Agenda Review: None. Public Participation: None. Public Comments: None. ADMINISTRATIVE BUSINESS: Oyster Point Development Project Review: 30 minute presentation and 30 minute Q&A and Discussion Director of Parks and Recreation Sharon Ranals introduced the project review and took the members through a synopsis of the four Oyster Point Development phases, with the focus on Phase 1C. The 2011 Precise Plan was reviewed by the Bay Conservation and Development Commission and the revised plans will also be submitted for their approval. Park and Recreation highlights for Oyster Point would include improved Bay Trail and amenities, Bayfront Open Space/Marina Waterfront, replenished beach and amenity area, reforestation/improved landscape palette, Coastal Meadow, designated parking and drop off areas, and future Open Space/Park. Principal Engineer Sam Bautista shared that with the improvements of the street network, Oyster Point is being realigned. Sam delivered the Bike and Pedestrian highlights, which would include improved bike and pedestrian access, bike lanes along Oyster Point and Marina Boulevard, new widened sidewalks, bike and pedestrian crossings, ADA access, Palm Allee, and Transportation Demand Management. The forecasted status of Phase IC is to have the design completed in summer/fall 2017, break ground in fall/winter 2017 and start construction between the years 2017-2019. James Corner Field Operations Senior Principal Richard Kennedy presented the overview for Phase 1C and spoke about the plan’s accessible, casual, recreational, and self-sustaining components. There are plans to keep the existing healthy groupings of trees as well as add new wind resistant species. Bike parking and racks have been built into the plan along the full length of the parking area. BPAC COMMITTEE COMMENTS: Ari Gerrits: Ari inquired about Bike barns and parking. Richard Kennedy mentioned parking amenities and racks are definitely in the development plan. Natalie Gore: Natalie queried if there would be a lighting plan. Richard Kennedy noted there will be Bay Trail, parking and street lighting. Natalie also wanted to know if there were plans to make the area multiuse for other events. Sharon Ranals said there are absolute plans to make the area functional and multipurpose for events and programs like art shows and food trucks. Dan Sherman: Dan wanted to know more about crossing and the future Open Space piece of the plan. He thought this space may potentially be used to set up small crafts such as kite boards and suggested there be a wide clearing for pedestrian walk-through. Richard Kennedy said these obvious and visual area conditions should happen on the left and right hand sides of the parking because of the grades. Sharon Ranals said although the City wants the maximum public access, there will be parameters around boats, launching, and water activity. Cassandra Woo: Cassandra asked if written comments can be submitted after the meeting. Per Sharon Ranals, questions and comments can be given to BPAC’s staff liaison and forwarded to the Parks and Recreation Department. PARKS AND RECREATION COMMISSION COMMENTS: • Need for bike racks/barns/parking. • Need for adequate lighting. • Status of the play fields? • Number of parking stalls being proposed/breakdown of parking between Phase 1C and 2C and hotel and Phase 3/4? • Pedestrian conflicts from parking lots to open space areas? • Need bus stop locations/drop-offs. • Prioritize the pedestrian. • Quantity/location of restroom facilities? • Number of palm trees being proposed/failure rate and cost? • Will the public areas be multi-use to allow for food trucks, kite board launches, etc.? • Consider not only overall design, but also maintenance needed to keep the area in good condition.
