HomeMy WebLinkAboutMinutes 2001-08-15MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING AUGUST 15,2001 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE Call to Order: 7:32 p.m. (Cassette Tape No. 1) Roll Call: Present: Councilmembers Gonzalez, Matsumoto and Penna, Mayor Pro Tem Mullin and Mayor Fernekes Absent: None Presentations: CRW Planning/Permitting Software - IT Director Doug Hollis gave an overview of the new computerized permitting software system, the benefits, including public access to information, scheduling building inspections and tracking permit applications. Stormwater Pollution Prevention Program - Ms. Susan Hiestand and Mr. Dermott Casey gave a visual presentation on San Mateo County's household hazardous waste and used oil programs, its accomplishments, and the disposal options. Agenda Review: No changes. Public Comments: Ms. Jackie Williams, 242 Longford Drive, asked for background information on Item No. 8. City Attorney Mattas explained Council' s adoption of the 45-day urgency ordinance on land use and building permit applications in July. The report was prepared in accordance with the law. He further announced that Council will consider an extension of the ordinance on August 22 and a study session is scheduled at the end of the month to address the inclusionary housing ordinance. Items from Council: - Community Forum - Subcommittee Reports Councilwoman Matsumoto recognized the years of service many employees give to the City and that she recently attended the celebrations of two employees who each retired with more than 29 years of service. Councilman Gonzalez reported on the San Francisco Bay Area Water Transit Authority meeting he attended on the of expansion of the Bay's water transit service. He also extended a thank you to the North San Mateo County League of Women Voters for recognizing his civic educational efforts. Mayor Pro Tem Mullin announced that the Airport/Community Roundtable has produced a video on all aspects of the noise insulation program and it will be aired on the community access channel. He requested staff find out the broadcast schedule. He announced that the third edition of the newsletter, Constituents Concerned About Noise, is now available in the City Manager's office. Mayor Fernekes reported attending the annual COPE (labor) awards dinner honoring Alice Bulos and Bill Nack, and the retirement celebrations for City employees Mary Metcalf and Chuck DeSoto. He stated the September 22 Day in the Park subcommittee held a brief meeting and the event is on schedule. CONSENT CALENDAR Motion to approve minutes of the June 29 and August 6 special meetings and July 11, 2001 regular meeting 2. Motion to confirm expense claims of August 15, 2001 in the amount of $4,732,130.90 o Motion to adopt Ordinance No. 1295-2001, establishing the formation of the Bayshore Boulevard Underground Utility District Motion to accept the Aircraft Noise Insulation Program Phase XIX-A&B complete in accordance with the plans and specifications o Motion to accept the Aircraft Noise Insulation Program Phase XIX-C as complete in accordance with plans and specifications Resolution No. 73-2001, authorizing the purchase of easements to construct a new right turn lane at westbound Chestnut Avenue onto El Camino Real Resolution No. 74-2001, authorizing a used oil recycling block grant and household hazardous waste grant for multiple year, multiple grant applications o Motion to accept report on moratorium on land use and building permits for residential developments Item removed from Consent Calendar, see below for discussion. o Resolution No. 75-2001, awarding a contract for the City's building permit software to CRW in the amount of $128,700 SPECIAL CITY COUNCIL MEETING AUGUST 15, 2001 MINUTES PAGE 2 10. Acknowledgement of proclamations issued: Celia Selvitella, July 6; Mary Metcalf, July 13; William Nack and Alice Bulos, July 27; Chuck DeSoto, August 5, 2001 Mayor Pro Tem Mullin announced he will be abstaining from voting on the August 6 minutes. Councilman Penna requested Agenda Item No. 8 be pulled from the Consent Calendar. Motion-Mullin/Second-Matsumoto: To approve Consent Calendar Item Nos. 1, 2, 3, 4, 5, 6, 7, 9 and 10. Approved by voice vote. Abstain: Mayor Pro Tem Mullin, August 6 minutes. Consent Calendar Item No. 8: Councilman Penna asked for clarification on what action the Planning Commission will be taking on the inclusionary housing ordinance on August 16. Chief Planner Sparks responded that the item will be continued and will not be discussed. Director Van Duyn stated a joint study session between Council and the Planning Commission will be held on August 30 to discuss the inclusionary housing ordinance before it is considered by the Planning Commission. In response to information that was recently provided to Council, Councilman Penna requested staff define the term "affordable housing" and asked for a performa on how existing transit orient villages were developed, and what concessions were given to the developers. Motion-Penna/Second-Matsumoto: To accept the report on steps taken by the City to effectuate the purpose of the moratorium as complete. Unanimously approved by voice vote.
