Call to Order 9:45 a.m. 2. Roll Call Present: Councilmembers Femekes and Garbarino, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: Councilman Green (excused) Staffpresent: City Manager Wilson and City Attomey Mattas 3. Public Comments None. City Attorney Mattas reviewed Government Code Section 54956.5, Emergency meetings. He asked that Council consider the following rational before moving forward with the resolution: On March 18, 2003 the United States engaged its military forces in an action with Iraq. Substantial numbers of military reserve personnel have been ordered to active duty and Council anticipates additional numbers may be called as the military action continues. The reservists called to duty include both residents of South San Francisco, as well as employees of South San Francisco, and these employees in some instances are in critical areas of need for the community, including public safety. Based on that information the Council would find that city employees and residents are impacted financially and personally by the increasing number of reserve personnel being ordered to active duty and the combined effects on the residents and the family of these individuals being called into hostile territory and active duty. The effect is that city employees and residents being called to this is an impact on the ability of the city to deliver services when these individuals are absent fi.om the employment work force. Council concurred. Resolution supporting members of the United States Armed Forces and declaring South San Francisco a Yellow Ribbon City Mofion-Fernekes/Second-Garbarino: to approve Resolution No. 26-2003, supporting members of the United States armed forces and declaring South San Francisco a Yellow Ribbon City. Approved by voice vote. Councilman Green absent. 5. Adjournment Motion-Femekes/Second-Matsumoto: To adjourn the meeting at 9:48 a.m. Unanimously approved by voice vote.
