CONSENT CALENDAR
1. Report regarding a resolution authorizing a change in construction contingency budget to pay for
approved contract change orders in an amount not to exceed$49,165 and accepting the Evergreen
Drive and Mission Road Traffic Signal and Pedestrian Improvements Project with a total
construction cost of $428,378 as complete in accordance with the plans and specifications.

la.Resolution No. 139-2016 authorizing a change in construction contingency budget to pay for
approved contract change orders in an amount of$49,165 and accepting the Evergreen Drive and
Mission Road Traffic Signal and Pedestrian Improvements Project with a total construction cost
of$428,378 as complete in accordance with the plans and specification.
Councilwoman Matsumoto commented on the significance of the Evergreen Drive Mission Road
Intersection and requested assurances that the project was complete and that no additional change orders
were anticipated. She was concerned that work was ongoing as she had recently seen a stop sign on
sandbags in the vicinity.
Associate Civil Engineer Henriquez advised that work on the project had been complete for some time.
Recent construction in the area unrelated to the traffic signal project may have required the use of
temporary stop signs on sandbags.
Councilman Addiego queried the reason for unanticipated cost overruns on the project.
Engineer Henriquez advised the bulk of cost overruns related to storm drain realignment and the
unexpected discovery of a PG&E gas line.
Mayor Gupta noted the frequency with which the PG&E gas lines are observed in unanticipated locations.
He suggested that the Company should have more accurate information for the location of its lines.
Motion—Councilman Addiego/Second—Councilman Garbarino: to approve the Consent Calendar.
Unanimously approved by roll call vote.
ADMINISTRATIVE BUSINESS
2. Report regarding the Downtown Truck Restriction Study. (Lawrence Henriquez, Associate Civil
Engineer)
Engineer Henriquez presented the staff report summarizing the Downtown Truck Restriction Study. He
advised the study was completed over the course of the past year and provided a PowerPoint presentation
on the subject. He advised the Council adopted the Downtown Station Area Plan(the Plan)in February
of 2015. The Plan envisions multimodal transportation, parking and safety. A priority zone near the
Airport Blvd. Grand Avenue area was established to review the movement of trucks and look at future
compliance with the guiding principles of the Plan. Restricting large size trucks is important to the
Plan's future implementation and will enhance safety for pedestrians and bicyclists.Engineer Henriquez
displayed a slide showing the portions of the Plan area that were subject to the study. Current through
truck movements were documented as follows: 1)Linden Avenue to Airport Boulevard,20 trucks during
am peak periods and 14 trucks during pm peak periods;2)Airport Boulevard,48 trucks during am peak
periods and 38 trucks during pm peak periods; 3) South Airport Boulevard to Gateway Boulevard 71
trucks during am peak periods and 108 trucks during pm peak periods. There was a 7,890 average daily
traffic volume through Airport Boulevard. Engineer Henriquez next showed a slide depicting the
recommended areas for future truck restriction.
Engineer Henriquez explained that the City's existing ordinance would need to be amended to establish
the restrictions. Signage and Police enforcement via citation would implement the policy.

Councilwoman Matsumoto lauded the proposal,but noted the redirected routes might cause logjams on
other City streets. Engineer Henriquez responded that the majority of the rerouting would be through
industrial areas with less traffic impact. She further queried signage in the Hazelwood entrance to the
Brentwood area of the City. Engineer Henriquez advised signage pertinent to this area was posted.
With respect to the proposed truck routes,Councilman Addiego questioned the substitution of Gateway
and South Airport Boulevard for Airport Boulevard
Engineer Henriquez confirmed the substitution and noted there were no environmental impacts along the
proposed routes.
Vice Mayor Normandy observed an expected traffic impact on Gateway near the Embassy Suites Hotel.
Engineer Henriquez advised the new traffic volumes in this area would be studied and signal lights would
be adjusted accordingly.
Councilwoman Matsumoto asked staff to look into striping at Miller Avenue and Airport Boulevard
where traffic exits 101.
Mayor Gupta noted concern with respect to traffic patterns after implementation of the restrictions,
specifically with respect to deliveries on Grand Avenue.
Engineer Henriquez emphasized that the restrictions were focused on through truck movements and
would not impact trucks delivering goods.
City Manager Futrell advised staff would prepare the necessary ordinance and bring it back for Council
consideration in about three(3)months. In the meantime, staff would look more closely at the potential
for congestion on Gateway as a result of the proposed restrictions.
ADJOURNMENT
Being no further business, Mayor Gupta adjourned the meeting at 6:30 p.m.
