REGULAR MEETING a10- MUNICIPAL SERVICES BUILDING COUNCIL CHAMBERS 33 ARROYO DRIVE SOUTH SAN FRANCISCO, CA WEDNESDAY, JULY 12, 2017 7:00 p.m. CALL TO ORDER Time: 7:02 p.m. ROLL CALL Present: Councilmembers Addiego, Garbarino, and Matsumoto, Vice Mayor Normandy and Mayor Gupta. Absent: None PLEDGE OF ALLEGIANCE Mayor Gupta led the pledge of allegiance. AGENDA REVIEW There were no changes to the agenda. PRESENTATIONS 1. Proclamation recognizing July as Parks and Recreation Month. (Pradeep Gupta, Mayor) Mayor Gupta presented the proclamation to Christy Camacho, Parks and Recreation Commission Chair. Chair Camacho commended Parks and Recreation Department staff and encouraged residents to attend Movie Night. 2. Recognition of Natalie Cedeno for being named "2017 Mother of the Year" by Everything South City. (Liza Normandy, Vice Mayor) This item was not heard. PUBLIC COMMENTS Judy Bush, representing Friends of Parks and Recreation, announced the eight, free recreation classes being offered in July. In response to Councilmember Matsumoto, Ms. Bush discussed the various locations of the classes and stated they were first come, first served. COUNCIL COMMENTS/REQUESTS Councilmember Garbarino requested adjourning in memory of Helen Rancatore and Anthony Formosa. Councilmember Addiego requested information on the light standard that fell on El Camino Real. Councilmember Matsumoto commended Tom Carney, Gypsy and Allie for the articles in the National Search Dog Foundation Annual Report. She discussed Police Department speed enforcement and encouraged residents to slow down. She stated the City contributed $802,000 to Ca1PERS on behalf of the employees. Vice Mayor Normandy stated she would be working with Sheri Boles on the South San Francisco Women's Network, which would begin on September 5, 2017. She suggested the Council recognize Arianna Realyvasquez for receiving the San Mateo County Explorer of the Year. Mayor Gupta requested traffic signal timing be reviewed. He stated he attended a theater play at El Camino High School. PUBLIC HEARING 3. A report regarding an ordinance establishing the Antoinette Lane underground utility district (CIP project no. st1702). (Sam Bautista, Principal Engineer and Kathleen Phalen, Swinerton) 3a. Ordinance establishing the Antoinette Lane Underground Utility District (CIP Project st1702). Principal Engineer Bautista announced the upcoming study session regarding prioritization of undergrounding projects. Kathleen Phalen presented a PowerPoint summarizing the item, the proposed district description, district boundaries, scope and budget, content of ordinance, direction to utilities, direction for properties, Conceptual Rule 20A Budget, conceptual schedule, and next steps. In response to Councilmember Matsumoto, Ms. Phalen discussed the need to coordinate the upcoming development projects. Assistant City Manager Lee discussed efforts to streamline the coordination process. Mayor Gupta opened the Public Hearing at 7:35 p.m. There being no speakers, Mayor Gupta closed the Public Hearing. In response to Councilmember Addiego, Ms. Phalen discussed outreach to the two affected residential complexes. Report regarding a resolution making findings and adopting the addendum to the Initial Study/Mitigated Negative Declaration for the South San Francisco/San Bruno Water Quality Control Plant Capital Improvements Project, and directing staff to begin implementation of the Project. (Sam Bautista, Principal Engineer) 4a. Principal Engineer Bautista presented the PowerPoint summarizing the South San Francisco/San Bruno Water Quality Control Plant(WQCP) project, Wet Weather Improvements Project - Phase 2, addendum to the IS/MND for the Digester Rehabilitation Project, and Green Energy Project. Motion - Councilmember Garbarino/ Second - Vice Mayor Normandy: that this Resolution, RES 84-2017,be approved. Report regarding a resolution awarding the construction contract to Blocka Construction, Inc., of Fremont, California for the Sign Hill Generator Replacement Project (Project No. pfl 506) in an amount of$464,000 and authorizing a total construction budget of$580,000. (Sam Bautista, Principal Engineer& Scott Christie, Swinerton) 5a. Resolution awarding the construction contract to Blocka Construction of Fremont, California for