1. Call to Order. TIME: 6:00 P.M.
2. Roll Call. PRESENT: Councilmembers Garbarino, Matsumoto and
Normandy, Vice Mayor Gupta and Mayor
Addiego.
ABSENT: None.

4. Public Comments—comments are limited to items on the Special Meeting Agenda.

ADMINISTRATIVE BUSINESS
5. Resolution No. 12-2016 authorizing additional work and appropriating additional
funds to the Project Budget to address structural and infrastructure issues for the
Grand Avenue Library Renovation Project. (Brian McMinn, Public Works
Director).
Director of Public Works McMinn presented the staff report recommending approval of a resolution
authorizing additional work and appropriating additional funds to the Project Budget to address structural
and infrastructure issues for the Grand Avenue Library Renovation Project. Director McMinn provided a
PowerPoint presentation depicting the various conditions discovered and warranting remediation.
Mayor Addiego thanked Director McMinn for his presentation. He observed the report was not good
news,but was unsurprising given the age of the Carnegie Library at issue.
Councilwoman Matsumoto expressed concern over pouring funds into the aging building. She expressed
a preference for doing what was necessary without committing to more expensive artistic accoutrements.
Councilman Garbarino expressed a preference for fixing all of the windows in the building.
Councilman Addiego supported adding funding to fix all of the windows.He further requested that staff
consider more period appropriate lighting fixtures.
Motion— Councilman Garbarino/Second— Vice Mayor Gupta: to approve Resolution No. 12-2016 as
revised to include additional funding of$110,000 to meet window remediation needs in the building.
Approved by the following roll call vote: AYES: Councilmembers Normandy and Garbarino, Vice
Mayor Gupta and Mayor Addiego. NAYES: Councilwoman Matsumoto. ABSENT:None. ABSTAIN:
None.

6. Conference with Real Property Negotiators: (Pursuant to Government Code
Section 54956.8)

City Negotiators: Alex Greenwood and Ron Gerber
Negotiating Parties: Rotary Plaza, Inc. and City of South San Francisco
Under Negotiations: Price and terms for disposition of the property.
