Call to Order. Time: 6:04 p.m.
Roll Call. Present: Councilmembers Addiego, Garbarino
and Matsumoto, Vice Mayor Normandy and
Mayor Gupta.
Recess: 7:30 p.m.
Meeting Resumed: 7:38 p.m.
Agenda Review.
City Attorney Jason Rosenberg informed the Council that one applicant,Alex Tzang is a current member
of Measure W. Serving simultaneous is not allowed. The Council Handbook states it is the will of the
Council to allow simultaneous service. If the Council selects him to serve on the Planning Commission
he would need to resign from Measure W. There is currently a City employee serving on the Bicycle and
Pedestrian Advisory Committee (BPAC). This will be an option to talk about during this meeting.
Council Member Matsumoto stated that the City Clerk should be screening applications. Alvin Zachariah
is currently serving on two committees.
Public Comments.
None.
1. Board and Commission Interviews/Appointments (Margaret S. Roberts, Interim City Clerk).
The City Council interviewed applicants for the Planning Commission and Personnel Board. After
discussion the following votes were taken for the four(4)seats on the Planning Commission and the three
(3) seats on the Personnel Board.
Council Member Matsumoto stated she would like to change her vote for the Parks & Recreation
Commission. It was stated that a motion to reconsider is asked at the meeting the vote is taken and a
motion to rescind requires a 2/3 vote and then the Council could take a new motion.
City Attorney Rosenberg stated that the City Employee, Olma O'Neil was appointed to BPAC in April
2016 and then began working as an employee in July 2016. Things to consider on this issue is should
there be a different rule for part time hourly employees. Does the Council want to have a different rule
for part time employees? Council Member Matsumoto is fine with Ms.O'Neil finishing her term as the
appointment came first. There was Consensus from the Council to leave the policy as is. Going forward,
the review of applications will to be more thorough. For future applications asking if they are currently
serving on another board/commission should be added.
Motion—Council Member Addiego/Second—Council Member Matsumoto to rescind the vote appointing
the Park & Recreation Commissioners from last night and vote again. The motion was unanimously
approved by a roll call vote.
Vice Mayor Normandy stated that someone needs to contact Stephanie Ruble about the change of vote.
City Attorney Rosenberg will make the notification.

Motion—Council Member Addiego/Second Council Member Garbarino to appoint Jolene Malfati to the
Parking Place Commission. The motion was unanimously approved by a roll call vote.
Adjournment.
Being no further business, Mayor Gupta adjourned the meeting at 8:06 p.m.
