Call to Order 6:47 p.m. 2. Roll Call Present: Councilmembers Fernekes, Garbafino and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None 3. Public Comments None. 4. Interviews for the Cultural Arts Commission and Housing Authority Council interviewed the following applicants (questions were consistent with those asked at the February 12 meeting): Housing Authority: Cultural Arts Commission: Mr. Jim Claar (reappointment) Ms. Sandra Ige (Recess: Ms. Patricia Fourie Mr. Anthony Violanti Mr. Arthur Tognazzini Ms. Debbie Carey 7:05 pm - 7:08 pm) Mayor Gonzalez announced that appointments will be considered at the end of the regular City Council meeting. (Recess: 7:39 pm - 8:48 pm) 5. Discussion and appointments to the Cultural Arts Commission and Housing Authority · Housing Authority - 1 seat open, 1 applicant Motion-Femekes/Second-Green: To reappoint Jim Claar to the Housing Authority for a third full term, term expiring March 31, 2007. Unanimously approved by voice vote. Cultural Arts Commission - 3 seats open, 5 applicants 1st Ballot Patricia Fourie Anthony Violanti 2nd Ballot Debbie Carey Motion-Fernekes/Second-Green: To appoint Patricia Fourie, Anthony Violanti and Debbie Carey to the Cultural Arts Commission, no term limit. Mayor Gonzalez presented awards to each of the students. · Emergency Preparedness Update - Battalion Chief Jim Selvitella provided information on home emergency supply kits. He reviewed guidelines for keeping them accessible and well maintained. · BART Construction Update - Ann Marie Cullen, informed Council that she will be the South San Francisco BART Liaison until June 22. She gave a visual overview on the current status, reported that the South San Francisco station is complete and that correction work is virtually complete. She announced opening day celebrations will be held on June 21 and the Millbrae art unveiling is Saturday, May 3. AGENDA REVIEW None. PUBLIC COMMENTS Mr. Joe D'Angelo, 310 Evergreen Drive, announced that the South San Francisco Sister Cities Committee is hosting a Filipino Fiesta Night Dinner on Sunday, April 27, in the Municipal Services Building. He stated concern regarding the impact BART will have on Sunshine Gardens, and requested that an update be provided on traffic calming measures, a timeline on the opening of the McLellan Extension and posting of permit parking-only signs. He also requested further information on regulations associated with the City issuing parking passes, enforcing parking violations, and if additional parking will be provided for high school students. City Manager Wilson stated that a response to Mr. D'Angelo's concerns will be provided at the May 14 meeting. Mr. Steve Savage, 308 Linden Avenue, South San Francisco Classroom Teachers Union, thanked Council for its support of AB 264 and for attending the April 10 public support rally. He explained the purpose of the bill and asked that the public send letters of support to Assemblyman Mullin. ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports Councilman Green reported that he attended the San Mateo County Progress Seminar, AB264 rally at City Hall, Safe Harbor's graduation ceremony, a Community Preservation Task Force meeting, the Airport noise subcommittee (Green/Garbarino) meeting and a budget subcommittee (Femekes/Green) meeting. He announced that the South San Francisco Firefighters Union is sponsoring its 16th annual golf tournament that benefits the Alisa Ann Ruch Bum Foundation. Mayor Pro Tem Matsumoto stated she attended a C/CAG meeting, the Progress Seminar, and the Fire Department badge ceremony for Fire Marshal Maurice Dong. Councilman Garbarino reported attending the AB264 rally, homeless shelter graduation ceremony, Progress Seminar, County emergency services meeting, toured the Grand Avenue Library's History Room and Community Learning Center, and attended the Recreation Department's annual Easter egg hunt. He acknowledged Library Director Sommer for her efforts associated with the Transaction Based Reimbursement bill. Councilman Femekes reported on the Council budget subcommittee meeting and acknowledged Mr. Steve Savage and Ms. Karen Stanfill for their educational efforts in the community. He stated concem regarding his recent tour of the Terrabay site and a collapsed section of hillside. He asked that Council be provided with a report on what caused the collapse and corrective measures. He stated his disappointment with the current design of the Terrabay soundwall. He suggested staff re-visit the current version, look for an alternative and return to Council for review. Mayor Gonzalez stated he attended the events previously mentioned by Councilmembers, and a press conference with Oakland State Senator Perata regarding SB916, toll bridge revenues to expand ferry service. CONSENT CALENDAR 1. Motion to approve the minutes of April 9, 2003 2. Motion to confirm expense claims of April 23, 2003 in the amount of $1,849,000.01 REGULAR CITY COUNCIL MEETING APRIL 23, 2003 MINUTES PAGE 2 /65 Motion to adopt Ordinance No. 1322-2003, amending SSFMC Chapter 3.12, implementing Council approved position title additions for the position of Safety Inspector Resolution No. 36-2003, approving a stop sign at the intersection of Zamora Drive and Alhambra Road Motion-Fernekes/Second-Matusmoto: To approve the Consent Calendar, as presented. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS Resolution designating a survey area for amendment of the Gateway Redevelopment Project Area and approve by motion issuance of a request for proposals for the lead consultant to prepare the plan amendment Staff report presented by Housing and Redevelopment Manager Fragoso. Mayor Pro Tem Matsumoto questioned if this amendment had an impact on the Harbor Commission's project review process. Staff clarified its purpose, that the Harbor Commission must bring any long-term leases (joiners) before City Council for approval, and that a master plan for the marina has never been adopted. Motion-Femekes/Second-Green: To approve Resolution No. 37-2003, designating a survey area for the amendment of the Gateway Redevelopment Project Area. Unanimously approved by voice vote. Motion-Garbarino/Second-Green: To issue a request for proposals for the lead consultant to prepare the plan amendment. Unanimously approved by voice vote.
