1. Call to Order 6:19 p.m.
2. Roll Call Present:
Councilmembers Femekes and Green, Mayor
Pro Tem Matsumoto and Mayor Gonzalez

Public Comments
Mr. Don Mason, 16 Arlington Drive, reminded Council of the Brown Act, the cost of an
election, suggested a candidate be appointed who ran in the last election, and one who is an
independent thinker. He stated his disappointment that more people do not attend the
Council meetings.
4. Interview applicants for Council vacancy
Councilmembers agreed to eight questions in the following order:

Councilman Femekes: In your opinion, what are the most significant issues facing the
community of South San Francisco? Please identify one specific item you would like
accomplished as a Councilmember.

Councilman Green: Due to the current economical and political climate at the State
level, how would you ensure the City's future financial well being? Please include any
land use policies and budgetary actions you would recommend.

Mayor Pro Tem Matsumoto: What motivated you to consider applying for this vacant
Council position? If you are appointed to the City Council, will you run for election to
the Council in November 2003? Would you be interested in serving as a member of a
board or commission for the City of South San Francisco?
d. Mayor Gonzalez: How are you affected by thoughts and philosophies that are contrary
to your own and, if you are so affected, how do you handle those contrary thoughts?

Councilman Femekes: Do you agree with the State's fair share housing allocation
plan? What are your opinions on housing and transportation issues as related to the
City of South San Francisco and this region? How would you modify or change current
City policy to better address these issues?
Councilman Green: Califomia law requires councilmembers to abstain from voting
when the decision brought before the council may have a financial effect on a
councilmember. Other than owning or renting your own personal residence, do you
have any employment or other property interests that may require you to abstain from
participating in matters brought before this Council?

Mayor Pro Tern Matsumoto: As a councilmember, you could have up to 300 city
council events, contacts, and meetings per year, excluding telephone calls, e-mails and
faxes. There is also a substantial amount of reading of staff reports in preparing for the
council meetings. Are you able to fulfill such a demanding schedule?
h. It is now your opportunity to share any additional information you feel is important for
consideration to this appointment.
Mayor Gonzalez called forward and informed each applicant that a twenty-minute
interview will be conducted with each Councilmember asking two questions.

5. Consideration of and possible appointment, or call for election to fill vacancy
City Attorney Mattas reviewed the process and explained Council's options. He suggested
Council take a straw poll for ballots or a special election. Mayor Pro Tem Matsumoto and
Councilman Green questioned the cost of an election and City Clerk Payne responded that
a special election will cost a minimum of $75,000 and explained that it is based on the
County's estimate of $3 per voter and 25,000 registered voters in South San Francisco. By
consensus of Council it was agreed to go forward with the appointment process. Mayor
Gonzalez requested Council cast their first ballot.

City Clerk Payne reported the following results:

Motion-Femekes/Second-Green: TO approve ReSolution No. 112-2002, appointing
Richard Garbarino to the position of Councilmember to fill the remainder of the unexpired
tenn. Unanimously approved by voice vote.
6. Adjournment
Motion-Matsumoto/Second-Femekes: To adjourn the meeting at 9:24 p.m. Unanimously
approved by voice vote.
