HomeMy WebLinkAboutMinutes 2001-09-12MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING SEPTEMBER 12, 2001 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:32 p.m. (Cassette Tape No. 1) ROLL CALL: Present: Councilmembers Gonzalez, Matsumoto and Penna, and Mayor Pro Tem Mullin Absent: Mayor Fernekes (out of the country) Mayor Pro Tem Mullin announced that in memory of the victims of the tragedy that occurred on September 11,2001 the meeting will be brief. He stated that the only action to be taken by Council will be the approval of the expense claims on the Consent Calendar and the continuance of Item No. 10. PLEDGE OF ALLEGIANCE: Led by Mayor Pro Tem Mullin INVOCATION: Given by Reverend John Cantley, Grace Covenant Church AGENDA REV~W City Manager Wilson requested that some items on the agenda, such as presentations, be postponed to an unspecified date, as some items may be dropped and not rescheduled. City Attorney Mattas advised Mayor Pro Tem Mullin to open Public Hearing Item No. 10 and motion it be continued to September 26, 2001. PRESENTATIONS Items postponed. · Certificates of Recognition to City Employees - Mike Lappen, Wade Lewkowitz and Rob Romero · Monthly BART Construction Update - South San Francisco BART Liaison Nia Crowder · Mr. Art Jensen, Bay Area Water Users Association · Proclamation - International Literacy Day and Literacy Awareness Month; Recipients: Pat FitzPatrick and Benita Chrisman · Day in the Park Update PUBLIC COMMENTS None. CONSENT CALENDAR Motion to approve the minutes of the August 15, 22 and 30 special meetings and August 22 regular meeting No action taken. 2. Motion to confirm expense claims of September 12, 2001 in the amount of $2,310,058.86 o Resolution authorizing staff to prepare a letter of support for the San Mateo County Community College District General Obligation Bond Measure No action taken. Resolution requesting funds from the Department of Conservation Division of Recycling for Beverage Container Recycling and Litter Cleanup Activities No action taken. o Resolution awarding contract to John Matthews Architects for the completion of plans, specifications, and cost estimate for the seismic upgrade of Fire Stations Nos. 2 and 4 in an amount not to exceed $131,020 No action taken. o Resolution accepting a grant from the California State Library in the amount of $24,400 and a donation from California Casualty Management Co. in the amount of $500 to support Project Read's Families for Literacy Program Item continued to September 26. No action taken. ° Resolution accepting Local Law Enforcement Block Grants Program funds in the amount of $49,153 No action taken. Resolution approving a consultant services agreement with J. L. Mintier & Associates for the General Plan Housing Element in the amount of $60,000 No action taken. 9. Acknowledgement of proclamation issued: Jikei Kai 100th Anniversary, August 11, 2001 No action taken. Motion-Gonzalez/Second-Matsumoto: To confirm expense claims of September 12, 2001 in the amount of $2,310,058.86 (Consent Calendar Item No. 2). Approved by voice vote. Absent: Mayor Fernekes. Waive reading and introduce an ordinance adding SSFMC Chapter 20.125, Inclusionary Housing Requirements and Density Bonus Ordinance Mayor Pro Tem Mullin opened the public hearing and announced it was continued to September 26, 2001. Motion-Matsumoto/Second-Penna: To continue the public hearing for an ordinance adding SSFMC Chapter 20.125, Inclusionary Housing Requirements and Density Bonus Ordinance to September 26, 2001. Approved by voice vote. Absent: Mayor Fernekes. ADMINISTRATIVE BUSINESS 11. Resolution approving personnel changes, including classification description for the Deputy Fire Chief classification No action taken. 12. Motion to waive reading and introduce an ordinance amending SSFMC Chapter 3.12, to implement Council-approved position title additions No action taken. ITEMS FROM COUNCIL Councilwoman Matsumoto commended the heroism of the police and firefighters that have been involved in the rescue efforts in New York, Pennsylvania and Washington D.C., and that South San Francisco police and firefighters are of the same caliber. She further questioned whether or not Day in the Park should be cancelled. Mayor Pro Tem Mullin responded that it will proceed as planned on September 22. Councilman Gonzalez expressed his sentiments regarding the terrorists' attacks that occurred on September 11. He urged residents to fly the flag of United States in honor of the victims. ADJOURNMENT Motion-Penna/Second-Matsumoto: To adjourn the meeting at 7:40 p.m. in memory of the victims of the terrorists' acts that occurred on September 11,2001. Unanimously approved by voice vote.
