BOARD AND COMMISSION INTERVIEWS
1. Interview current applicants for the vacant Planning Commission seat that have
indicated their unavailability for interview on March 30, 2016.

Council interviewed the above identified applicants.
PRESENTATIONS
2. Proclamation designating March as American Red Cross Month,accepted by H.Jose
Valle.
Mayor Addiego presented the Proclamation designating March as American Red Cross Month in South
San Francisco to resident and Red Cross Representative H.Jose Valle. Mr.Valle thanked Council for its
continued support of the Red Cross and its programs.
LEGISLATIVE BUSINESS
3. Motion to waive reading and introduce an Ordinance adding Chapter 8.66 to the
South San Francisco Municipal Code requiring the installation of video
surveillance systems by certain categories of businesses in the City. (Adam Plank,
Police Sergeant).
Sergeant Plank presented the staff report recommending that Council waive reading and introduce an
ordinance adding Chapter 8.66 to the South San Francisco Municipal Code requiring the installation
of video, surveillance systems by certain categories of businesses in the City. He advised that the
affected business types are more susceptible to criminal activity due to their hours of operation, sales
or use of alcohol on the premises, type of merchandise sold,manner of sale, layout of property and
established criminal activity patterns. To reduce criminal activity and assist law enforcement with
apprehension of suspects who commit crime against these businesses, the proposed ordinance was
developed and was being recommended for approval.
Councilwoman Normandy presented clarifying questions related to whether convenience markets
would be covered by the ordinance.
Sgt. Plank responded that convenience markets up to 5000 square feet were covered by the ordinance.
Councilwoman Matsumoto queried whether the 7011 businesses in the City would be covered by the
ordinance.
Sgt. Plank responded that businesses around the size of the 7011 in Westborough would qualify. He
advised cameras were already in place at that location.
In response to a question from Councilwoman Normandy, Assistant City Attorney D'Andrea advised
the conditions of approval for new developments would include information regarding camera
requirements, including those related to high definition and date stamping.
In response to questions from Vice Mayor Gupta and Mayor Addiego, City Manager Futrell advised
the Ordinance was endorsed by the Chamber of Commerce and would be phased in over a one
(1) year period.
Motion- Councilwoman Normandy/Second- Vice Mayor Gupta: to waive reading and introduce an
Ordinance adding Chapter 8.66 to the South San Francisco Municipal Code requiring the installation
of video surveillance systems by certain categories of businesses in the City. Approved by the

following roll call vote: AYES: Councilwomen Matsumoto and Normandy, Vice Mayor Gupta and
Mayor Addiego. NOES: None. ABSENT: Councilman Garbarino. ABSTAIN: None.
4. Motion to waive reading and introduce an Ordinance adding Chapter 8.65 to the
South San Francisco Municipal Code pertaining to the installation and use of
Video Surveillance Systems on City of South San Francisco property. (Valerie
Sommer, Library Director).
Interim City Manager Sommer presented the staff report recommending that Council waive reading
and introduce an Ordinance adding Chapter 8.65 to the South San Francisco Municipal Code
pertaining to the installation and use of Video Surveillance Systems on City of South San Francisco
property. Interim Director Sommer advised that the proposed ordinance was tiered in scope and
would combat blight and graffiti.
Councilwoman Normandy queried whether the Public Records Act applied to the videos that would
be taken in public buildings. She further questioned whether videos of private events in the public
buildings would be subject to the Act.
Assistant City Attorney D'Andrea advised that videos recorded on the proposed cameras would be
subject to the Public Records Act, even if the recordings were of private events.
City Manager Futrell advised that the video at issue would be subject to a retention period of one (1)
year.
Assistant City Attorney D'Andrea presented Council with redlined changes to the proposed
ordinance. The changes were added to recognize certain places in public buildings where sensitive
security issues arise.
Motion- Councilwoman Normandy/Second- Vice Mayor Gupta: to waive reading and introduce an
Ordinance adding Chapter 8.66 to the South San Francisco Municipal Code requiring the installation
of video surveillance systems by certain categories of businesses in the City. Approved by the
following roll call vote: AYES: Councilwomen Matsumoto and Normandy, Vice Mayor Gupta and
Mayor Addiego, NOES: None. ABSENT: Councilman Garbarino. ABSTAIN: None.
ADMINISTRATIVE BUSINESS
5. Resolution No. 36-2016 approving the installation of a Pilot Security Camera
Surveillance System along Centennial Way and amending the Information
Technology Department's Fiscal Year 2015-2016 operating budget in the amount
of$39,900. (Tony Barrera, IT Manager).
Inforniation Technology Manager Barrera presented the staff report recommending that Council adopt
a resolution approving the installation of a Pilot Security Camera Surveillance System along
Centennial Way and amending the Information Technology Department's Fiscal Year 2015-2016
operating budget in the amount of$39,900.

Vice Mayor Gupta requested clarification as to whether the Pilot Program would provide real time
access to activity along Centennial Way.
Manager Barrera advised it would be possible to access the information in real time. However, the
video would primarily be used after the fact.
Motion- Councilwoman Normandy/Second- Vice Mayor Gupta: to adopt Resolution No. 36-2016
Approved by the following roll call vote: AYES: Councilwomen Matsumoto and Normandy, Vice
Mayor Gupta and Mayor Addiego. NOES: None, ABSENT: Councilman Garbarino. ABSTAIN:
None.
ITEMS FROM COUNCIL
6. Council of Cities- City Selection Committee proxy designation and direction
regarding support for candidates for appointment to the Housing Endowment and
Regional Trust of San Mateo County.
Council provided direction regarding the proxy designation for the City Selection Committee.
ADJOURNMENT
Being no further businyss, Mayor.Addiego adjourned the meeting at 8:05 p.m.
