objection to the fees being charged by the City and questioned their basis. She requested 50% of the fees be paid at the end of June and the balance be paid on the day of the event, July 7. She felt an inequity was being shown to the festival organizers. Councilwoman Matsumoto, stated her support for the event, but expressed concern relative to the speakers' statements regarding area wide/local participation, advertising, and planned activities as they were contrary to what had been presented in previous discussions. She stated her support for staff's efforts and was vexed by the comments alleging bias. She suggested the fees be made in two installments: 50% on June 15 and the balance be paid at the end of the month. Councilman Gonzalez stated his support for this type of event, but asked for clarification on the event's activities and questioned the estimated crowd expected. He further stated his support for staff taking precautions. Councilman Penna expressed his concern that the event will have a regional draw. He stated his support for the imposition of fees and staff being cautious regarding an unknown and potentially large event. Mayor Pro Tem Mullin discussed the justification of the fees with staff and stated his support for how staff handles City events. He reiterated staff's plan to refund the damage deposit. Mayor Fernekes verified that unused fees will be refunded to the organizers. Staff stated that it has been suggested that the organizers look toward donations from companies to help curb expenses. Mayor Fernekes stated his support for staff's handling of this event and that he supports Councilwoman Matsumoto's suggestion that the fees be made in two installments. Motion-Mullin/Second-Penna: To approve Resolution No. 49-2001, authorizing an agreement for the Philippine American Friendship Celebration on July 7, 2001 in Orange Memorial Park and to modify Section III.C as follows: SMCAC shall pay the City 50% of the estimated costs of providing said services on or before June 15,2001 and the balance due on or before June 30, 2001. On the question: Councilman Penna questioned if there have been any fees charged to date and staff responded that the organizers have not been charged for staff's time. In response to Councilman Gonzalez, staff confirmed that City REGULAR CITY COUNCIL MEETING JUNE 13, 2001 MINUTES PAGE 4 employees will be sent home if attendance is less than expected, which will reduce fees further. Motion continued: Unanimously approved by voice vote. Consent Calendar Item No. 7: Mayor Pro Tem Mullin asked if the modular classrooms are going to be sound proof since they are located in the aircraft noise footprint. Staff stated insulation and double paned windows can be accommodated by the installer. Mayor Pro Tem Mullin requested that he meet with Director Nagel to review the Roundtable's research on reducing noise in modular classrooms. Motion-Mullin/Second-Penna: To approve the placement of two modular classrooms behind the Westborough Park building for pre-school and Community Learning Center activities.
