Call to Order 7:04 p.m. 2. Roll Call Present: o o o (Cassette Tape No. 1) Councilmembers Fernekes, Garbarino and Green, Mayor Pro Tem Mats~.moto and Mayor Gonzalez Absent: None Oral Communications Mayor declares the purpose of the meeting a. Post colors - presented by Police Explorers Post No. 850 b. Pledge of Allegiance - led by Mayor Gonzalez c. Invocation - given by Pastor Rohrer, Our Redeemers Lutheran Church Introduction of Elected Officials Mayor Gonzalez recognized the visiting elected officials in attendance. Resolution canvassing returns and declaring results of the General Municipal Election held in the City of South San Francisco on November 4, 2003 Staff report presented by City Clerk Payne. Motion-Fernekes/Second-Garbarino: To approve Resolution No. 101-2003, canvassing returns and declaring results of the General Municipal Election held in the City of South San Francisco on November 4, 2003. Unanimously approved by voice vote. Oaths of Office and presentation of Certificates of Election for Council Members and remarks from newly elected officials The Oaths of Office were given to Councilmembers Femekes and Garbarin° by City Clerk Payne. Councilmembers Femekes and Garbarino thanked their campaign helpers, constituents, family members and friends for their help and support during their re-election campaign. Reorganization of the City Council a. Nominations for Mayor; close of nominations; appointment Councilman Femekes nominated Mayor Pro Tem Matsumoto for Mayor. no further nominations Mayor Gonzalez closed the nominations. bo Co d° eo Hearing Motion-Femekes/Second-Garbarino: To nominate and appoint Mayor Pro Tem Matsumoto as Mayor. Unanimously approved by voice vote. Remarks from Outgoing Mayor, passing of the gavel to Incoming Mayor Outgoing Mayor Gonzalez reflected on his past year as Mayor, Council's accomplishments and thanked staff, his family and the community members for their support. He concluded by passing the gavel to Incoming Mayor Matsumoto. Presentation to Outgoing Mayor On behalf of Council, Incoming Mayor Matsumoto presented a corarnending resolution, gavel plaque and gift (engraved desk clock with City badge) to Outgoing Mayor Gonzalez. Presentation flowers were given to Mrs. Eldie Gonzalez, wife of Outgoing Mayor Gonzalez. Presentation flowers were given to Incoming-Mayor Matsumoto's mother, Lillian Matsumoto, by Councilman Fernekes. Nominations for Mayor Pro Tem; close of nominations; appointm~qt Councilman Gonzalez nominated Councilman Green as Vice Mayor. Heating no further nominations, Mayor Matsumoto closed the nominations. Motion-Gonzalez/Second-Femekes: To nominate and select Councilman Green as Vice Mayor. Unanimously approved by voice vote. Incoming Mayor's Remarks Mayor Matsumoto introduced her family and co-workers in atten&nce. She commented that hard times are anticipated for the next year and Council and staff have worked diligently to set-aside funds for contingencies. She stated that the State legislators will be making many decisions that the City has no control over, but the City and its citizens are resilient. Mayor Matsumoto expressed her thanks and philosophy to be accountable to the people she represents and '>eholden to none. She stated that it is a privilege to serve as Mayor for the coming year and invited all to attend the reception in the social hall.
