Call to Order: 7:03 p.m. 2. Roll Call: Present: o o o (Cassette Tape No. 1) Councilmembers Gonzalez, Matsumoto and Penna, Mayor Pro Tem Mullin and Mayor Fernekes Absent: None Public Comments: None Mayor declares the purpose of the meeting Mayor Fernekes declared the meeting is to certify the election results, administer oaths of office for newly elected officials and the reorganization of the City Council. He stated that City Treasurer Beverly Bonalanza-Ford is unable to attend the meeting and will be .sworn into office on Wednesday, November 28. ao Post colors - presented by Robert and Jeremy Hilliard, grandsons of Councilman Gonzalez Pledge of Allegiance - Led by Mayor Femekes Invocation - Given by Reverend Bill Justice, Pastor of All Souls Church Introduction of Elected Officials Mayor Fernekes introduced the visiting elected officials that were present in the audience. Clerk enters statement of election results, proof of filing of campaign statements in the minutes and adoption of resolution canvassing returns and declaring results of the General Municipal Election of South San Francisco on November 6, 2001 ao RESOLUTION CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF SOUTH SAN FRANCISCO ON NOVEMBER 6, 2001. Staff report presented by City Clerk Payne. Motion-PennaJSecond-Matsumoto: To approve Resolution No. 121-2001, canvassing returns and declaring results of the General Municipal Election held in the City of South San Francisco on November 6, 2001. Unanimously approved by voice vote. bo Presentation of gift to outgoing Councilmember John R. Penna, and remarks from Council Members Commending resolution was presented to Councilman Penna by Mayor Fernekes. Council presented its gift to Councilman Penna, an acrylic plague commemorating his years on Council. Councilman Penna made his final remarks as a Councilmember. He introduced his family members, acknowledged the candidates who participated in the November 6 elections, people in the community who have influenced him over the years, boardmembers and commissioners who serve the community, Councilmembers he had the privilege of serving with during his twelve years on Council, and previous Councilmembers who have contributed to the City's progress during the past twenty- five years. Co Oaths of Office and presentation of Certificates of Election for City Clerk, City Treasurer and City Councilmembers, and remarks from newly elected officials Oath of Office presented by Mayor Fernekes to City Clerk Payne. Oath of Office presented by San Mateo County Superior Court Judge Joe Bergeron to Councilwoman Matsumoto. Oath of Office presented by San Mateo County Supervisor Mike Nevin to Councilman Gonzalez. Oath of Office presented by Mr. Dick Noftsger to newly elected Councilman Raymond L. Green. Reorganization of the City Council a. Nominations for Mayor; close of nominations; appointment Councilwoman Matsumoto nominated Mayor Pro Tem Mullin for Mayor. Motion-Gonzalez/Second-Green: To close the nominations and select Mayor Pro Tem Mullin as Mayor. Unanimously approved by voice vote. Remarks from Outgoing Mayor, passing of the gavel to Incoming Mayor Outgoing Mayor Fernekes reflected on the past year as Mayor, the many events he attended, and Council's accomplishments. He stated that he attended over 700 events as Mayor. Outgoing Mayor Fernekes officially passed the gavel to Incoming Mayor Mullin. c. Presentation to Outgoing Mayor On behalf of Council, Incoming Mayor Mullin presented a gift and Commending Resolution to Outgoing Mayor Fernekes. The gift was a framed display of mementos of major events from the past year, and the Commending Resolution. Incoming Mayor Mullin presented roses to Mrs. Fernekes. d. Nominations for Mayor Pro Tem; close of nominations; appointment Councilman Fernekes nominated Councilman Gonzalez as Mayor Pro Tem. Motion-Fernekes/Second-Matsumoto: To nominate Councilman Gonzalez as Mayor Pro Tem. Unanimously approved by voice vote. Motion-Fernekes/Second-Green: To close the nominations and select Councilman Gonzalez as Mayor Pro Tem. Unanimously approved by voice vote. e. Incoming Mayor's Remarks Mayor Mullin stated his c.ongratulations to the newly elected Councilmembers, to. Mayor Fernekes on his year as Mayor, and to John Penna on his twelve years on Council. He commented on the successes of South San Francisco during the past twenty-five years. He stated that although he is running for State Assemblyman, being Mayor and serving the citizens of South San Francisco is his priority. 8.
