PRESENTATIONS
Community Learning Center Five-Year Anniversary Celebration -Ana Linder, CLC
Manager and Marta Bookbinder, Literacy Services Coordinator provided a visual
presentation with background information on the Center, its successes and
accomplishments during the past five years and announced its upcoming fundraising
luncheon at Dominic's at Oyster Point on Friday, February 27.
AGENDA REVIEW
City Manager Wilson requested Agenda Item No. 4 be corrected to reflect acceptance of a grant
from the Peninsula Partnership in the amount of $52,343.
PUBLIC COMMENTS
Mr. Rick Gomez, South San Francisco, a member of the San Mateo County Transportation
Authority Citizens Advisory Committee, announced an open house will be held at the
Municipal Services Building on Monday, February 23, to discuss Measure A (local half-cent
sales tax dedicated to transportation spending). Mayor Matsumoto urged the public to attend as
public input is being sought.

Councilmembers reported on community/regional activities and announced upcoming
events.
Councilman Fernekes informed the public that "BIO-2004" will be held June 6-9, at the
Moscone Center, San Francisco.
Committee Reports
Councilman Femekes reported that the farmers' market subcommittee
(Fernekes/Matsumoto) met with the market's director to discuss ways to improve upon the
success of the market.
Councilman Gonzalez and Vice Mayor Green reported that the Community Preservation
Task Force met to discuss improvement projects for the year, and announced that the spring-
clean up will be held May 1. Vice Mayor Green announced that the Rebuilding Together
Peninsula (formerly known as Christmas in April) has selected 501 Hillside Boulevard as
this year's rehabilitation project and that the work is scheduled for April 1.
Mayor Matsumoto reported that the housing subcommittee (Matsumoto/Femekes) met
regarding two properties and a recommendation will be made to Council. She stated that if
the projects come to fruition South San Francisco will meet its ABAG housing
requirements.

Resolution No. 7-2004, authorizing acceptance of grant from the Peninsula Partnership

determining the need for changes or modifications:
a) Repealing SSFMC Chapter 15.06 and adding SSFMC Chapter 15.06, adopting
and amending the Uniform Administrative Code, 1997 Edition
b) Repealing SSFMC Chapter 15.08 and adding SSFMC Chapter 15.08, adopting
and amending the California Building Code, 2001 Edition
c) Repealing SSFMC Chapter 15.10 and adding SSFMC Chapter 15.10, adopting
and amending the Uniform Housing Code, 1997 Edition
d) Repealing SSFMC Chapter 15.12 and adding SSFMC Chapter 15.12, adopting

Public hearing continued from January 28, 2004
Staff report for items 7a-f presented by Chief Building Official Jim Kirkman.
In response to Councilman Green's question regarding the current uniform code editions
being used, staff explained that the State mandated the 2001 editions in November, 2002
and that the local amendments are now being presented. Chief Building Official
Kirkman stated that local amendments can be equal or more restrictive than the state
codes, but cannot be less restrictive.

The following speakers spoke in support of the fire code amendments including the
requirement that residential automatic fire extinguishing systems be installed on all new
construction and proposed additions/remodels that meet the criteria:

Public hearing closed.
For future fire code amendments, Councilman Green recommended that consideration
be given to three-position light switches for front porch lights that will allow the light to
blink on and off as an alert to responding emergency vehicles.
In response to Councilman Gonzalez's question regarding public relations and publicity
to educate the public about the new requirements, Acting Fire Chief White stated
information will be on the City's website and in the local newspapers. Councilman
Gonzalez stated his concern regarding residences that do not have visible addresses for
emergency vehicles to quickly locate and that designers should give consideration to
including fire sprinklers in halls.
Councilman Green questioned the elimination of hose cabinets in commercial buildings
that are two stories or higher and Fire Marshal Maurice Dong explained that firefighters
are more comfortable using their own hoses than the less reliable hoses maintained by
the property owners.
Mayor Matsumoto discussed with staff inspecting and permitting tar kettles, the positive
effect the proposed amendments will have on administering the administrative citation
ordinance, and inspecting fire lanes for parking violations. Staff stated that parking
violations in red zone areas will still be enforced by the Police Department and autos
will probably be towed.
Councilman Garbarino asked if residential fire hydrants will be monitored for parking
violations and staff stated that the police department enforces a 3' clearance.
Motion-Femekes/Second-Garbarino: To approve Resolution No. 9-2004, finding and
determining the need for changes or modifications to the California Building Code, 2001
edition; Resolution No. 10-2004, finding and determining the need for changes or
modifications to the California Plumbing Code, 2001 edition; Resolution No. 11-2004,
finding and determining the need for changes or modifications to the California
Mechanical Code, 2001 edition; and Resolution No. 12-2004, finding and determining
the need for changes or modifications to the California Electrical Code, 2001 edition.
Unanimously approved by voice vote.
Motion-Femekes/Second-Gonzalez: To waive reading and introduce ordinances
repealing Chapter 15.08 and adding Chapter 15.08 of the SSFMC, adopting and
amending the California Building Code, 2001 edition; repealing Chapter 15.12 and
adding Chapter 15.12 of the SSFMC, adopting and amending the California Plumbing
Code, 2001 edition; repealing Chapter 15.16 and adding Chapter 15.16 of the SSFMC,
adopting and amending the California Mechanical Code, 2001 edition; repealing
Chapter 15.20 and adding Chapter 15.20 of the SSFMC, adopting and amending the
California Electrical Code, 2001 edition; amending Chapter 15.10, "Uniform Housing
Code" of the SSFMC; and amending Chapter 15.06, "Uniform Administrative Code," of
the SSFMC. Unanimously approved by voice vote.

Motion-Gonzalez/Second-Garbarino: To approve Resolution No. 13-2004, finding and
determining the need for changes or modifications to the California Fire Code, 2001
edition. Unanimously approved by voice vote.
Motion-Garbarino/Second-Gonzalez: To waive reading and introduce an ordinance
repealing Chapters 15.24, 15.32 and 15.44 of the South San Francisco Municipal Code
and adopting Chapter 15.24, adopting and amending the California Fire Code, 02001
edition. Unanimously approved by voice vote.

Consideration of Community Development Block Grant Program
a. Hear testimony on Housing and Community Development needs;
b. Review proposed grant applications requesting Community Development Block
Grant funds for fiscal year 2004-05; and
c. Provide direction to staff regarding funding priorities for the 2004-05 program
year
Mayor Matsumoto advised the speakers that Council subcommittee members
(Matsumoto/Garbarino) will want to hear how their program will serve the community
and why their non-profit agency should be selected.
