The City of South San Francisco (lead agency) will prepare a Subsequent EIR to the El
Camino Real/Chestnut Plan Area Environmental Impact Report (SCH No. 2010072015)
for the proposed Community Civic Campus Project (project). This Notice of Preparation
(NOP) is being distributed to applicable responsible agencies, trustee agencies, and
interested parties as required by the California Environmental Quality Act (CEQA).
Comments from interested agencies are requested as to the scope and content of the
environmental information that is pertinent to each agency’s statutory responsibilities in
connection with the proposed project. The project location and description are summarized
below.
Project Location: The project site is located in South San Francisco, south of the South
San Francisco Bay Area Rapid Transit (BART) Station and adjacent to Colma Creek
(Figure 1, Regional Vicinity Map). The project site is located in the El Camino
Real/Chestnut Plan Area, approximately 2.6 miles northwest of San Francisco
International Airport (SFO) and approximately 8.3 miles south of downtown San Francisco.
The overall project site is divided by El Camino Real (Highway 82) into two sites: east of El
Camino Real (eastern) and west of El Camino Real (western). The eastern project site is
bordered by El Camino Real and Chestnut Avenue. The western project site is bordered
by Arroyo Drive and Camaritas Avenue (Figure 2, Project Location).
The eastern project site consists of eight parcels. An existing commercial retail store is
located on Accessor’s Parcel Number (APN) 011322030. The remaining parcels—APNs
010292210, 011322030, 011326030, 093312050, 093312060, 093330040, 093331070,
and 093331080—are vacant in the project site area. The western portion of the project site
consists of two parcels with APNs 010400100 and 010400270. The existing City Municipal
Services Building and the adjacent parking lot are located on these two parcels.
Project Background: There are three conceptual site plans for the project area. All three
site plan options will be evaluated in the Subsequent EIR. They include the Fire Station,
Police Station and Joint Library and Recreation Facility on the same parcels; however
parking varies in location and type (above ground structured, below ground structured or

surface). The site plan that will be analyzed to establish the baseline impacts includes an
above ground parking structure because it will have the most potential CEQA impacts.
The other two site plan options which have underground structure parking and/or surface
parking will be analyzed as CEQA alternatives as they will have less CEQA impacts.
Project Characteristics: The project would include the development of a new Community
Civic Campus which includes a new Joint Library and Recreation Facility, a new Police
station (including Human Resource and IT City offices), and associated parking structure
on the eastern project site. A new Fire Station would be constructed on the western project
site. Construction of the new Fire Station would trigger partial or full demolition of the
existing Municipal Services Building on the western project site. Figure 3, Project Site
Plan with Above Ground Structure Parking, shows the locations of the new buildings.
The project would also include land use changes to accommodate the new uses, as
shown on Figure 4, Proposed Land Use Changes.
The project would require the following actions on the part of the City: (1) General Plan
land use map, guiding policies, and sub-area policies amendment; (2) zoning amendment;
(3) CEQA approval; and (4) approval of General Plan and zoning changes.
Subsequent EIR Sections: Based on the project description and the City’s understanding
of the environmental issues associated with the project, the following topics will be
analyzed in detail in the Subsequent EIR:
• Aesthetics
• Air Quality
• Biological Resources
• Cultural Resources
• Geology and Soils
• Greenhouse Gas Emissions
• Hazards and Hazardous
Materials
• Hydrology and Water Quality
• Noise
• Transportation/Traffic
• Utilities and Service System
The project is not expected to impact agricultural resources, land use and planning,
mineral resources, public services, population and housing, and recreation and as such
these resources areas will not be addressed in detail in the Subsequent EIR.
Alternatives to be analyzed in the Subsequent EIR will be defined based on their potential
to reduce or eliminate any significant environmental impacts associated with the proposed
project. The specific alternatives may include, but are not limited to, the “No Project”
alternative as required by CEQA and two different parking configuration alternatives, as
outlined above in the Project Background section.
NOP Notice: The City solicits comments regarding the scope and content of the
Subsequent EIR from all interested parties requesting notice, responsible agencies,
agencies with jurisdiction by law, trustee agencies, and involved agencies. In accordance
with the time limits established by CEQA, please send your response at the earliest
possible date, but no later than 30 days after receipt of this notice. The scoping period will
be from March 2 through March 31, 2017.

