Call to Order. Time: 6:00 p.m. 2. Roll Call. PRESENT: Councilmembers Matsumoto, Garbarino and Normandy, Vice Mayor Gupta and Mayor Addiego. ABSENT: None. 3. Public Comments—comments are limited to items on the Special Meeting Agenda. None. 4. Agenda Review. None. 5. Report regarding Board and Commission interviews and appointments to the Cultural Arts Commission and San Mateo County Flood Control District. (Krista Martinelli, City Clerk). a. Interview applicants for multiple positions (continued) and consideration of acceptance of late application. 8:00 p.m.: Elena Gekker(Cultural Arts Commission; Housing Authority) Council interviewed each of the applicants identified above, with the exception of Applicants Bogdan and Ventura as they were not available for interview. As staff and members of the public had gathered to present on remaining Agenda Items, City Manager Futrell suggested moving forward with Agenda Items 6-8 and returning to appointments at Items 1.d and 1.e after the conclusion of item 8. Council agreed. 6. Proclamation for National Preparedness Month accepted by Ken Anderson, Sr., Emergency Services Manager. (Mark Addiego, Mayor) Council presented a Proclamation recognizing September as National Preparedness Month to Emergency Services Manager Anderson. He accepted the Proclamation accompanied by members of the Community Emergency Response Team (CERT). Council thanked staff and CERT for their hard work on behalf of City residents to ensure safety and preparedness in relation to emergency situations. Manager Anderson thanked Council for its support of preparedness work. 7. Report regarding the San Mateo County Civil Grand Jury Report on Sanitary Districts and the City of South San Francisco's recommended response. (Brian Schumacker, Water Quality Control Plant Superintendent) Water Quality Control Plant Superintendent Schumacker presented the staff report regarding the City's recommended response to the San Mateo County Civil Grand Jury Report on Sanitary Districts. The 2015-2016 San Mateo County Civil Grand Jury filed a report entitled"San Mateo County's Cottage Industry of Sanitary Districts." A recommendation in the report suggested that a committee of Board members from Westborough Water District, Councilmembers from Daly City, and South San Francisco and staff from each form to discuss the possibility of Daly City and/or South San Francisco assuming the services provided by Westborough Water District. The City has until September 30, 2017 to respond. SPECIAL CITY COUNCIL MEETING SEPTEMBER 7,2016 MINUTES PAGE 2 Staff reviewed the recommendation and prepared a response letter for City Council's consideration. Generally, the letter advises that the City's position is not in alignment with the recommendation to assume the services currently being provided by Westborough Water District for the following reasons: 1) The City of South San Francisco does not provide potable water service to its residents or businesses, and is not a water utility; 2) Wastewater collection and treatment in the Westborough area would require significant capital expenditures and infrastructure expansion; 3) Regulatory agencies would likely not approve Westborough's wastewater addition to the South San Francisco-San Bruno Water Quality Control Plant because of the San Francisco Bay's assimilative capacity limitations. At this time, staff does not recommend assumption of Westborough Water's services. Staff included this conclusion in the draft letter presented along with the staff report and could incorporate any changes recommended by Council into the final response. Councilwoman Matsumoto concurred with staff's responses as set forth in the proposed letter. Vice Mayor Gupta agreed, noting he didn't think anything about the system reviewed by the Grand Jury needed to be fixed. Furthermore, he didn't believe the Grand Jury's recommendation to be feasible in any event. In response to an inquiry from Councilman Garbarino, Superintendent Schumacker responded that the City currently processes flows of 1 million/day. The Grand Jury's recommendation would increase this to 8-9 million/day, without any infrastructure to support enhanced demand. Mayor Addiego commented on the inefficiencies in the Grand Jury process, noting this issue to be a non-starter. Motion—Vice Mayor Gupta/Second— Councilman Garbarino: to approve staff's letter response to the San Mateo County Civil Grand Jury Report on Sanitary Districts. Unanimously approved by roll call vote. 8. Report regarding the League of California Cities resolution to prioritize traffic safety, confirming Councilmember Garbarino as the appointed member of the General Resolutions Committee to vote on behalf of the City of South San Francisco, and confirming the candidates on the Peninsula Division Executive Committee ballot. (Marian Lee, Assistant City Manager) Assistant City Manager Lee presented the staff report recommending that the City Council discuss the League of California Cities (LOCC) support for the adoption and implementation of initiatives to prioritize traffic safety throughout California and the 2016-2017 Peninsula Division Executive Committee Officer ballot. Council reviewed the information presented and confirmed that Councilman Garbarino, as the appointed member of the General Resolutions Committee, would register and attend the General Resolutions Committee meeting to vote. It further discussed its support for the proposed resolution to support Vision Zero/Toward Zero Deaths strategies, and other transportation safety programs. Report regarding Board and Commission interviews and appointments to the Cultural Arts Commission and San Mateo County Flood Control District. (Krista Martinelli, City Clerk). d. Discussion and consideration of appointment of applicants to the Cultural Arts Commission. Council may appoint nine (9) applicants to respective terms expiring June 13, 2020. Applicants: Bertoldi, Bogdan, Boldenweck, Gekker, Hobson-Coard, Looper, Monce, Madrid Nickle, Ofrecio, Pettinari, Ventura, Woo and Zachariah. Councilwoman Matsumoto raised concerns about the residency status of Applicant Bertoldi. She requested that the City Attorney and City Clerk review the residency requirements for the Cultural Arts Commission and invite Mr. Bertoldi back to the meeting on September 21, 2016 to answer questions based on the requirements. Councilmembers further recalled a positive meeting with Florida Ventura when she interviewed back in April 2016. They requested that the City Clerk contact her to determine whether she would be available for interview on September 21, 2016. Finally, Council requested the City Clerk contact Applicant Gekker to request that she attend a meeting of the Cultural Arts Commission to determine whether service on this Committee truly aligned with her interests. After discussion and voting, Council reappointed the following applicants to the Cultural Arts Commission: Boldenweck, Hobson-Coard, Looper, Monce, Madrid Nickle, Pettinari, and Woo. Motion— Councilwoman Matsumoto/Second—Councilwoman Normandy: to reappoint applicants Boldenweck, Hobson-Coard, Looper, Monce, Madrid Nickle, Pettinari, and Woo to respective terms on the Cultural Arts Commission expiring June 13, 2020. Unanimously approved by roll call vote. e. Discussion and consideration of appointment of applicant to the San Mateo County Flood Control District. Council may appoint one (1) applicant to a term expiring March 31, 2020. Applicant: Zachariah. Based on applicant Zachariah's withdrawal of his application for this Board during his interview, Council requested that the City Clerk reopen the recruitment for this position through Wednesday, September 14, 2016.
