Acosta Gus Nicol opulos Roberta Cerri Teglia MINUTES Surplus Property Authority City Council Conference Room August 24, 1983 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Govrnment Code of the State of California, that the Surplus Property Authority of the City of South San Francisco will hold a Special Meeting on Wednesday, August 24, 1983, at 5:55 p.m., in the City Council Conference Room, City Hall, 400 Grand Avenue, South San Francisco, California. Purpose of the meeting: 1. Approval of the Minutes of the Special Meeting of the Surplus Property Authority on June 15, 1983. 2. Adoption of a Resolution rescinding Resolution No. SPA-2-83 and SPA-4-83. A RESOLUTION AUTHORIZING AN "OFFER TO PURCHASE" REAL PROPERTY BELONGING TO THE UNITED STATES OF AMERICA AND AUTHORIZING CERTAIN OTHER ACTS IN CONNECTION WITH SAID PURCHASE Surplus Prol~erty Authority City of South San Francisco AGENDA SPECIAL MEETING CALL TO ORDER PLEDGE OF ALLEGIANCE: Approval of the Minutes of the Special Meeting of the Surplus Property Authority on 6/15/83. Commissioner Damonte arrived. Staff Report dated 8/24/83 recommending adoption of a Resolution authorizing an Offer to purchase the Oyster Point Warehouse. ACTION TAKEN SPECIAL MEETING 6:10 p.m. President Addie9o presiding. Commissioners present: Nicolopulos, Acosta and Addiego. Commissioners absent: Damonte and Teglia. Recited. M/S Acosta/Nicolopulos - To approve the Minutes. Carried by unanimous voice vote. Commissioner Damonte arrived at 5:59 p.m. Assistant City Manager Wilson stated that this third adoption of the Resolution was to satisfy the Washington office of GSA which clarified covenants, wordage and that the conditions would remain the same with the cost of $1,475,000. 8/24/83 Page i AGENDA ACTION TAKEN 2. Staff Report - Continued. A RESOLUTION AUTHORIZING AN "OFFER TO PURCHASE" REAL PROPERTY BELONGING TO THE UNITED STATES OF AMERICA AND AUTHORIZING CERTAIN OTHER ACTS IN CONNECTION WITH SAID PURCHASE RES- CINDING RESOLUTIONS NO. SPA-2-83 AND SPA-4-83 City Treasurer Bonalanza questioned if anyone had worked up the figures on how much it was going to cost the City if the option was exercised for three years or ten years. Assistant City Manager Wilson stated that the City was carrying the paper for ten years, however, if the City disposed of the property within three years and received a profit, that profit would have to go back to the Federal Government. He stated that if the property was held for three years and one day or longer and then the City sold the property the City would retain the profits. Councilman Nicolopulos stated that he would like to hear any information the City Treasurer had compiled. City Treasurer Bonalanza stated that he had worked out the figures, however he had not been consulted in any of the transactions. He stated that if the City exercised its option within three years it would cost $8.33 per square feet and that exercising a ten year option would cost the City $13.55 per square foot. Assistant City Manager Wilson stated that Staff anticipated leasing the building out for three years and that the money received would offset the payments for the property. Consensus of Council - That the City Treasurer is to be consulted before the City disposes of the property. M/S Acosta/Nicolopulos - To adopt the Resolution. RESOLUTION NO. SPA 5-83 Carried by unanimous voice vote. M/S Acosta/Nicolopulos - To adjourn the meeting.
