4. Study Session:
a. Child Care Facility Fee Implementation Plan
Staff report and visual presentation provided by Community Outreach Director Quinn.
(Copy of presentation distributed to Council.)
Council discussed with staff/consultants the implementation plan. Several
Councilmembers asked for assurance that funding will go to South San Francisco
residents first and then workers employed by South San Francisco businesses. Staff
responded to questions regarding strategies for getting the word out about the program,
and the provider screening and licensing process. Staff stated that 4-Cs will be
monitoring child care providers, and Director Quinn will be monitoring the funds. City
Manager Wilson suggested the program be monitored for one year and then evaluated
for its success or to see if further regUlations need to be implemented.
Mayor Gonzalez appointed Mayor Pro Tem Matsumoto and Councilman Femekes to sit
on the child care subcommittee.
b. City's new website
Visual presentation given by Information Technology Director Hollis.
Councilmembers commented on the proposed website and provided input. It was
suggested that the homepage toolbar drop-down for City Council could be better
utilized if used to attract businesses. It was suggested that employment applications be
available on the website with the capability of e-mailing completed applications to
Human Resources. Several Councilmembers suggested that the homepage include
current information on activities and be linked to sites to quickly obtain information on
City Council and Board/Commission meeting schedules. It was also suggested that on-
line recreation class registration be included. Director Hollis stated that modules to
provide these services will eventually be added. Council suggested a full picture of
City Hall, that includes the clock tower, be used on the homepage header.
Director Hollis explained that the goal is to evaluate the website after 6-12 months,
make changes, and that it will take 12-18 months to have it fully fit in with the
community.
