1. Called to Order: 7:04 P.M.
2. Roll Call: Present: Councilmembers Gupta, Matsumoto and
Normandy, Vice Mayor Addieo, and Mayor
Garbarino.
Absent: None.
3. Post,Colors.
Colors were honorably and duly hosted by the South Sara Francisco Police Department
and Police Explorers.
4. Pledge of Allegiance. Led by Al Barfield, Charter Member of San
Mateo County Veterans Commission.
5. Introduction of Elected Officials.
Mayon-Garlaarino introduced the, elected officials and/or their representatives that were in
attendance at the meeting.
6. Public Comments -coninients were limited to items on the `special Meeting Agenda.
None.
7. Resolution No. 141-2015 canvassing return,; and (1cclaning results ol'the South San
Francisco Consolidated Municipal, School and Special District Election on November 3,
20 15. (Krista Martinelli, City Clerk).
City Clerk Martinelli read the Resolution that is attached as Exhibit A hereto,
Motion— Councilman Grupta/Second— Councilwoman Normandy: to approve Resolution No.
141-2015. 1 Tnaniniously approk,cd by roll call vote.
8. Oaths ol'Officc Administered.
Oaths of Office were administered as follows:

Don Cecil and Bianca Belforte were duly deputized by City Clerk Martinelli for the purpose of
swearing-in the elected officials noted.

Mayor Garbarino delivered outgoing remarks.
b. Nominations for Mayor; close of nominations; appointment
Motion—Councilman Gupta/Second— Councilwoman Normandy: to nominate and appoint Mark
N. Addiego to serve as Mayor in the City of South San Francisco. Unanimously approved by roll
call vote.
C. Nominations for Vice Mayor; close of nominations; appointment
Motion— Councilwoman Matsumoto/Second—Mayor Addiego: to nominate and appoint Pradeep
Gupta to serve as Vice Mayor of the City of South San Francisco. Unanimously approved by roll
call vote.
d. Oaths of Office administered to incoming Mayor and Vice Mayor.

CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION CANVASSING RETURNS AND
DECLARING RESULTS Ola THE CONSOLIDATED
MUNICIPAL, SCHOOL AND SPECIAL DISTRICT ALL-
MAILED BALLOT ELECTION OF NOVEMBER 3,
2015.
WHEREAS, the Consolidated Municipal, School and Special District All-Mailed Ballot
Election ("Consolidated Election") was held on November 3, 2015, pursuant to Resolution No.
48 -2015, for the election of two (2) members of the City Council and to consider Measure W;
and
WHEREAS, the City Clerk presented to the City Council, for its inspection, all returns of
the vote cast, pursuant to California Election Code 10264.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that it finds:
1. That there were 28,221 registered voters in the City of South San Francisco and
that 7,561 total ballots were cast in the City of South San Francisco; and
2. That the names of persons voted for as submitted at said General Municipal
Election are as follows:
(a) As regularly-nominated candidates:
Rich Garbarino, City Council Member Council Member
Karyl Matsumoto, City Council Member Council Member
(b) As write-in candidates:
None
3. Election Results
(a) That the record of the votes cast at said Consolidated Election in favor of said.
candidates as shown by the official count at each of the several precincts
established throughout said City by said City Council for the purpose of
conducting said Election is as shown on Exhibits "A" and "B" attached
hereto, the same being a tabulation of the votes by precincts.
(b) That the total votes cast at said Consolidated Election in favor of Measure W
and said candidates for the Offices of City Council Member as shown by the
official count, and included in the totals set forth on Exhibits "A" and "B", are
as follows:
Measure W:
Votes in favor of Measure W 4,494
Votes against Measure W 3,007
City Council:
Rich Garbarino,Councilmember 5,607
Karyl Matsumoto, Councilmember 5,385
4. That the City Council of said City hereby declares as follows:
Rich Garbarino and Karyl Matsumoto were duly elected at said Consolidated
Election as members of the City Council of South San Francisco.
Measure W was duly approved by voters at said Consolidated Election.
BE IT FURTHER RESOLVED that:
1. The City Clerk of said City shall, and is hereby ordered to, issue Certificates of Election
to Rich Garbarino and Karyl Matsumoto as members of the City Council.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a Special Meeting held on the 70, day of
December 2015 by the following vote:

two (2) Council Members for four (4) year terms; and I caused to have processed
and recorded the votes from the canvass of all ballots cast at said election within
the boundaries of the CITY OF SOUTH SAN FRANCISCO.
