Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting to be held at: CITY HALL CITY MANAGER'S CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA WEDNESDAY, JANUARY 18, 2017 6:00 p.m. CALL TO ORDER Time: 6:01 p.m. ROLL CALL Present: Councilmembers Addiego, Garbarino and Matsumoto, Vice Mayor Normandy and Mayor Gupta. Absent: None. Recess: 7:13 p.m. Meeting Resumed: 8:28 p.m. AGENDA REVIEW None. PUBLIC COMMENTS None. ADMINISTRATIVE BUSINESS 1. Study Session: Downtown Parking Study. (Justin Lovell, Public Works Administrator and Tony Rozzi, Senior Planner) Public Works Administrator Lovell gave the staff presentation highlighting the existing conditions and future demands for parking in the district. He also discussed the Parking Management Implementation Plan. Vice Mayor Normandy stated that there needs to be continuity on Grand Avenue with parking limits. Councilmember Matsumoto stated that there needs to be signage that says public parking. She stated that a long time ago volunteers with the Police Department could issue tickets. Possibly look at giving them the authority to issue tickets. Has valet parking been discussed? She asked for an explanation of the voucher plan. Public Works Administrator Lovell responded that the voucher program is basically parking validation by providing a smart card to pay for parking at a future visit. The merchant would buy the card and provide it to the customer to pay for a future visit. It was acknowledged that some City employees park in the lot and it needs to be discussed as to where employees can park with their City permit Vice Mayor Normandy stated the parking fees needed to be reviewed. She asked what the next steps were. Public Works Administrator Lovell responded that a lot of these would be implemented after the Parking Place Commission as they within their purview. Staff is looking into on-line payment and is currently in discussions with various vendors. Councilmember Matsumoto stated that Burlingame has strict parking policy and the enforcement is very aggressive. In response to Councilmember Matsumoto, Public Works Administrator Lovell advised that after a person's initial time runs out, they can continue to feed the meter and stay in the space. Public Works Administrator Lovell stated that the license plate reader would be similar to the police license plate readers however it would connect to a different database. City Manager Futrell stated that currently the City is not enforcing one hour parking violations by chalking as it is too expensive; if they come across an expired meter they can be cited. Councilmember Garbarino stated he does not want it to be so rigid that 1 minute after the meter expires they are receiving a ticket. Councilmember Matsumoto inquired as to how far a person can physically be from their car to use their phone to add additional money. It was explained that a person could be blocks away. Mayor Gupta stated the study was started in 2013. Public Works Administrator Lovell responded that the grant was awarded at the end of 2013 and it took all of 2014 to work with City/County Association of Governments (C/CAG)to work out the details. The Notice to Proceed was given in December 2015. Councilmember Addiego inquired about the Smart meters that were put in. Public Works Administrator Lovell responded that it was only in the 300 block of Maple. Mayor Gupta stated that the signage for the garage needs to improve. SPECIAL CITY COUNCIL MEETING January 18,2017 MINUTES PAGE 2 2. Study Session: Overview of Proposed five year sewer rate plan. (Justin Lovell, Public Works Administrator) Public Works Administrator Lovell gave the staff presentation. Staff has spent two months looking into the current rates and operations and maintenance(O&M). There is an engineer's estimate for the project and they are coming in at a much higher rate than anticipated. The project is now up to $44 Million. The project would begin in January of next year. Looking at the large project cost, there is not enough money available to fund this and they are working with finance. The proposed increased rates are outlined in the staff report. In comparing with other cities within San Mateo County the South San Francisco rate for single unit residence of$588 is slightly higher than the lowest sewer rate in the entire county. There are different rates for commercial buildings. Staff is looking to return to the City Council in March for conceptual agreement of the rates. Then staff would proceed with a 218 Election and return in June with formal adoption. Councilmember Garbarino stated that he is concerned for those on a fixed income. It was pointed out that it would be $20 more per month rolled into the property taxes. Councilmember Addiego agreed and is concerned with those on a fixed income being able to survive. He would like to know more about the revolving loan. Public Works Administrator Lovell explained that for 2016/17 and 2017/18 there are no funds available. There could potentially be funds replenished. City