1. Call to Order 6:09 p.m.
2. Roll Call Present:
Councilmembers Femekes, Garbarino and Green,
Mayor Pro Tern Matsumoto and Mayor Gonzalez*
*Mayor Gonzalez arrived at 6:20 p.m.
Absent:
None.
Staff present:
City Manager Wilson, City Attorney Mattas, Assistant
City Managers Nagel and Van Duyn, Fire Chief Lee,
Police Chief Raffaelli, Department Directors Gibbs,

3. Public Comments
None.
4. Study Session - Review of FY 2003-04 Operating Budget
City Manager Wilson presented an overview of the proposed General Fund budget
allocations, reviewed the reduction proposals for each City department and the FY 2003-04
objectives of the Redevelopment Agency (revisions distributed to Council).
Council's discussion included the following:
· City Clerk's budget to include an allocation to recognize board and commission
members.
· City Manager Wilson will report back to Council on information related to labor
relations consultant fees and whether or not long term contracts can be cancelled.
· Shift allocations from Day in the Park ($15,000) and Public Art Allocation
($10,000) to the Library budget to increase the proposed reduction of hours that the
libraries will be open to the public.

Finance Director Steele reviewed fund balances and the proposed reserves policy to be
included in the FY 2003-04 budget. Council concurred with the proposed policy.
Staff stated that every effort will be made to have the budget ready, or summary thereof,
for Council's adoption at the first meeting in June.
