3. Public Comments None
4. Study Session:
a. Review of sewer rate cha:rges
Sta£freport and visual presentation given by Public Works Director Gibbs and Ms.
Skoda. Ms. Skoda reviewed the program's operating costs, financing plan and the
goals of the proposed sewer rate adjustment. She recommended the 5% rate increase,
stating it was fair and equitable.
Council stated their support for the process and directed staff to go forward.

b. FY 2004-05 budget review
City Manager Wilson gave a brief overview of the presentation and that it is a report to
Council as a result of the meetings with the Council subcommittee (Fernekes/Green)
to review the proposed solutions to next year's budget.
Finance Director Steel provided an in-depth review of the City's revenues and that the
net operating budget impact for expenditures is a minus $3.2 million.
Assistant City Managers Nagel and Van Duyn reviewed each of the departments'
proposed one year expenditure reductions that include 3 full time and 2 part time
employee lay-offs and positions being frozen, and the reorganization of the Economic
and Community Development Department and Maintenance Services Department.
Councilmembers stated their concerns and that the employees who are being laid-off
be re-employed at the first opportunity. Regarding maintenance of tennis courts,
Mayor Matsumoto suggested consolidating or closing down peripheral tennis courts as
the :majority of activity is at Orange Park, and that st:afl should solicit service groups to
volunteer where needed, e.g., libraries. She also requested a breakdown on costs for
various selected citywide events in order to seek sponsorship from community
organizations, and to curtail special events at Orange Park for the next year.
In response to Councilman Gonzalez's question regarding lay-offs and re-hiring,
Councilman Fernekes stated that it is the budget subcommittee's responsibility to
make recommendations to Council when the City is financially ready to reinstate
programs and re-fill positions.
City Manager Wilson reviewed proposed revenue enhancement options as listed in the
staff report. Council agreed to consider two options and directed staff to prepare a
more in-depth analysis of raising the transient occupancy tax by 1% and ramifications
of a November 2004 election opposed to a November 2005 election, and the second
option of taxing outdoor advertising.
Councilmembers stated their consensus to the recornmendations as presented by staff
and supported by the subcommittee.