Manager Futrell stated that the County has completed their sea rise evaluation and it will be going public soon. The City will need to design their own solution and dovetail with what the airport and City of Brisbane do. He has been able to find funding for the study. Currently the plant is under sea rise. Councilmember Addiego asked if there is a better way than to have so many plants. He stated that the City shares a plant with the City of San Bruno,then there is the Airport's plant,then further up there is another plant. The City Manager stated that there are discussions about doing away with plants and it is worth looking into consolidating. Councilmember Matsumoto stated that she has concern with the NPDES and that the City has been able to hold them off,but at some point they will come down on the City. She is supportive of anything to get on top of this. Vice Mayor Normandy stated that she looks forward to the public hearing. Mayor Gupta asked about the 15% increase occurring in the first year and what does the cash flow to show the first year. Public Works Administrator Lovell stated that the first two years are critical. Some of the funding will come from the sewer rates so the City needs more money upfront instead of the out years and this tends to be cyclical. Mayor Gupta stated that we share the plant with the City of San Bruno and their rate is twice as much as the City of South San Francisco and asked what is behind this. Public Works Administrator Lovell replied that the City of San Bruno has other things that South San Francisco does not and their collection systems requires more. Report regarding a resolution approving a Consulting Services Agreement with Wise Consulting, Inc. in an amount not to exceed $155,000, and authorizing the City Manager to execute the Agreement. (La Tanya Bellow, Director of Human Resources) 3a. Resolution 07-2017 approving a Consulting Services Agreement with Wise Consulting,Inc.in an amount not to exceed$155,000,and authorizing the City Manager to execute the Agreement. This item was pulled from the Consent Calendar. Director of Human Resources Bellow gave a short staff presentation on the item. Vice Mayor Normandy stated that she looked at the agreement earlier and looking at the previous agreement there was support included. There was a Human Resources (HR) position allocated. This project comes to almost half million dollars and she is trying to understand the costs. Director of Human Resources Bellow explained that the department does not have the skill set needed for the data conversion. They need expertise in moving data from the old system and converting it to the new system, which has to be done via code. Wise will help with moving the data. Vice Mayor Normandy commented that the need for this level of expertise was known. Director of Human Resources Bellow responded that initially the selection had resided in Information Technology (IT). When HR received the project they identified what needed to be done it was determined that the current staff did not have the expertise for the conversion of data. They went out to Request for Proposal(RFP)and went through the necessary steps. The challenge is the transfer the data including codes and 8 Memorandums of Understandings. Councilmember Matsumoto stated that she originally voted no and she doesn't appreciate staff throwing the former IT employee under the bus. When asked if the project was expected to be complete by end of year 2016,then first quarter 2017 and now it is pushed out further. Why did the staff not go to the people who knew the conversion? The City has spent 3 years on this. She called a private business and they told her that in order for this to succeed it takes dedication of staff and somebody needs to be working on it every day. She foresees this coming back for additional money. This is labor intensive for this to succeed. She stated she does not believe that this has been properly vetted and questions Wise Consulting. City Manager Futrell stated that Councilmember Matsumoto accurately described what is needed. The last time the City updated and brought in Highline was eight years ago. It should have been updated earlier. The implementation cost $1 Million for Highline. Hindsight it should have been done in one phase; however, he does not believe that doing this in two phases has cost the city additional funds. Director of Human Resources Bellows stated she did not mean to throw the prior IT staff under the bus; she was outlining the process that was previously done. She tried to look at what would be the most cost effective way to get implementation. City Manager Futrell stated that the expertise that is needed for the implementation would not be needed unless another upgrade would be needed. Motion—Councilmember Addiego/Second—Councilmember Garbarino:to approve Resolution No.07- 2017 approving a Consulting Services Agreement with Wise Consulting,Inc.in an amount not to exceed $155,000, and authorizing the City Manager to execute the Agreement.