Project in the City of South San Francisco
Dear Mr. Rozzi:
Thank you for offering C/CAG the opportunity to review the Notice of Preparation of an Environmental
Impact Report (EIR) for the Community Civic Campus Project. The following comments are provided
for your consideration in complying with the San Mateo County Congestion Management Program
(CMP) Traffic Impact Analysis (TIA) Policy and Land Use Guidelines. In preparing a TIA and EIR for
this project, refer to these two policies, which are included as Appendix I and L of the 2015 CMP:

Please forecast and discuss the expected impacts of the project on the CMP roadway network as outlined
in the TIA policy. The scope of the TIA should not only include the immediate project area, but also
other areas that may be impacted by the project. Please consult with C/CAG staff for any clarification on
the scope and parameters of the analysis. The TIA policy provides a detailed definition of project impacts
on CMP intersections, freeway segments, and arterial segments.
If the project will generate a net of 100 or more peak-hour trips on the CMP roadway network, mitigation
measures are required to reduce the impact of the project. Potential mitigation strategies are documented
in the Land Use Guidelines policy and include, but are not limited to, reducing project scope, building
roadway and/or transit improvements, collecting traffic mitigation fees, and requiring project sponsors to
implement transportation demand management (TDM) programs.
We request the opportunity to review and comment on the TIA, EIR, and project TDM plan (if

Good Afternoon Mr. Rozzi:
I understand that the City of South San Francisco recently solicited comments for the Notice of Preparation (NOP) of an
Environmental Impact Report (EIR) for the Community Civic Campus Project and that the official comment period closed
in early April. I am providing you and the City of South San Francisco with comments and information about SFPUC
property and infrastructure located on or near the proposed Community Civic Campus project (project) area.
The SFPUC requests that the City of South San Francisco describe the SFPUC’s right-of-way (ROW) and pipeline as part of
the existing conditions near the project site. For your reference I have attached a map. The SFPUC has one water
transmission pipeline, the Sunset Supply Line, located parallel and adjacent to El Camino Real near the proposed project
area. The pipeline crosses El Camino Real perpendicularly near Arroyo Drive and near the project area before continuing
north. The Sunset Supply Line ROW appears to encompass portions of the following APNs: 011-326-030, 093-331-070,
and 010-292-210. In addition, the SFPUC owns a nearby groundwater well and parcel in fee near APN 093-331-070. To
better determine what Project-related impacts would affect SFPUC lands, the SFPUC requests that a detailed
description, site plan and mapped area of the Project footprint be provided in the EIR.
The primary use of the SFPUC ROW is for the reliable delivery of high quality water to our 2.6 million customers.
Secondary uses of lands may be permitted if those uses do not in any way interfere with, endanger, or damage existing
or future operations or the security of the water system. Secondary uses must comply with SFPUC land use policies (see
attached two policies). Any project or activity on the SFPUC’s watershed and right-of-way (ROW) lands must be
reviewed by the SFPUC’s Project Review Committee (committee). During Project Review, the committee may require
modifications to the project and/or implementation of avoidance and minimization measures. Therefore, it is important
to schedule the project for review at the earliest opportunity to address any potential project issues. To initiate the
Project Review process, please fill out the attached Project Review application. Once the application is completed,
return the application and supporting attachments to me at [email protected]. Completed applications with
supporting attachments are scheduled in the order they are received for the next available Project Review Committee
date.
Also, please notify the SFPUC when the Draft EIR is available for review and comment.
