Call to Order 8:01 a.m. 2. Roll Call Present: o Councilmembers Gonzalez, Matsumoto and Penna, Mayor Pro Tem Mullin and Mayor Fernekes Absent: None Staff Present: City Manager Wilson, City Attorney Mattas, Assistant City Manager Moss, Chief Planner Sparks and Environmental Compliance Coordinator Honan Others Present: State Senator Jackie Speier, Senator Speier's District Director Kevin Mullin, Rick Ochsenhirt, Don Mason, Jackie Williams Public Comments: None Discussion of items of mutual interest between City Council and State Senator Jackie Speier (Recess: 8:05 a.m. - 8:15 a.m.) The following issues were discussed with Senator Speier for her information and to assimilate: Items from Mayor Fernekes: - SB-910; ABAG housing allocation (providing additional housing, credit for existing developments, penalties, incentives). Senator Speier offered to work with the author of SB-910 on the definition of a housing unit. She mentioned bond money being available to developers to assist in housing developments and can provide that information to developers. She stated another similar type bond measure may be on the November ballot. - Funding issues, ERAF stabilization. South San Francisco has collectively lost $13 million. Information noted by Senator Speier. - Energy issues: benefits to agencies that site a power plant; CEC's power to override local jurisdictions; concern that local agencies are not being listened to. Senator Speier agreed to have the issue looked into. She suggested public ownership of power plants. Further discussion of the issue included the State's conservation budget, the CARE program that assists people with their electrical/gas bills, the refrigerator rebate program, incentives for local jurisdictions to initiate power saving alternatives, urging cities to build peaker plants, and cities forming municipal utility districts. Senator Speier agreed to look into the concept of municipal-owned power plants with the benefit of entering into long term agreements with the State to provide energy-for-profit. - Crime lab funding, technology assistance formulas. Senator Speier stated she is working with Sheriff Horsly to obtain a loan on funding that is currently earmarked for Los Angeles. What success they'll have is unknown. - NFPA 1710 & 1720 Standards (four people per fire rig and mandating response times). Mayor Fernekes stated the City' s concern is if the State will provide funding if the standards are enforced. Informational-only item to alert Senator Speier. - Collection of sales and use taxes related to intemet outlets (similar to AB-2412 Migden). Senator Speier stated she supported the bill last year and continues to support it. Items from Councilman Gonzalez: - Local cities having a voice in the siting of power plants within in its jurisdiction. - Cities that are unable to build affordable housing be allowed to contribute financially to other cities that can build affordable housing. - A water transit system becoming a reality in South San Francisco. Information-only items for Senator Speier. Items from Councilwoman Matsumoto: - Revenue sharing. Senator Speier stated that revenue sharing legislature is not anticipated. - State term limits. Senator Speier stated an initiative may be on the March ballot to extend term limits, but the proposed process is arduous. Items from Councilman Penna: - Sales tax. Suggestion that State reallocate tax money back to the school district since South San Francisco is a high sales tax generator. Problems within the school district make problems within the City. Informational-only item for Senator Speier. - State funding for the merging of Pacifica and Daly City into South San Francisco. Senator Speier stated her interest in the concept and willingness to participate in discussions. Item from Mayor Pro Tem Mullin: - With regard to SB-244 (Airport noise), South San Francisco be given a voice regarding SFO runway configuration. Comments noted by Senator Speier. Comments from Senator Speier: Senator Speier stated she is implementing an e-mail system to communicate with cities in her district and suggested meetings twice a year. Senate bills that she is working on include: SPECIAL CITY COUNCIL MEETING JUNE 29, 2001 MINUTES PAGE 2 · SB244 - Environmental quality - airport expansion and enlargement projects. · Fuel tax bill · SB-74 - Orphan libraries · Baby bullet trains · Additional funding for the homeless shelter ($300,000) · Water connection at Sawyer Camp Trail · SB-733 - Financial privacy/consumer information 5.
