Roll Call Present: Councilmembers Femekes, Garbarino and Gonzalez, Vice Mayor Green and Mayor Matsumoto Absent: None. Staff Present: Others Present: City Manager Wilson, City Attorney Mattas, Assistant City Managers Nagel and Van Duyn, Directors Steele and White, and staff members Norma Fragoso and Sydney Oam San Mateo County Times Corespondent Emily Fancher; Consultant Betsy Yost, Pyotok Architects; Fran Wagstaff and Terese McNamee, Mid-Peninsula Housing Coalition; and Paul Cohen, La Raza Central Legal 3. Public Comments None. 4. Study Session: a) Willow Gardens Revitalization Staff report and visual presentation given by Housing and Redevelopment Manager Fragoso. Ms. Yost reviewed the proposed elevation drawings and site plan. Vice Mayor Green suggested the venting for the laundry rooms be reconfigured to outside the building. Discussion ensued regarding the condition of other Willow Gardens properties and a strategy for gaining delinquent property owners' interest in upgrading their buildings. Ms. Wagstaff and Manager Fragoso stated that the San Mateo County Housing Authority was approached last year to inspect the Section 8 units and has agreed, if the City will make a formal req.uest to the County. Ms. Wagstaff requested code Mayor Matsumoto stated support for the proposed upgrades and skepticism that other property owners will follow suit. She suggested the window trim be enhanced to make the buildings less institutional-looking. Several Councilmembers stated their concern that garages be for parking rather than storage. Mid-Peninsula stated that violators are issued lease violation notices with possible eviction. Vice Mayor Green queried Ms. Wagstaff if Mid-Peninsula was open to managing other properties for delinquent property owners. She stated that the agency is willing with the understanding that properties are upgraded. Ms. McNamee stated that improvements mn $40,000 - $100,000 per building. By consensus of Council, Mid-Peninsula was directed to move forward with the exterior rehabilitation work and to have Mr. Cohen begin tenant advocacy work. (Recess: 7:21 p.m. - 7:25 p.m.) b) Options for Raising Revenues Staff report presented by Finance Director Steele. Summary matrix distributed. Councilman Femekes stated his support for increasing the TOT by 1% and pursuing a tax on billboards. He stated he would be open to a November 2004 election. Councilmembers discussed Councilman Femekes' proposal and the strategy of a November 2004 election (2/3 voter approval, special tax) verses a November 2005 general election (50% voter approval, general tax). Staff agreed to report back to Council with more detailed information on these options. Mayor Matsumoto requested a comparison report of business license fees County- wide. 5.