the Sign Hill Generator Replacement Project(Project No. pfl 506) in an amount of$464,000 and authorizing a total construction budget of$580,000. Principal Engineer Bautista presented the item to Council summarizing the generator replacement project. Councilmember Matsumoto requested details on the September 2016 Engineer's Estimate and bid process. Principal Engineer Bautista stated the 2016 Engineer's Estimate was $150,000, and bids were received in amounts of$269,000, $322,000 and $448,000. In response to Councilmember Garbarino, Principal Engineer Bautista stated they did not anticipate any protests. Vice Mayor Normandy expressed appreciation for the thorough report. Councilmember Addiego expressed disappointment in the increased costs. Mayor Gupta questioned the need to increase the kilowatt capacity. Principal Engineer Bautista discussed review of existing equipment and needs for new equipment. He stated approximately 25% would go towards the new HVAC. Report regarding a resolution approving participation by the City of South San Francisco in the Bay Area Urban Manufacturing Initiative. (Eliza Manchester, Management Analyst) 6a. Resolution approving the participation by the City of South San Francisco in the Bay Area Urban Manufacturing Initiative. Management Analyst Manchester presented the item to Council. She provided information on SF Made. Mike Lappen requested the Council adopt the resolution approving participation in the Bay Area Urban Manufacturing Initiative. He explained the purpose to support the manufacturing industry in the Bay Area. Martine Neider, Manager of Bay Area Urban Manufacturing Initiative, indicated she was available to respond to questions. In response to Councilmember Matsumoto, Management Analyst Manchester explained that there were 200 businesses in the City and stated she could provide a list of the manufacturers. Councilmember Matsumoto asked if the efforts would include growing more automation jobs. Mr. Lappen discussed the considerations regarding warehousing and logistics and allowance of manufacturing and light manufacturing. He discussed the company, Plenty. Management Analyst Manchester listed the top ten companies. In response to Councilmember Matsumoto, Finance Director Lee stated sales tax was received. Vice Mayor Normandy expressed appreciation for the presentation. Councilmember Addiego stated the educational workshops and factory tours were a benefit. Ms. Neider discussed factory tours and access to resources for cities. Mayor Gupta indicated support for the initiative. He discussed AVAG's work on regional economic district development encouraging middle class jobs through manufacturing. Report regarding a resolution authorizing the acceptance of$9,303 in donations to support the Library's Summer Learning Challenge and the Community Learning Center, and amending the Library Department's Fiscal Year 2017-18 Operating Budget. Report regarding resolutions to pledge Sewer Service Charges to repayment of State Water Resources Control Board Loan financing and declaring the City Council's intent to reimburse the Sewer Enterprise Fund from State Water Resources Control Board Loan proceeds for the Water Quality Control Plant Wet Weather and Digester Improvements Project capital expenditures made in the Sewer Enterprise Fund prior to the receipt of those Loan proceeds. Resolution declaring the City of South San Francisco's intent to reimburse the Sewer Enterprise Fund from State Water Resources Control Board loan proceeds for South San Francisco/San Bruno Water Quality Control Plant Wet Weather and Digester Improvements project capital improvement expenditures made by the City of South San Francisco prior to the receipt of those loan proceeds and prior to the issuance of related state funding. Approved by roll call vote: Yes: 5 —Councilmember Addiego, Councilmember Garbarino, Councilmember Matsumoto, Vice Mayor Normandy, and Mayor Gupta Enactment No: RES 90-2017 ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCMENTS Councilmember Matsumoto encouraged residents to attend the close out sale for Ron Burgess. She announced that she had two college students willing to volunteer for the City. Mayor Gupta acknowledged the hard work, time and effort by councilmembers over the past few months.
