2. Roll Call. PRESENT: Councilmembers Matsumoto,
Garbarino and Normandy, Vice
Mayor Gupta and Mayor
Addiego.
ABSENT: None.
3. Public Comments—comments are limited to items on the Special Meeting
Agenda.
None.
4. Agenda Review.
None.
Prior to the start of interviews Councilmembers engaged in the following discussion:
Councilwoman Matsumoto expressed a preference that the Measure W Citizens' Oversight
Committee(Committee) hold regular meetings at least quarterly and possibly even monthly.
Mayor Addiego noted the Bylaws require that the Committee review the audit process. Accordingly,
monthly might not be necessary,but certainly more frequently than once a year would be appropriate.
City Manager Futrell pointed out that the Bylaws state that the Committee will establish a regular
meeting schedule, which includes at least one meeting a year,but may require more.
Because Council felt the Committee would need to meet more than once a year, it decided to ask a
question seeking information as to applicants' availability on a monthly basis during the interviews.
Councilwoman Matsumoto next stated she would prefer to appoint an Interim Chair and Vice Chair
and let the Committee members appoint from amongst themselves after the first few meetings. She
further stated she would like to consider the appointment of an Alternate to the Committee.
Councilmembers agreed with these last two suggestions.
City Attorney Rosenberg advised that he would look into these two (2) items over the course of the
meeting and provide Council with information as to whether a Bylaw amendment was required.
5. Report regarding Measure W Citizens' Oversight Committee Interviews/
Appointments. (Krista Martinelli, City Clerk)
a. Interview applicants for appointment to the Measure W Citizens' Oversight
Committee.

7:30 p.m.: Break

Council interviewed each of the above listed applicants.
b. Consideration of late application submitted by David A. Solow and possible
interview of Mr. Solow as determined by Council.
Upon discussion, Council concluded Mr. Solow's application, received 6 days after the deadline was
untimely. Especially when considered against the extension of the original August 26, 2016 deadline.
Accordingly, Mr. Solow was not interviewed or considered for appointment.
c. Discussion and appointment of three (3) applicants to the Measure W Citizens'
Oversight Committee four(4) year term seats.
Applicants: Alcalde, Baldisseri, Brosnan, Campbell, Carey, Coleman, Fernandez
De Paz, Goel-Grandbois, Kulpinski, Miramon, Ramirez, Romero, Tzang, Valle

and Zemke.
Prior to balloting, Councilmembers engaged in a discussion of the applicants and relayed their
preferences for overall composition of the Committee.
As a result of balloting, Applicants Wong, Tzang and Alcalde were selected for appointment to the
respective four(4) year term seats.
Motion—Councilman Garbarino/Second— Councilwoman Normandy: to appoint Applicants Alcalde,
Tzang and Wong to the Measure W Citizens' Oversight Committee for respective four(4)year terms.
Unanimously approved by roll call vote.
d. Discussion and appointment of two (2) applicants to the Measure W Citizens'
Oversight Committee three (3) year term seat.
Applicants: Alcalde, Baldisseri, Brosnan, Campbell, Carey, Coleman, Fernandez
De Paz, Goel-Grandbois, Kulpinski, Miramon, Ramirez, Romero, Tzang, Valle
and Zemke.
Prior to balloting, Councilmembers engaged in a discussion of the applicants.
As a result of balloting, Applicants Brosnan and Zemke were selected for appointment to the
respective three (3) year term seats.
Motion—Vice Mayor Gupta/Second— Councilwoman Matsumoto: to appoint Applicants Brosnan and
Zemke to the Measure W Citizens' Oversight Committee for respective three (3) year terms.
Unanimously approved by roll call vote.
Prior to moving on to the selection of Chair and Vice Chair, Council and the City Attorney engaged
in a discussion regarding the requests made at the outset of the meeting, including the appointment of
an Alternate and the appointment of an Interim Chair and Interim Vice Chair until the Committee
Members could select from amongst themselves.
City Attorney Rosenberg stated that Council could appoint a Chair and Vice Chair as Interim Chair
and Vice Chair until a time by which the Committee makes permanent appointments for the Chair
and Vice Chair.
Council determined to appoint an Interim Chair and Vice Chair and require the Board to make
permanent appointments to these positions for the upcoming year at its first regular meeting.
Regarding an Alternate, City Attorney Rosenberg explained a Bylaw change was required.
Accordingly, Council could concur upon the selection of the Alternate for appointment on a Consent
Calendar at a future date following amendment to the Bylaws.
Councilmembers accepted this advice and concurred upon the appointment of Luis Fernandez De Paz
as the Alternate to be appointed by Motion on a Consent Calendar at a future meeting after
amendment to the Bylaws was accomplished.

e. Discussion and selection of applicant to serve as Chair of the Committee for its
first year of operation.
f. Discussion and selection of applicant to serve as Vice Chair of the Committee
for its first year of operation.
After discussion, Councilmembers entertained the following Motion:
Motion—Vice Mayor Gupta/Second— Councilwoman Normandy: to appoint Mike Brosnan as Interim
Chair and William Zemke as Interim Vice Chair to the Measure W Citizens' Oversight Committee.
Unanimously approved by roll call vote.
ADJOURNMENT
Being no further business, Mayor Addiego adjourned the meeting at 9:25 p.m.
