4. Study Session:
San Mateo County/City of South San Francisco joint housing development proposal for
the vacant parcel at Oak and Grand Avenues - Housing and Redevelopment Manager
Norma Fragoso presented the staff report and solicited comments from Council on the
conceptual drawings presented by three non-profit developers. Staff clarified that the
project is in the conceptual stage and Council's concerns will go back to the
subcommittee (Matsumoto/Femekes) for a recommendation.
Housing and Redevelopment Manager Fragoso informed Council of a potential new
housing site at 950 Linden Avenue that is being negotiated between Mid-Peninsula
Housing and the property owner. Councilman Femekes questioned if the housing
development can be changed at a future date and staff felt it could not, but stated this
issue can be incorporated into contractual documents. Several Councilmembers
commented that they would like to see a certain percentage of the housing units
allocated for South San Francisco residents. Staff stated that this issue will also be
negotiated.
Noting the number of staff members present for the second item on the agenda, Council agreed to
continue Item 4a until after 4b.
b) Modification of FY 2003-04 Operating Budget - Finance Director Jim Steele and
Assistant Finance Director David Woo
City Manager Wilson opened the presentation with a brief discussion of the State
budget's impact on South San Francisco. He stated that the recommended departmental
reductions, totaling $819,524, are based on two issues: the actions being taken by the
State and that a major retail producer appears to be leaving South San Francisco. He
stated that many recommendations are predicated on attrition, and only one position is
being eliminated while other positions are being frozen at this point.
Finance Director Steel distributed copies of "Summary of State Budget Impacts on
South San Francisco" and provided details on the City's on-going losses.
City Manager Wilson reviewed each of the departmental reductions and explained that
the recommendations have been reviewed by the Council subcommittee (Femekes/
Green) and are being brought to Council at this time for its consideration. In
reference to the Fire Department's recommended layoff of a filled Administrative
Assistant II position, Council requested out-placement services be available and to have
the employee's name put on a reinstatement list. As a subcommittee member,
Councilman Fernekes clarified that frozen positions will be refilled through the budget
process when revenues increase, possibly as early as the FY 2004-05 budget cycle.
Council commended various departments for their input and cooperation.

City Manager Wilson provided information on the impact of the ERAF Shift on the
Redevelopment Agency for FY 2003-04 (page 2 of Summary of State Budget Impacts).
Council concurred with the recommendations and authorized implementation.
Continuation of Study Session Item 4a:
Housing and Redevelopment Manager Fragoso reviewed each of the presentation
boards displaying conceptual drawings submitted by BRIDGE Housing, Mercy
Housing California and Mid-Peninsula Housing, and responded to questions.
Council's concerns included handicap access, no parking along Oak Avenue, play areas
protected from vehicle access areas, whether or not to include one bedroom units, and a
preference for townhouse units v. apartment type units. A consensus was reached by
Council to have the subcommittee move forward with developing a housing project at
the Oak Avenue site and to come back to Council with a recommendation.
